Selectmen’s Work Session                                            December 14, 2007

PRESENT:  Chairman Weeks, Selectman Stockman, Selectman Duffy, Cathy Pounder, Jeanie Forrester

 

There was a brief discussion about the CIP’s recommendations for capital capacity.

 

Financial Administration, Personnel Administration, Health Agencies, and the Fire Department budget will be reviewed with the Budget Committee on Tuesday, December 18 along with the warrant articles.  The discussion on the warrant articles will just be an overview of the articles.

 

The Selectmen reviewed suggested warrant articles.  They included the following:

 

  1. Conservation Commission warrant article “To see if the town will vote to authorize the Conservation Commission to retain the unexpended portion of its 2008 appropriations, and to extend indefinitely until rescinded by a vote of town meeting.  Such funds to be placed in a special conservation fund in accordance with RSA 35 A-5.”
  2. Conservation Commission warrant article “To see if the Town will vote to place all land use change tax revenue into the Conservation Fund.”

 

There was a brief discussion among the Selectmen about these two proposed articles.  Selectman Stockman is against both.  Chairman Weeks was also not in favor of either.  Selectman Duffy was undecided about the first article and against the second article.

 

  1. Radar Trailer, $8,550.  Presented by the Police Department.  Brief discussion about it being a useful tool.  The Selectmen agreed they would support this article.
  2. Police Cruiser, $37,500 - $39,800.  Chief Shagoury recommended purchasing the Chevy Impala and keeping the 99 sedan in service.
  3. Adopt enforcement of the State Building Code as set forth in RSA Chapter 155-A.
  4. Planning Board list of amendments (will have information on Jan 3)
  5. Dredge of Melvin River, $10k.  “To see if the Town will vote to raise and appropriate the sum of $10k for the purpose of dredging the Melvin River.
  6. Lang Pond Road Repair.  Forrester will followup with HEB to get cost estimates.  Forrester will also ask HEB to submit bills by the end of the year, ask how long the wetlands permit will be good for, and ask if the project could be done in two phases.
  7. Treasurer.  Making the treasurer an appointed versus elected position.
  8. Adopt RSA 32:5,V-a, numeric tally of recommended votes in warrant.  Selectman Stockman is against this warrant article.
  9. Fire Boat, $80k.  Waiting for detailed information from Chief Thompson.
  10. County Road, $7,500.  Change the Class VI section of County Road to Class V Seasonal and make repairs.
  11. Transfer Station Improvements, $97k (last year). 
  12. Public Safety Facilities.  Brief discussion about the CIP’s recommendation for $150k for repairs for the Fire and Police stations.  The Fire Department requested funds for an exhaust system for approximately $30k.  Chairman Weeks recommended putting $120k into a capital reserve.  All the Selectmen agreed.  The existing funds are already designated for the Dearborn property.
  13. Special for Tar, $185k
  14. High Street Culvert.  No dollar figures yet.  Need to research what has been spent and what the projected repair costs will be.
  15. Revaluation.  No dollar figures yet.  Forrester will followup with Avitar to get a figure for a 2010 revaluation.

 

The Selectmen briefly reviewed the CIP recommendations listed on page 36 of their final report.  Selectman Stockman commented that he was against the CIP’s recommendation of $10k for the Conservation Commission.

 

There was a brief discussion about the CIP recommendation for $25k for the revaluation.  Forrester will get an estimate from Avitar.

 

A brief discussion on CIP’s recommendation for the fire boat.  They advise a 3 year financing plan at $30k per year.

 

Brief discussion on CIP’s recommendations for Lang Pond Road and the High Street culvert.

 

The Selectmen made no formal decision on support of any of the warrant articles at this meeting.

 

There was a brief discussion about management of the Transfer Station.  Forrester will get a job description for a Public Works Director.
