This ambulance would be available to assist if other ambulances in town were tied up. The man-hours used would all be billed to Lord Ambulance and Mr. Lord will maintain all insurances. At approximately 7:15 PM, the Selectmen met with Brian Cranston regarding his abatement application. The Selectmen apologized to Mr. Cranston for the error they had made. The Selectmen had not looked under the picture to see that the State had calculated the shore frontage differently than the Selectmen had. Mr. Cranston told the Selectmen that he bought this house on 5 Abbott Drive in 1995 for $255,000. The previous owners filed an abatement and the property was reduced from $300,000 to $275,000. Mr. Cranston said that his 10-year plan was to prepare the house for retirement. This past year he added a garage and a half bath, which increased his assessment $17,000. He told the Selectmen that in November of 2000 he was laid off and this last year he has spent in school training to be a teacher. He said the house still needs a new roof, new windows and a new dock. Mr. Cranston has been pushing for new legislation to change the way NH taxes. Chairman Chellman explained that in assessing a home, the assessment is calculated based on the value that a repair or upgrade contributes to the overall value of the home. This value is not always the amount that was spent for the cost of the repair or upgrade. Mr. Cranston thanked the Board for their time.

In reviewing the mail, the Selectmen expressed concern about a building permit issued to David and Beverly Crouse. The Selectmen will discuss with Code Officer Dave Senecal.

The Selectmen met with Police Chief Andrew Shagoury to discuss the Police Dept. budget. After some discussion regarding the line item for the phone, the Selectmen will recommend a budget of $165,205 for the Police Dept. 2002 budget. The Selectmen will present the Police budget to the Budget Committee on Wednesday, January 9th.

The Selectmen reviewed and approved the following budgets:

bullet4130 Executive $48,731
bullet4150 Financial Administration $81,070
bullet4194 Government Buildings $64,400
bullet4195 Cemeteries $14,700
bullet4196 Insurance $40,960
bullet4199 Other General Govt. $0

The Selectmen asked that the e-mail to the Campbell’s be sent. Selectmen Weeks told the Board that the Campbell’s land use change should be reviewed and acted upon at the next meeting.

The Selectmen met with Road Agent Reg Colby to review the Highway Department budget. Mr. Colby told the Selectmen that to use liquid tar/sand on 4,500 feet of County Road would cost $10,000.00. Mr. Colby recommends that the County Road bridge approaches be repaired. After some discussion, the Selectmen approved the following:

The Board of Selectmen met with Bill Kaiser for an update on the Coalition Communities meeting. Mr. Kaiser provided the Selectmen with some information on the proposed constitutional amendment. The Democrats have introduced a bill in the legislature providing a sunset provision in January of 2004. The Coalition Communities encourages town officials to get in touch with their representatives. The next Coalition meeting is on February 6th. Mr. Kaiser is willing to attend. The Selectmen thanked him for his assistance.

Ann Hackl met with the Board of Selectmen to review her memo. Ms. Hackl is proposing that the Town budget $2,900 for an AmeriCorps member to assistance the Conservation Commission as well as other Boards on Town projects. She feels that the Town should appropriate the money, but the money should not be expended unless the Town comes up with a good plan of action for this member and the Town has the ability to chose the member assigned to the Town. Suggestions of some projects are: monitoring of wells in the Great Meadows, marking and mapping of nature trails, completing the water resource inventory and the natural resource inventory. The Selectmen will consider Ms. Hackl’s request.

Rick van de Poll report on the Great Meadow is 95% complete. The Selectmen and Ms. Hackl scheduled a meeting on February 27th for Mr. van de Poll to present his findings. The Conservation Commission is also interested in exploring conservation easements for the Great Meadows land and the interior of Cow Island. The Selectmen said they would discuss this further at a later time.

At approximately 8:15 PM, the Selectmen met with Police Chief Andrew Shagoury regarding the Police Department budget. Chief Shagoury has recently been informed by Adelphia Communications that their sub-contractors will be in need of police officers for several months of special details due to the upgrade of the Tuftonboro cable system. Chief Shagoury figures that his department should budget for $4,800 for the Adelphia Communications details and $500.00 for other details, for a total of $5,300.00. This is an in and out line item. The Selectmen asked if the Chief would refigure the salaries according to the employee anniversary dates. The Selectmen asked if Chief Shagoury would check with how a promotion is handled in regards to an appointment form.

Gary Chehames met with the Selectmen and provided them with a report on his initial investigation of the Town’s computer hardware and software. Mr. Chehames visited the towns of Meredith and Alton to see what programs they have. It was Mr. Chehames conclusion that the Town’s current software and hardware was not meeting the Town’s needs and not satisfying functionality. Mr. Chehames findings were as follows:

bulletHARDWARE:
bulletThe Town should tie the computers together on a small network with a server. Each computer would have controlled access.
bulletAt least one computer needs to be updated and the Town should purchase another computer.
bulletA good quality laser printer should be purchased.
bulletA high-resolution scanner should be purchased.
bulletEstimated cost of hardware $10,000 to $15,000.
bulletSOFTWARE:
bulletThe Town needs a Windows based software.
bulletTown should consider digitizing the tax maps.
bulletNeed a strong assessing package, which interfaces with the other components.
bulletTown should investigate the software available with various companies. Demonstrations have been scheduled.
bulletEstimated cost of software $40,000 to $60,000.

A copy of Mr. Chehames report will be given to the Tax Collector and Town Clerk.

The Selectmen will notify the Budget Committee that there will be no budget meeting on Wednesday, January 16th. The Selectmen will meet at 6:30 PM on Wednesday to review budgets.

At approximately 7:00 PM, the Board met briefly with Conservation Commission Chairperson Ann Hackl. Mrs. Hackl provided the Selectmen with a memo she had written to Paul Knight who is writing the Cost of Community Services for the Town. Mrs. Hackl has reviewed the draft and has found several issues with the current use, math and how the study is written. The Selectmen indicated to Mrs. Hackl that they have not had time to read the study, but had concerns and issues after they reviewed the first draft which did not seem to be addressed in this second draft. Mrs. Hackl will work with Mr. Knight on the rewriting of the document and correcting the mathematical errors. Mrs. Hackl feels that this study could be used as a planning tool for the planning board. The study has a somewhat questionable basis as it’s sponsors are promoting open space. The Selectmen thanked her for her help and will wait on any further meetings until they hear from Mrs. Hackl.

There are also two big additions occurring in Town. Mr. Senecal asked if he could meet with Attorney Tim Sullivan to review a letter he is going to send out regarding unregistered vehicles. The Selectmen told Mr. Senecal that they were concerned with the building permit issued to the Crouse’s. The Selectmen felt that there should have been some proof of appropriate septic disposal. After a lengthy discussion, Mr. Senecal agreed to look into this issue further. It appears from the permit that although the replacement building is in the same footprint, it appears that this is an expansion with a second floor, which could be for sleeping quarters. Dave Senecal will follow up. His worker’s compensation insurance etc. will be cancelled. Chairman Chellman asked Mr. Colby if he would consider the possibility of H.C. Colby & Son contracting with the Town for 6 weeks after Town Meeting no matter who wins the election. Mr. Colby said he would have to think about it. The Selectmen asked how the Town’s equipment currently attached to Mr. Colby’s trucks would be turned over if Mr. White did not win the election.
