Planning Board Minutes - Approved

September 6, 2007

 

 

7 PM- Meeting called to order

Present: Rick Friend, Sue Weeks, Wilson Stewart, Tony Lyon, Dan Derby, Jack Parsons; Ted Wright absent.

 

Reminder that the next Planning Board meeting with Steve Whitman will take place on September 27th at Rick Friend’s house.

 

11”x17” plans for the Clinton/MYTY Inc. Boundary Line Adjustment #14-3-2/#14-3-3 were distributed in advance of formal presentation of their application on September 20.

 

Application from Fox Survey for Diane Whipple Subdivision #59-2-16 was lacking the 11”x17” plans; Vicki will contact them to request those plans.

Board noted that the application forms on file are outdated, and need to be replaced by current copies.

The Municipal Law Lecture Series

It was decided that the Board will reserve three spaces for three sessions each, with Sue, Rick, Dan, Tony and Jack participating.

 

            OEP Lectures held at Loon in October

                        Rick, Jack, Dan and Tony expressed interest in attending.

 

            Orton Family Foundation event in Burlington

 

Minutes from the August 16th meeting were corrected and approved.

ZBA notification that a variance re: section 4.1.1 was granted for David and Susan Bean.

 

Greymont cost estimates from White Mountain Survey

            Document lacks an official stamp; Board will request a stamped copy from Scott Lee.

 

Plan of land was received for Burpee, #25-1-28, Little Bear Island

Letter from the Town Administrator, Jeanie Forrester, requesting a formal response from the board re: proposed sale of lots by the town.

Wilson moved, Tony seconded, passed- Board approved the sale of lots #60-2-5 on Neal Hill Rd., and #69-2-66 on Ethan Allen Rd.

 

Advise Jeanie that any Planning Board correspondence addressed to Rick should be sent to the PO Box 98, Tuftonboro address rather than his home address.

 

Letter from the Joint Board of Licensure and Certificates announcing that all Landscape Architects now need to be licensed.

 

Rick signed mylar for Holihan/Top of the Bear Inc. Boundary Line Adjustment #25-1-32/#25-1-62 on Little Bear Island .

            Conditions have been met. Dan moved, Sue seconded, passed.

 

There was a brief discussion of the Taylor Associates audit document. Sue will email Steve that the Board approves the changes.

On the day of the Board’s next meeting with Jeff Taylor and Steve Whitman, Rick will drive them around Tuftonboro to get a feel for the character of the villages.

 

In a discussion about Class VI roads, Sue expressed her thought that formulating a policy should be part of the process of Master Plan development; she would like to discuss this subject with Taylor Associates.

 

In regard to moving to a numerical system of filing, Sue stated that the Board needs to anticipate future needs. The process can begin simply, relabeling files to prominently feature the relevant Tax Map numbers. Wilson explained some future complications, which might ensue if the system is not well thought out ahead of time. Sue said that a proposal for this project has been submitted to CIP.

 

Signage was discussed, with members describing examples of excessive and unaesthetic sign displays in town. If the total area exceeds that specified in the regulations, the owner can be asked to remove anything in excess.

Rick signed the paper plans for the MacAlpine/Merritt Boundary Line Adjustment, #50-1-10, which were not signed at the previous meeting.

 

Jack gave a brief rundown on the cyanobacteria situation in Mirror Lake. The danger appears to have dissipated, but hot, still weather presents a potential risk of recurrence.
