Tuftonboro Planning Board

Minutes September 27, 2007- Approved

 

At 7 pm, the Planning Board meeting began at Rick Friend’s house on Friend’s Point. Present were Rick Friend, Tony Lyon, Sue Weeks and Wilson Stewart. Steve Whitman of Jeffrey H. Taylor & Associates was also present.

 

Lyon, the Board’s liaison with the CIP, circulated a CIP report, which he explained is a document in process. The CIP will be holding a meeting with the Selectmen at the Town Offices on Wednesday, October 24, at 4:30pm.  On October 30, at the Town House at 6pm, the CIP will make a presentation to the Planning Board and the Budget Committee. The Board suggests requesting $15,000 for both 2008 and 2009, for the purpose of implementing Master Plan policy.

 

Rick stated he needs to see the time line visually, and suggested that it be laid out on a spreadsheet, using the Critical Path Method (CPM).

 

Last Thursday, Steve Whitman and Jeffrey Taylor of Jeffrey H. Taylor & Associates toured the villages with Friend and Weeks. Whitman made some minor changes in the audit, an updated version of which has now been posted online. He encouraged the board to think about priorities. Next month, he will provide inventory items for the villages, and a list of tasks. Individuals will then be identified in the villages who may be interested in collecting information on buildings and setbacks.

 

The Planning Board will meet again with Whitman on Tuesday, October 16. He will then have an outline for doing inventories and will be finalizing the information. The Board suggested that volunteers from the community could be invited to attend.

 

It was agreed that the title of the project will be “Master Plan Implementation Project”. There was discussion on how much time to allow for the various stages and a time-line created.

 

Weeks would like to have data compiled by the end of the year; encourage volunteers to come in to discuss it; and have at least one vision session before the Town Meeting, perhaps in early April, for the purpose of asking the public to help us craft a vision statement. Stewart spoke in favor of having a public session at the Town Meeting itself. He also suggested having the October 16 meeting in one of the village centers, perhaps Willing Workers Hall in Melvin Village. Volunteer assignments could be handed out there. He believes it will be hardest to implement change in Melvin Village.

 

The target date for voting on a comprehensive new zoning ordinance will be March 2009.

 

Stewart spoke about soil-based zoning, and questioned the location of village boundaries as well as how to deal with large plots of land outside the villages proper. He also felt that questions on septic systems should be on the inventory.

 

There was discussion about possible volunteers who might be interested in helping with the village inventory. Members of the Board volunteered to make phone calls and email those individuals about the October 16 meeting.

 

Stewart moved, Weeks second, to adjourn the meeting at 8:30 pm.
