Minutes-
December 20, 2007- Approved

7 pm meeting called to order.
Board members present: Chairman Rick Friend, Sue Weeks, Jack Parsons, Wilson Stewart,

Dan Derby, Ted Wright.

Minutes of December 6 meeting were corrected and approved; Weeks moved,
Derby

second.

Dredge and Fill applications were reviewed.
Discussion of warrant articles related to proposed changes in Zoning Ordinances.

7:30 pm Public Meeting

Gerry Holmberg- Condo/Subdivision Application, continued from previous meeting.
    Property at
100 Canaan Rd. belonging to Amy Stockman; #34-2-7
    Holmberg requested a waiver for wetlands delineation. Friend pointed out this is a

zoning issue, and the Planning Board cannot grant a waiver.
    Wetlands certification is needed on the plans; this can be considered a condition of

approval.
            The Board moved to accept 12.3.3 as the appropriate certification requirement;

            Dan moved, Jack second.
    The Board discussed which classification, "subdivision" or "condo", regulates this

application.
    The Condo Declaration will be sent to Roger Murray for review.
    Monuments need to be set, as well as corners of units.
    Friend read through Checklist #3.
    The plan needs "Condominium Certification"
    Item 9 of Declaration, in General Notes, needs to be corrected.
    The Board discussed the presence of a sawmill on the property. Holmberg stated that

the owners have sold it, but the Board feels that it is problematic and needs to be

addressed in the documents and in the plans. There was concern that it might

become a commercial venture, in an area that is residential.

Weeks suggested a bond to guarantee its removal.
    Friend suggested continuing the application to the next meeting,
January 17, 2008.

            Stewart so moved, Weeks second, all in favor.

Hennessy- Formal Application- Boundary Line Adjustment/Subdivision; Jim Rines

    presenting.

A lot of approximately 2 acres of non-wetland soil has been created for the Post Office,

    and the zone will be changed from LKR to LDR; the size of Janice Allen's lot

    will be increased.
    Weeks suggested removing the LKR zoning boundary on the plan, and that Rines make

    handwritten notes of the proposed changes on the current plan; and that he also note

    that all monuments, marked TBS on the plan, have in fact been set.
    Rines will submit a new mylar which reflects the proposed changes, as well as

    new paper plans; Chairman Friend will then sign these.
    Weeks moved to approve, Parsons second, all in favor.

Marriott and Lazy Summer Home LLC- Formal Application for Boundary Line Adjustment;

            Jim Rines presenting.

            Weeks moved,
Derby second, to accept the application as complete. Friend read the

list of abutters, and reviewed the Boundary Line Adjustment checklist.
            Monuments are not yet set.
            There was a brief discussion about a small footbridge situated on the new proposed

            boundary line. Rines assured the Board that it is not a permanent structure, and can

easily be lifted and relocated.
            Wright moved,
Derby second, to approve the application.
            Conditions: Monuments to be set.
            Rines will bring revised plans to the Board's next work session on
January 3, 2008.

Ron Hooper- Preliminary- Minor Subdivision
            Hooper wishes to subdivide a 12 acre parcel out of his house lot.

There was further discussion on the warrant articles, which will be available to the

public in the Town Office lobby as well as on the website.
