Minutes for October 20, 2005 Meeting

 

Tony, Wilson, Joan, John, Sue, Rick and Dan were present.

Ted Wright brought in the State approval (#SA2005006498) for Hoopes. All conditions have been met. Plans were signed to be recorded.

 

2 Wetland Applications: John Mead Mirror Lake to replace a retaining wall.

Gwyn on Cow Island to install a dock.

 

A Voluntary Merger was approved and signed for Scott Standard merging lot 2 and 4 off Middle Rd.

 

7:30 PM Public

# 1 Robert & Jean Grady. Continued from September. Nathan Fogg, representing Grady’s, he handed out the drainage report signed by an engineer. This is all incorporated into the set of plans. Church Lane access is still pending. Moraros driveway easement has been addressed but the use of Samm Lane has not. Abutter Mary Ann Murray asked if there could be further subdivision? It is currently 2 acre zoning so not at this time. Tony read a letter from Gary Cole ( White Birch Trust) concerning the fact that Church Lane goes through his property and he has not given an easement. Filed. The Board felt that if Holiday Hill Rd. is to be used as access instead of Church Lane then a better plan has to be done. Moraros presented a letter that he has had drawn up concerning the use of and maintenance of Samm Lane. Filed. The window for this application is up. Will this be resolved in a month? Fogg asked for a waiver for a 2 month continuance. Dan made motion to request the Selectmen to grant an extension of time, a two month continuance. Wilson 2nd. If the applicant is not ready by then they will have to withdraw.  All in favor. Dec. 15, 1st on the agenda.

 

# 2 Zadeda Farms. Continued from September. Barry Gier, Jim Dufrense, and Bob Varney present. Maureen at H.E.Bergeron has reviewed the drainage plans. No technical changes, new set of plans does show all suggested changes: topo to Durgin Rd., slope easements show on plan S2 & S3. Wilson asked about the written waiver for road length, not done yet. Slope easements that are on the plans should be added to the documents. B.V. will put them in paragraph 12. Rick questioned utilities being buried to dwelling. It does show buried to each lot. Will be added to 15J. Cistern; Town will have an easement, it shows as 30’ x 88’ on the plan will be in the document. Town Counsel will review documents. Checklist; Items still needed.#1 State approvals, subdivision, site specific and wetlands. #2 Roads labeled “Private” on plan should be consistent with document or don’t label them private. More explanation of slope easement on the plan. # 3 Performance Guarantee  for road. # 4 Bond for monuments being set. # 5 Waiver for length of road. #6 Road agent and Fire Chief paperwork.

Engineer will oversee road construction. Construction estimate will be forthcoming. Board would like covenant documentation put on the plan. Applicant asked to continue to November. Sue made motion to request an extension of time from Selectmen. Rick 2nd. All in favor. 1st. November agenda.

 

# 3 Chandler et al. Applicant withdraws their application.

 

# 4 YMCA Camp Belknap. Formal Application for a Site Plan. Gene Clark presenting. Camp wishes to add  to the existing nature center, to have a building to house their archives. No abutters present. Wilson moved to accept application. John 2nd. Judy Oates, architect of the building presented an overview. The existing center would be made into a “passive storage” area to preserve the archives. The new part would be accessed through an open deck and would be used for their nature classes, a large meeting room. Seasonal use, one toilet, building  is located in the middle of the property, you cannot drive to it only a foot path. There is existing power, probably only a flood light on the outside as there is now. Existing septic pipes go right by the building. Fire Dept. inspects yearly. Checklist complete. No public input. Wilson moved to approve application. Rick 2nd. All in favor. Plans signed.

 

# 5 Mary Hersey  Formal application. Piper Rd & Mirror Lake  2 lot subdivision. Don Voltz presenting. Applicant has 112 acres and wishes to subdivide a 5.02 acre parcel off with frontage on Mirror Lake. Abutters present were: Stephanie Barnes, John & Mary Williams and James & Madge Hersey.  Noted an abutter change, Ken Hlushuk to Steve Hunter. Hunter had been notified.  Rick moved to accept application. Sue 2nd. All in favor. Open to the Public. Barnes asked to be shown the wetland area. All 112 acres has been flagged for wetland. The middle part of the 112 acres is mostly the “upland” . The 5 acre lot has 150’ of frontage and of the remaining 900’+ there is about 200’ of non wetland frontage adjacent to the 5 acre lot. The only access to the lake is through wetland via an existing footpath. The existing lot has a 25’ easement through adjacent lot that has frontage on Piper Rd. a Class 6 road and Lang Pond Rd, a cottage road. Piper Rd. has been rebuilt by owners and the course of the private section has been relocated. Because a new road has been built different from what was on a plan done in 1985 the new access has to be documented on the plan. Mary Hersey replied that it has been surveyed and will also be put in a new deed when property is sold.

Tony asked about irregular lot line around the new lot. Voltz explained that because of the wetlands, if a new road to remaining 107 acre parcel has to be built that location would be the most appropriate around the new lot instead of through it.

Applicant does need State subdivision approval (pending) because of the Shoreline Protection . A note needs to be put on the plan about both parcels sharing the footpath to the lake.  Motion made and 2nd to continue to the November 17th meeting, 2nd on the agenda. All in favor.

# 6 Jerry Holmberg  Preliminary.   He wishes to build a barn on the property he owns off Sandy Knoll Rd. It will be used for storage and housing equipment. Does he need a Site Plan? Yes.
