Minutes of the August
18, 2005 Meeting
All members present.
Sue moved to accept August 4 minutes as written. Rick 2nd.
All in favor.
2 Wetland Applications; Yamane in Melvin Bay to
install a seasonal dock. Lakeside Colony in 19 Mile Bay to replace
existing dock.

# 1 Robert & Jean Grady continued from July. Applicant
asked for a continuance to September meeting. Rick moved to continue to
September 15. John 2nd. All in favor.
# 2 Zadeda Farms Continued from July. Bob Varney presenting.
Board did a site visit on August 15 with the new plans that were submitted
August 3rd, two sets of drainage calculations also presented. Wilson
thought they should address the site visit before the checklist is done and
maybe they should explore hiring an engineer to insure the checklist is
complied with especially the drainage report and lot sizing. John questioned if
that was the financial burden of the applicant? Yes. Bob Varney asked is that
to monitor compliance? Yes. # 1 Review drainage. #2 Evaluate lot sizing with slopes etc. # 3 Road construction
standards.
Bob Stowell, engineer from Tri
Tech replied that the lot size computations with slopes have not been worked
on. Soil scientist has identified wet areas. The plan with those on it would be
pretty visible, not just numbers and thought the board would be able to see it.
Drainage plan is at the State for review. State drainage review is the same as
the Town. Town would get a copy of the decision. Sue noted that the applicant
has certified/ licensed engineers do we need all that? Wilson,
if we are getting visuals that will be a big help. Bob Varney, Roads are pretty
straight forward and will have more at next meeting. Slopes are a concern.
Wilson made a
motion for the board to make a few phone calls in the next couple of weeks to
see if there is someone “out there’ that could help. Joan 2nd. All in favor. Applicant asked if they could be on the agenda
at the September 1st workshop meeting. Wilson
moved to accept the offer. Dan 2nd. All in favor.

Fire Chief has looked at the plans and with a 30,000 gallon
cistern at the “T”, he is fine with it. Would like to have
the cistern area paved. The fire
dept. maximum length is 1000’. Applicant would like to see specs for cistern.
Bill Donovan, abutter wondered if the drainage culvert could
be placed so that it drains to his pond that can be used for a water source? Engineer will look at it. Sue questioned Lot
1, can it be built on? Owner is going to build on that lot. Sue felt the 50’
strip is pretty steep for a driveway that would come out onto the road could
potentially be a lot of runoff. Couldn’t you plat a 50’ ROW in a better
location? Could even have shared driveways. It is a buildable lot now. Sue: Could you square that lot off on
the back with other lots? Very irregular shape and in the future may be hard to
find boundaries. Tritech definitely achievable. Sue also thought the driveways on 14
of the lots a very tough as far a contours, wash outs etc. Wilson
thought shared driveways would make a big difference. Rick; underground
utilities? Net lot size. School
numbers? Housing costs? Wilson
thought a regional impact could be significant and maybe send a notice to the
school district to see if they were concerned. Also a notice to the Town of Ossipee
because this property is on the Town line and the traffic could be an impact on
Chickville Rd. Rick also asked about Mr. Dufrense successes. Bob Varney replied that no one can
predict, it would more than likely be bonded and done in phases. Not a quick
build out. Joan asked who would build/ Not known at this time. Association at some time? Yes. There will be covenants.
Thought the homes would be in the 300,000. to 400,000.
price range. Depends on the economy.
Joan also asked about the easement to the Ossipee property. Nothing planned at
this time if anything is planned would have to come back to both Tuftonboro and
Ossipee planning boards simultaneously, a joint approval. Sue replied did you
notice how steep the property is there, it would be difficult. It already
stresses the three lots in that area. Tritech will look into that for next meeting. Sue would
like applicant put into writing their road design as per our subdivision regs. Wilson
asked that they put together some estimates for road construction, drainage,
utilities etc. Monument being set is also costly. Bob Varney noted that they
will have to apply to the Attorney General. Sue asked about the existing road
and how much of that qualifies now? Tritech replied
that some of that will be part of the finished product,
someone will have to confirm that. Pond on the left side? Soil Scientist has been asked to relook. Wilson
moved to notify GWRSD and the Town of Ossipee
concerning any regional impact. John 2nd. All in
favor. To be noticed for workshop meeting and Sept. 15. Bob Varney said
the applicant is willing to waive time constraints that may come. He requests a
continuance to September 15th. Sue made motion to continue public
hearing to September 15th. 2nd. All
in favor.
# 3 Fred Sargent
& Mary Jane Sargent. Formal application
for a gravel pit on Mountain
Rd.
No abutters present. Ted Wright
presenting.
Applicants wish to have a two acre gravel pit adjacent to an
existing pit. Applicant does have to get a permit from the State before
proceeding. They also have to have a management plan. The abutting pit is 60’
deep so they will ask the State for a waiver for the 10’ sideline setback, so
that this can go to that 60’ level without having an “island” between the two.
There was a great deal of discussion as to which comes first the Town or the
State. State has to have ok from Town. Wilson
moved to grant permit as submitted and that the plan that go to the State be
submitted for planning file. Rick 2nd. All in
favor.
# 4 Chandler et al. Formal application for 3 lot subdivision
off Chandler Rd. George Mullin, John Chandler, Mary Meier, and Henry Chandler
all of the Chandler family were present. Tony Triola
an abutter present. Eric Roseen presenting.
A 3 lot subdivision from the remaining Farm property.
The 100 acre Chandler Conservation land is behind this property. Would like to relocate “Tugwell Lane” off 109 onto
Chandler Rd. Tugwell Lane is the frontage for the 100
acre parcel. Ann Hackl as Chairman of the
Conservation Commission sent a letter saying they are in favor of the
relocation as presented on the new plan.
Tony Triola, abutter, likes the
relocation of Tugwell Lane.
A 3 lot subdivision is not unreasonable for that property.
John Chandler, abutter, as part owner of the 100 acre parcel
has a few concerns: The access to Conservation land is a foot path that was an
old logging road, could that be used for logging? Private matter between that new lot owner and Chandler.
ROW indicates it is a foot path. Family needs to decide on width.
If Tugwell
Lane is moved new documents have to be exchanged,
because it is changing the Conservation land. Abutters for that land would have
to be notified. Eric Roseen noted that language etc.
has to be addressed by the family. Does the town need more that a letter from
C. C. Yes.
Board: Is this the maximum amount of subdivision that could
be done? Yes, without upgrading road. John Chandler,
noted that the only hiking access to the 100 acres is from the Bentley easement
adjacent to it. None from the Chandler
farm property.
Mary Meier asked about access to the cemetary
that would be on her lot, would like it to remain the existing old logging
road. That is up to them. John Chandler is also concerned about easement rights across Rt. 109
to the lake. Not a concern of this plan. Moved to continue to
September 15th. 2nd. All
in favor.
Don Voltz was present to ask a few questions about potential
subdivisions coming before the board. # 1 Large subdivision off Federal
Corner Rd.. Road would be built into property with lots off it. Dead
end road, fire access is the concern for the Town. # 2 3 lot
subdivision off Ledge Hill Rd. Not enough frontage,
Board suggested maybe two cluster units, with common land. There are options.
