Minutes
Chairman Phelps
called the meeting to order at
Commissioners present:
Mike Phelps, Barbara Garabedian, Dawn Evans, Jerry Light, Win Wood, Gary
Chehames, Bill Stockman, Dave Durnam
Also present was
Mark Meehan, abutter to the access road for the WWT project.
Chairman Phelps
spoke to Jocelyn at DES; she told him that the state accepts without question anything
a licensed surveyor submits. Phelps informed Mr. Meehan that the state won’t
even look at his survey. He would have to file an appeal, at which point it would
become a civil matter. The TCC will
reiterate its request for a site walk with a DES representative, and give Mr.
Meehan notification of when this will take place. Jocelyn was also unaware of
the existing access road.
The final draft
of the letter to Mrs. Jones was reviewed by the TCC and approved; Evans moved,
Wood second.
Minutes
The minutes for 7/16, 8/20 and 9/17 were reviewed, amended
and approved subject to the amendments.
PSCO Grant for Scout Project
An application has
been submitted to the Public Service Co. for the Environmental Community Grant
Program, but no response has been received as yet.

Budget/CIP
John Simms
presented a spreadsheet of TCC expenditures over several years; the Commission
would like specifics as to what these expenditures are.
CIP suggests TCC
get 100% of land use change tax
Chehames made a
motion to appeal to Selectmen to amend the above from $5000 cap to eliminate
cap;

passed.
Must have warrant article on this by
mid-January
The budget for
2008 needs to be in by the end of the month. Chairman Phelps read through the list
of expenditures; last year’s expenses amounted to $8,200.
Budget
suggestions for the coming year:

Garabedian expressed interest in the TCC purchasing reference materials to have
here; TCC agreed
Increase sponsorship and
environmental to $700
Drop special projects to $1500
More water monitoring of

Wood suggested we should have our own people doing testing on 19 mile brook, then
send samples to UNH
The TCC set the
budget for next year at $7300
Other business
Chairman Phelps
sent a letter of resignation to Ted Wright for his signature; Wright
subsequently submitted his resignation to the Selectmen.
A brochure was
circulated from the Eastern Lakes Regional Housing Coalition regarding
workshops on affordable housing
The TCC discussed establishing a program
to create a used oil recycling area at the Transfer Station, as well as ways to
raise awareness of hazardous waste disposal and improve recycling.
A thank you
letter from the UNH outreach program was received, asking if we have more
projects for them.
Commissioner
Evans proposed designating Great Meadows as Prime Wetlands. She has found all
landowners and addresses, and will contact them re: making a conservation
easement. Chairman Phelps questioned what easement holder could be involved. Stockman
mentioned the Dan Hole Pond Watershed Trust, which monitors easements. He
suggested the TCC and Selectmen get together to draft an easement.
In order to designate
an area “Prime Wetlands”, the matter must
go before voters at a town meeting.
Commissioner
Evans stated that the Wolfeboro-Tuftonboro Land Bank has funds available to
help Tuftonboro, and is asking for ideas.
The TCC appeal to
the WWTF upgrade has gone to Attorney General’s office, which is currently
determining if the TCC has jurisdiction to appeal. Stockman says the Selectmen
are being pressured to be more involved with this issue. The TCC emphasized
that they need support.
Testing has
shown high nitrates and phosphates at the inlet of Mirror
