Minutes- November 19, 2007

 

 

Meeting called to order at 7:30 pm.

Chairman Phelps is still trying to get in touch with the Browers regarding their land, and will call Don McBride to find a way to contact them.

 

PSNH Grant was denied, with a recommendation to try again in April.

Phelps suggested consulting Jeanie Forrester, since she has written grants and possibly could advise the TCC.

 

Discussion on the Moultonboro situation, re: development in a very sensitive wetlands area

            The Moultonboro Conservation Commission had tough questions for the Moultonboro

Planning Board at their recent meeting. There is a walk of the property planned for December 1, December 8 rain day.

 

The Conservation Commission’s appeal of the WWTF upgrade was denied at the Water Council’s November 14 meeting. Chairman Phelps, Ken Cookson, Terry Smith and wife were present.

Phelps has contacted the lawyer he worked with regarding Pak 2000 issues, who is willing to consult with Phelps and Chehames and make suggestions. He could help the TCC navigate the appeals process correctly.

Evans suggested the TCC should write to Army Corps of Engineers and the EPA, and that the TCC would have more clout with stronger backing from the Selectmen.

Light advised that after April 1, new stringent rules for the Groundwater Protection Act will come in, and the current WWTF upgrade would not be legal if begun after that date.

A Request for Reconsideration must be submitted 30 days from the Nov. 14 meeting.

Evans talked to Tony Tur at Fish & Wildlife, who said the pipeline and infiltration site wouldn’t be favorable site for pogonia; he had no specific comments about the woods road.

Phelps will call Vanderpole, who has an environmental consulting firm in Sandwich and did a study on Great Meadow.

The Conservation Fund has a bank balance of $15,140.

 

CIP planned to meet with the TCC on Nov. 14 at 6 pm.

 

Steve Walker will show the TCC how to do a monitoring walk for the Bentley-Parkhurst easement; ground needs to be frozen.

The TCC will need to do Cheney Farm this year.

 

Flyer received for a workshop on stormwater technology

 

Received a reply from Richard Head (of the AG’s office) to the TCC’s letter re: the WWTF upgrade.

 

Received information from Edie Demarais of PlanNH about conducting Charettes.

Phelps suggested doing a charette with the Gould property, and has given a copy of the

information to the Selectmen, with whom he and Evans propose to meet.

Parks and Rec. is already making trails there. The TCC feels a plan should be formulated before the land is developed in any way.

            Evans noted that the Wolfeboro-Tuftonboro Land Bank is willing to offer assistance.

           

 

Evans told the TCC that used oil recycling should be up and running next summer. There is a need to put up posters, and hand out recycling educational materials.

 

There was brief discussion re: the LRPC, with Wood voicing the opinion that Tuftonboro would benefit from joining. Wood also passed around an article in the Sunday News about easements.
