Selectmen’s Meeting                                                                                                 February 4, 2008

Present: Chairman Susan Weeks, Selectman Bill Stockman, Selectman Dan Duffy, Police Chief Andrew Shagoury, Fire Chief Adam Thompson, Marion Morgan, and members of the public.

 

I.                   CALL TO ORDER: Chairman Weeks called the meeting to order at 9:00am

 

II.                REVIEW / APPROVAL MINUTES:     

January 28, 2008 Selectmen’s Meeting:  The Selectmen reviewed the minutes of the January 28 Selectmen’s Meeting.  Selectman Stockman made a motion to approve the minutes as corrected.  Selectman Duffy seconded the motion.  The vote on the motion was unanimous.

 

January 28, 2008 Non-Public Session:  The Selectmen reviewed the minutes of the January 28 Non-Public Meeting.  Selectman Stockman made a motion to approve the minutes. Selectman Duffy seconded the motion.  The vote on the motion was unanimous.

 

January 29, 2008 Selectmen’s Work Session:  The Selectmen reviewed the minutes of the January 29 Selectmen’s Work Session.  Selectman Stockman made a motion to approve the minutes.  Selectman Duffy seconded the motion.  The vote on the motion was unanimous.

 

January 29, 2008 Non-Public Meeting:  The Selectmen reviewed the minutes of the January 29 Non-Public Meeting.  Selectman Stockman made a motion to approve the minutes. Selectman Duffy seconded the motion.  The vote on the motion was unanimous.

 

January 29, 2008 Non-Public #2 Meeting:  The Selectmen reviewed the minutes of the January 29 Non-Public #2 Meeting.  Selectman Stockman made a motion to approve the minutes. Selectman Duffy seconded the motion.  The vote on the motion was unanimous.

 

III.             DEPARTMENT UPDATES:

Selectmen Update:  Chairman Weeks and Selectman Stockman provided an update on a Pandemic Preparedness meeting they attended recently in Ossipee.  Also attending from Tuftonboro were Code Enforcement Officer Jack Parsons, Police Chief Shagoury, and Fire Chief Thompson. The meeting focused on identifying and handling issues such as quarantines, vaccines, communication networks, transportation needs, hospitals, etc. that could arise from wide-spread medical emergencies, such as the Bird Flu. 

 

Chairman Weeks then gave an update on the vacant Town Administrator position.  An offer has been made to a candidate, and the Selectmen will be meeting with the candidate today (2/4/08) to discuss terms. 

 

Police Department Update:  Chief Andrew Shagoury updated the Selectmen on the status of the vacancy for a fourth police officer.  The first candidate for the position dropped out.  Background checks are currently being conducted on another candidate for the position, with the possibility of a March start date.  The Chief noted that the extended vacancy will reduce the Police Budget by approximately $7000.  Further discussion between the Chief and the Selectmen brought the budget reduction to about $5300.  Chairman Weeks asked the Chief why we get so far into the hiring process and lose candidates.  Are hiring standards too restrictive? He noted that over the years some standards have been relaxed, while others have been tightened.  The Chief explained that the Police Officer hiring problem is state wide, not just confined to Tuftonboro.

 

IV.       TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT REPORT: No report

 

V.        APPOINTMENTS:  

                       

VI.       SIGNATURE:

1. Alpha Asbestos Abatement Inc. Proposal: An estimate of $2250 for the removal of asbestos and air quality testing from the Dearborn property was obtained by Chief Thompson.  A dumpster for other demolition materials will also be required.  It was noted by Chairman Weeks that the costs will need to be considered as a budget item.  Chief Thompson indicated that he will get 2 more estimates. The estimate was not signed pending more information.  

                       

2. Swain Temporary Construction Easement Deed for the High Street culvert project.  Selectmen Stockman made a motion to sign the easement; Selectman Duffy seconded the motion; the vote to sign was unanimous.

 

3. Appointment of Tanya Palmer to Fire Department.  Selectmen Stockman made a motion to sign the Appointment; Chairman Weeks seconded the motion; the vote to sign was unanimous.

 

4. Timber Tax Levy – James & Jane Webster, Lot 2-1-3.  Selectmen Stockman made a motion to sign the document; Chairman Weeks seconded the motion; the vote to sign was unanimous.

 

5. Intent to Cut – Melvin Bean, Sodom Road.  Selectmen Stockman made a motion to sign the document; Chairman Weeks seconded the motion; the vote to sign was unanimous.

 

6. Corporate Trust Services:  A page requiring signatures was overlooked at a previous meeting.

VIII.    CONTINUED BUSINESS:  

1. Letter from Loren Martin (Avitar) regarding the Eldridge & Ridge BTLA’s

            a. Eldridge (Lot 35-1-34): Avitar recommends reducing the assessed value to $34,000.  The     Selectmen discussed Avitar’s recommendation and concluded that further dialogue with Avitar is        necessary before agreeing to the recommendation.    

 

            b. Ridge (Lot 52-3-51): Avitar recommend reducing the assessed value to $50,600.  The          Selectmen discussed Avitar’s recommendation and concluded that further dialogue with Avitar is        necessary before agreeing to the recommendation.   

 

2. Notice of Administratively Incomplete Minimum Impact Expedited Application - $200.00

Fee Required. – RT 109A Tax Map 30-1-3

 

 

IX.       CORRESPONDENCE:

                        1. Coalition Communities: A letter containing comments by Governor Lynch on Constitutional Amendments regarding education funding.

                        2. NRRA – Thank-you for Membership & Certificate

                        3. E-mail from Phil Martin – Complaint about Videotaping of January 17th’s Meeting.  Joe Kowalski, videographer, addressed the issue by advising that complaints should be directed to Time Warner.

                        4. A draft article on Community Gardens by Michelle Giguere.

X.                 PUBLIC MEETING:

1.      John Simms provided the Selectmen with a spreadsheet of actual expenditure comparisons, and asked the Selectmen to take the spreadsheet to the Budget Committee meeting on 2/5/08, as he unable to attend the meeting.

2.      Fred Sargent asked the Selectmen to bring him up to speed on any functional and administrative changes that have taken place at the Transfer Station during his medical absence.  The Selectmen noted the following changes:

a.       The metals are being picked up by NRRA.

b.      Numbered receipt pads are now being used for greater tracking and accountability.

c.       A Plowing Policy was implemented on 1.22.08. 

d.      Scott Greenwood has ordered some new signs from NH the Beautiful.

 

XI.              NON-PUBLIC PER RSA 91-A: 3, II (a):

      1. Chairman Weeks made a motion to go into non-public session per RSA 91-A: 3, II (a) at      10:25am. Selectman Stockman seconded the motion; Vote: Weeks-yes, Stockman – yes,           Duffy    – yes.

 

      2. Chairman Weeks made a motion to return to public session at 10:50am.  Selectman Stockman          seconded the motion; the vote was unanimous.  The Selectmen immediately thereafter entered             into Work Sessions for 1) Public Safety Facility Committee, and 2) 2008 Budget.

                 

XII.           ADJOURNMENT:

      Selectman Stockman made a motion to adjourn at 11:45am.  Chairman Weeks seconded the motion.  The vote was unanimous.
