Selectmen’s Meeting                                                                                                 April 28, 2008

MINUTES

Present: Chairman Bill Stockman, Selectman Dan Duffy, Selectman Carolyn Sundquist, Bill McChesney, Steve Hunter, Marion Morgan, and members of the public

 

I.         CALL TO ORDER: Chairman Stockman called the meeting to order at 9:00am.

 

II.       REVIEW / APPROVAL MINUTES:  April 21, 2008

The Selectmen reviewed the minutes from the April 21st Selectmen’s Meeting.  Chairman Stockman made a motion to approve the minutes as written; Selectman Sundquist seconded the motion; the vote was unanimous (3-0).

 

III.       DEPARTMENT UPDATES:

Road Agent Steve Hunter reported that his department is busy sweeping the roads and intersections.

 

Selectman Duffy brought to Hunter’s attention that “Deaf Child” signage is needed in a particular location.  Hunter will see if he has the signs, and put them up.

 

Selectman Duffy invited Hunter to attend a meeting of the Lakes Region Planning Commission (LRPC).  Hunter noted that the LRPC should be utilized to lobby the State on behalf of citizens who have complaints about the conditions of State highways.  

 

A water/culvert issue at the Lyle Cheney property was brought to Hunter’s attention.

 

Police Chief Shagoury gave the Selectmen a brief update.  The Radar Trailer is operational and has been situated in Melvin Village.  The Chief noted that the average speed was 32 mph, with the highest recorded speed of 50mph by one driver during the 6:00am hour.  The Chief added that he is working on the paperwork for the 50% reimbursable grant for the Radar Trailer.

 

Chief Shagoury reported that Office Karl Koch is in training.   Shagoury also recognized the recent correspondence from citizens on Durgin Road and Route 109A concerning speeding traffic and posted speed limits.  The Chief will respond to both citizens. 

 

Lastly, the Selectmen asked Chief Shagoury to meet with them in a work session on May 5th, immediately following the regular Selectmen’s Meeting, for the purpose of discussing the Department’s policies and procedures and Shagoury’s plan for the Department going forward.

 

IV.       TOWN ADMINISTRATOR/ADMINISTRATIVE OFFICE REPORT:

 

Town Administrator Bill McChesney reviewed and updated the Selectmen’s Pending Items list as follows:

Town Warrant Error:  McChesney is communicating with Attorney Tim Sullivan.

 

Town Doors: McChesney reported that he contacted Kimball and rejected the work due to poor workmanship.  Kimball will submit another proposal.

 

Lang Pond Road:  Bill Stockman and Bill McChesney will work together to draft a letter to the Hersey family.   McChesney and the Road Agent also discussed the culvert work that can be done under the existing DES permit. 

 

Safe Route to School:  Bill McChesney is working on the grant, and recommends waiting until Fall to complete the application.  He plans to work with the school and the library.  Chairman Stockman suggested that McChesney observe the activities at the upcoming Bike Day event.

 

High Street Culvert:  The formal ROW easement forms have been sent to the Swain’s.

 

Computer Upgrade:  McChesney has been discussing the upgrade of security and software on the Town’s computer system with Matt Crandall of Mindfire.

 

NH DOT Map Update Request: McChesney will coordinate a session with the Road Agent and Rick Friend to review and update the road map provided by the DOT.   Selectman Sundquist suggested that we request a copy of the updated map once the DOT has added the changes.  

 

Administrative Secretary Marion Morgan reported that the Used Oil Recycling Center at the Transfer Station is operational; a notice is posted on the website and information is available in the front lobby at the Town Office.

 

The weekly Action Items List was reviewed and updated.

 

V.        APPOINTMENTS:

Rick Friend, Chairman of the Planning Board, addressed the Selectmen concerning activities on the access road to the Wolfeboro Rapid Infiltration Project; a portion of the access road crosses through Tuftonboro.  Friend noted seeing a flatbed truck and a gravel screener parked at the entrance to the road.  As the Planning Board has not seen a site plan review application, it is possible that the road is being used strictly for access to Wolfeboro’s property.  The Selectmen recommended that Code Officer Jack Parsons visit the access road to determine the nature of the activities occurring within Tuftonboro’s jurisdiction.

VII.       NEW BUSINESS:

Energy Star Challenge: Request for information.  Selectman Carolyn Sundquist believes this has to do with the Energy Committee.  She will direct the request to John Ratcliffe, who has volunteered to serve on the Energy Committee.

X.         SELECTMEN’S UPDATE:

Selectman Carolyn Sundquist reported meeting with Pat Dunn of PHD Communications regarding the purchase and installation of a new phone system at the Town Office.  Installation will begin upon PHD’s receipt of 50% of the cost (check to be issued in this week’s payables).

 

During Carolyn’s office hours on Friday, April 25th, she was visited by Linda DaBica from the New Hampshire Boat Museum, who requested the use of Union Wharf for pick-up and drop-off activities for the Boathouse Tour scheduled for Thursday, July 24th.  The Selectmen agreed to the request.  Chairman Stockman noted that parking could be an issue at that time of the year and for the Museum to consider using a shuttle from the 19 Mile Bay Parking Lot.  

 

Carolyn also met with Lyle Cheney who feels that the Elderly Exemption is too low.  Mr. Cheney also reported a water issue.

 

Carolyn was visited by John Simms, who wants to continue looking into the Town’s expenditures.  Simms suggested that some of the Highway Departments projects be considered as capital projects.

 

Ann Jordan stopped by to express disappointment that there was no mention of Mirror Lake or the Wolfeboro Water Project in this year’s Town Report.

 

Lastly, Carolyn noted that she received an e-mail from Lorie Bowen, abutter to the Dearborn property owned by the Town, regarding a boundary line issue.  Chairman Stockman recalled the situation, and said that the property was surveyed by HEB.  Carolyn will contact HEB.

 

Selectman Dan Duffy reported receiving several complaints about excessive speeding.
