Meeting of the Selectmen

Selectmen present:  Chairman Susan Weeks, Selectman Bill Stockman, Selectman Dan Duffy, Administrative Assistant Cathy Pounder.

 

Selectmen reviewed mail, which included: Letter from Fred for repairs needed at Transfer Station, Update from Coalition Communities, Energy Authorization for Work on Melvin River Dam, Letter of Commendation to Sheriff Scott Carr from Chief Shagoury for Sgt. Timothy Thompson and Officer Thomas LaFavre, Independent Color bill for work from water study group, letters from Bruce Piggot regarding Police Department, and answer from Chief Shagoury to Bruce Piggot, suggested policy for development of class VI roads.  

 

Items for signature:  Notice of Appointment for Tina Antonucci to Library Trustee, Notice of Appointment for Special Officer Jason Boucher, letter to Treasurer to move money from Money Market to Cash Fund Account, Goodrich Current Use, Intent to Excavate for Stephen Hunter, Gravel Tax Levy for Stephen Hunter, Timber Tax Levy for Theodore C. Bense & Boston YMCA.

 

 

At 3:30 p.m. Chairman Weeks called the meeting to order.  Minutes of the May 14 BOS meeting were reviewed and corrections made.  Chairman Weeks made a motion to accept the minutes with corrections, seconded by Selectman Duffy Motion Carried Unanimously.  Selectman Duffy notified everyone of the training he was attending on Tuesday May, 22 2007 in Stratham.

 

Chairman Weeks noted that the selectman met with Auditor Jim Roberge at 1:30. Chairman Weeks announced there would not be a meeting on Monday May, 28, 2007 due to the Memorial Day holiday. Chairman Weeks noted there would be a meeting on Tuesday May 29, 2007 at 9:00 am for the Selectman to vote on obtaining a bond.

 

Chairman Weeks invited Chief Adam Thompson to give his Department Report. Chief Thompson reported the Fire Department answered 75 fire calls, 61 medical calls and 27 service calls. The Fire Department had 5 oil burner permits, 17 gas and 1 stove.

 

Chief Thompson suggested Caution Tape be posted around the Historical building that was moved this past weekend. Selectman agreed it was a good idea.

 

Chief Thompson reported the installation of hardwire smoke detectors for the Gould property went OK. Electrician suggested ground faults in bathroom & kitchen and he recommended service update in the future. Furnace is outdated also.

 

Chief asked when the spending freeze would end. Chairman said that in a couple of weeks when the Tax Bill money starts coming in, the cash flow will improve.

 

Chief Thompson recommended hiring Joshua F. Gilbert to the Fire Department. Selectman Stockman asked how many firefighters are currently in the department. Chief answered there were 26 but one has moved and another accepted a fulltime job in Franklin and may have to relocate. Selectman Stockman moved to accept Joshua Gilbert to the Fire Department and Selectman Duffy seconded. Motion Carried Unanimously.

 

Chief notified the Selectman that Wolfeboro is having Lakeside/Lord as their Ambulance Service starting June 1st. Discussion was held between the Selectmen and the Chief regarding the Fire Department needs. Chief Thompson and Selectman Duffy will meet at a later date to discuss further.

 

The Agricultural Commission consisting of Annette Cram and Tony Lyon met with the Selectmen to discuss their plans for the commission. A handout was presented to the Selectmen. The commission will follow the handout and feel it is very informative. The commission would like 5-7 members with 4 alternates. The current members would like to start with educating the public. The Selectmen suggested Tony and Annette bring their final list of projected members for the BOS to appoint. The member’s goals are to have their first meeting the 2nd Wednesday of August, and to create purpose and mission statements.

 

Skip Hurt approached the Selectmen with a request to have 2000’ of Willand Road reclassified from a class VI to a class V. There are 3 year round families. His concern is if there are more storms like we have had this year FEMA will not help if it is a class VI road but will on a class V road. Chairman Weeks suggested Skip go before the Planning Board because they are currently working with class VI roads. Chairman Weeks will check with Town Attorneys of the ramifications to the Town if the Town reclassifies from class VI to Class V. At 4:20 pm Selectman Duffy excused himself from the rest of the discussion because he had to leave.

 

 

 

Roger Drowne met with the Selectmen to express his concerns about his neighbor Lance Williams logging activities. He presented a letter left under his door by Margaret Bodeur. She has charged Lance Williams of being noisy and polluting the neighborhood with gas fumes. Mr. Drowne reiterated his concerns of a commercial business being conducted in a residential neighborhood. After great discussion the Selectman reminded Mr. Drowne that Lance Williams has met Town requirements.

 

Mary Jane and Fred Sargent wanted to have the Town rewrite the Deeds the Town’s Attorneys prepared to meet their lawyer’s suggestions. Chairman Weeks stated that the Town’s Lawyers said the deeds they prepared were appropriate and the Selectmen were not having them rewritten. If Fred and Mary Jane wanted to have them rewritten the Selectman would sign them. The Selectman and the Sargents discussed the matter and the deeds were left for the Sargents to sign or have them rewritten.

 

Chairman Weeks made a motion to adjourn at 5:06pm. Selectman Stockman seconded. Motion Carried Unanimously.
