Selectmen’s Meeting         June 4, 2007

MINUTES

Present: Selectmen: Chairman Susan WeeksWilliam Stockman, Daniel Duffy, Town Administrator Jeanie Forrester, and Administrative Assistant Cathy Pounder.

I. CALL TO ORDER: Chairman Weeks called the meeting to Order at 9:15 am

II. REVIEW/APPROVE MINUTES: 1.Selectman Stockman Made the Motion to approve the Minutes of May 21, 2007 as corrected.  Selectman Duffy Seconded.  The Motion carried Unanimously. 2. Selectman Stockman Made the Motion to approve the Minutes of the Monday May 21, 2007 Work Session with Jim Roberge from Grzelak & Company. Selectman Duffy Seconded. Motion Carried Unanimously. 3. Selectman Stockman Made the Motion to approve the Minutes of May 29, 2007 Work Session with Treasurer Jack Widmer as corrected. Selectman Duffy Seconded. Motion carried Unanimously.

III. DEPARTMENT UPDATE: Chief Shagoury informed the BOS that Vicky Kinnaman, the Police Department’s new office assistant, started last week and is working 10am to 2pm Monday – Friday. Chief stated that he should complete background checks for the candidate applying for the Sergeant position. The Chief expects to bring in the candidate to meet the Selectmen at next weeks BOS meeting. Jason Boucher and Jamie Lynn Sheehy are both working part-time to fill in open hours.

Services are up due to mailbox damage calls and car stops are down due to time restrictions. Selectman Duffy asked why Tuftonboro is not involved with the Drug Task Force. Chief responded by stating that the officers must take a training class before attending meeting. Chief commented that he supports the Task Force but due to lack of Police personnel and time restrictions, Tuftonboro has not been able to attend training or meetings.

IV: TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT: 1. Jeanie informed the Selectmen that MRI has 18 abatements and they assured her they would be completed and to the Selectman by the June 18 BOS meeting. 2. Jeanie stated she has completed the Notice of Sale by Sealed Bid announcement for the Deer Hill Colony and Ethan Allen Road properties for the Selectmen to review. 3. Ted Wright assured Jeanie

that the Land Fill Survey should be complete before the deadline of June 18. 4. Paul Kimball contacted

Jeanie and let her know he will be working on the repair concerns at the Transfer Station and reminded her that the painting was not in the contract. 5. Jeanie informed the Selectmen that Nancy Mayville from the NH Dept. of Transportation will be sending someone to meet with Steve Hunter concerning the High Street culvert. 6. Jeanie spoke with Ed Bergeron and he suggested finding out two things regarding Zadeda Farms, first what is the work justification for the request of a decrease in the letter of credit and the second question was is there enough money left to do the work that needs to be done. 7. Cathy Pounder told the Selectman that Lori Bowen called in reference to the boundary between her property and the Town’s Dearborn property. Chairman Weeks stated that the Town has the latest survey and that is the boundary the Town will use for assessing purposes. 8. Cathy asked the Selectmen if Joey Smith from MRI could come in Saturday June 9th to work on abatements if needed. The Selectmen responded that was fine..

V. SIGNATURE: 1. Letter to Allan Blazick about his proposed reopening of his airstrip 2. A letter of commitment from Northway bank was received for the Gould property financing. 3. Memo to department heads requesting donations and ideas for tag sale. 4. Letter to the Supervisors of the checklist asking for a volunteer to serve on the 2010 census update. 5. An intent to cut for Roger Krey and intent to cut for Barbara Krey, Maps 62-2-20 and 62-2-28. 6. Appointment of Ann Robinson for an alternative trustee for the Tuftonboro Library, Lien on property of Sue Robinson.

VI. CORRESPONDENCE: 1. NHDES 2006 Post-Closure Annual Report 2. Minutes from Lakes Region Hazardous Product Facility 3. Jay Poulin’s response to the transfer station issues 4.Letter from Jack Brown with concerns about the speed limit on Durgin Road 5. Letter from both Judd Gregg and John Sununu thanking Tuftonboro for our concerns about global warming.

 VII. NEW BUSINESS: Chairman Weeks spoke about the work session on May 21, 2007 which had to do with the Gould Property financing.  Jack Widmer, the Town’s Treasurer, had attended a workshop and found that Northway Bank was more competitive than the NH Municipal Bond bank in financing the Gould property. Northway has no application fees and the Town can prepay the loan with no penalties. Chairman Weeks also commented that Jack is working on the Town’s cash flow to maximize interest earned. Selectman voted to arrange for financing the Gould property through Northway Bank for 4 years at 4.25% interest with no fee or closing costs and no prepayment penalty.

Selectman Duffy attended a seminar at the Local Government Center which talked about Class VI roads, right to know and the support available at the Local Government Center. Selectman Duffy felt it was extremely informative and is looking forward to Part II of the class. The Selectmen spoke briefly about Class V and Class VI roads. Selectman Duffy shared some information which he learned at the seminar. He also stated that he drove up to Willand Road, walked, and inspected the road. He said he believes the road is in great shape.

            Chairman Weeks mentioned the Town needs to have the Gould property’s field and the Dearborn property mowed. Chairman Weeks informed the Board that the renters will maintain the Gould property yard and the Town is responsible for the field.

Letters will be sent to area businesses for bids on those mowing jobs. Gould field should be mowed once a year and the Dearborn property once a month.

VIII. PUBLIC MEETING: Pat Cookson brought her concerns about Sodom Road and High Street conditions to the Selectmen. She mentioned that there were a couple of areas on the side of the road that were washed out and she was worried about people that do not know the road might hit these areas. Selectman Stockman stated that Steve Hunter was getting some proposals and gathering information because the damage to High Street was not a simple repair job and the damage needs to be addressed in more detail.

John Simms came before the Selectmen to update them on the progress the CIP committee is making. Mr. Simms stated the committee met and defined programs. CIP will address any project in excess of $10,000 with a useful life over 2 years. The committee will also work on a planning horizon of 10 years. Mr. Simms informed the Selectmen that the committee will prepare a letter to all department heads including the BOS for a liaison for each department and ideas the departments might have. Mr. Simms addressed some housekeeping questions and showed the Selectmen the committee’s letterhead.

Joseph Kowalski asked the Selectmen what the Work Session following the Selectmen’s meeting was going to consist of. Chairman Weeks answered the Selectmen were going to work on prioritizing their current pending list.
