Selectmen’s Meeting         June 18, 2007

Present: Selectmen: Chairman Susan WeeksWilliam Stockman, Daniel Duffy, Town Administrator Jeanie Forrester, and Administrative Assistant Cathy Pounder.

I. CALL TO ORDER: Chairman Weeks called the meeting to Order at 3:30 PM

II. REVIEW/APPROVE MINUTES: 1.Chairman Weeks Made the Motion to approve the Minutes of June 11, 2007 as corrected. Selectman Duffy Seconded. Motion Carried Unanimously. 2. Chairman Weeks Made the Motion to approve the Work Session Minutes of June 11, 2007 as corrected. Selectman Stockman Seconded. Motion Carried Unanimously. 3. Selectman Stockman Made the Motion to approve the Non-Public #1 Minutes of June 11, 2007 as corrected. Selectman Duffy Seconded. Motion Carried Unanimously. 4. Selectman Stockman Made the Motion to approve the Non-Public #2 Minutes of June 11, 2007 as corrected. Selectman Duffy Seconded. Motion Carried Unanimously.      

III. DEPARTMENT UPDATE: 1.Code Enforcement Officer Jack Parsons informed the Selectmen that he did an inspection of the Dearborn property. Mr. Parsons presented a list of problems he found with the property. Mr. Parsons had spoken to the NH Electric Co-Op and they stated they would not hook up to the meter unless the service was changed. There was discussion on having the Fire Department do a control burn on the shed located on the property. Parsons said he & Chief Thompson found paint cans and other Hazard materials at the property, including a fiberglass boat; the Chief will take care of the hazard materials.

Chief Thompson reported 87 fire calls, 74 medical calls, 28 service calls, 5 oil burner inspection, 20 gas inspections and 2 woodstove inspections for the current year. All dry hydrants in Town have been inspected.  Two dry hydrants in town have issues. 19 Mile Bay has sediment building up from both sides and Bill Donavan’s has a broken pipe. Pope Dam hydrant is completed.

The Fire Department and Fire Association are working on the public numbering their properties and are offering the public a chance to purchase numbers from the Association. Fifteen people have stated they are interested in the signs. The Association would like to supply the Town Buildings with matching number signs.

Chief Thompson has met with Steve Hunter at Mirror Lake to assess the repairs needed in the driveway. Sally Fisk asked the Chief to see if the Town had contacted Arlene Gordon about the property around the Mirror Lake Station. The Town has not. Chairman Weeks believes there are Title issues with that property.

Three firefighters have completed an 8 hour water technician course. The firefighters were Brad Beveridge, Zane Sundquist and Chris Morgan. Chris Morgan also finished his firefighter one and 1st responder courses. Zane Sundquist completed his courses on his own time, 3 months, 8 hours a day, 5 days a week. Firefighter Matheson completed weekend Arson awareness course.  19 of the 25 members on the Fire Department are crossed trained in EMF and Firefighting.

IV: TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT: 1. Jeanie asked if the Selectmen received their update Pending list and Calendar. Selectman Duffy said he could not print it out. Jeanie will add it to his Selectman packages made up on Thursday afternoon. 2. Jeanie stated abatements should be completed on time. There are 13 to be review today and that leaves 5 for next week. 3. Jeanie informed the Selectmen that the Northway Bank paperwork for the Gould property was in the signature file and once it is signed and returned to the bank, we should receive the check within a week.4. Jeanie received an e-mail from HEB Engineers giving her the results Paul Kimball had for the list of issues at the Transfer Station.  Paul Kimball did not install roof vent cap and to take care of the problem it would cost additional $600-$800. This would be to install an open weave plastic under the ridge vent. The screws on the recycling building were not within Kimball’s contract; his crew did not work on that. HEB feels the estimate of $600 to $800 is a reasonable cost. When we make a decision on if we want the work done HEB will schedule Kimball. 5. Jeanie let the Selectmen know that a multi-year contract from Primex for Workers Compensation with a 5% discount for members that participate was in their signature file. Jeanie had called DRA to confirm if signing a multi-year contract was appropriate and they said it was fine. Selectmen Stockman stated that it is a good idea to shop for insurance but the State sets the rates for workers comp. so there is really not any way of comparing rates. Selectman Stockman Made a Motion to sign the Primex Multi-year Workers Comp. policy. Selectman Duffy Seconded. Motion Carried Unanimously. Cathy Pounder presented the Selectmen with an application to the Transfer Station that someone wanted to put on file for future reference.

3. Joint Loss Committee toured the Town departments this week. Paint and other items on bulkhead stairs in Town Office must be moved. They found sink holes in the driveway of the Mirror Lake Firehouse; there is money in the budget for those repairs. Transfer Station had some issues. The Joint Loss Committee will be noting everything in their report.

4. June 21st Cathy Pounder and Jeanie Forrester will be attending a welfare training course on Thursday June 21, 2007.

VIII. PUBLIC MEETING: Chairman Weeks spoke about the cell tower, Ridgeway Estate and other Planning Board issues. The front entrance repairs were discussed. Hazard Mitigation Grant needs to be finished by July 2nd if we want to apply. A copy of the grant information will be sent to Fire, Police and Highway Departments for their input.

Paul Zimmerman asked the Selectmen if we could put a coat of oil on the floor of the Town House. Chairman Weeks said we put money in the budget this year to replace the lights in the Town House. Different groups that have used the Town House at night have complained of the poor lighting. There was a discussion of the repairs needed and the cost. John Galvin stated he feels there is too much money being spent on the Town House when he goes by at night he never sees lights on. Boy Scouts, Girl Scouts, Planning Board, associations and other committees use the building regularly. Discussion continued on the different repairs needed. Road repairs were discussed and the procedure being done to complete and patch needed repairs.

Chairman Weeks introduced Mo Gagnon architect and Keith McBey project manager for the proposed Public Safety Facilities.  Chairman Weeks gave some background on the procedures used and thought behind the proposed Public Safety Facilities.  People said they feel the Town thought the building got out of hand and it became a wish list building instead of a need building. Many options and proposed building ideas were presented. 1. Using a less expensive metal building instead of brick. 2. One central public safety facilities for Police and Fire. 3. Keep current stations and repair them leaving the Police where they are. 4. Keep current stations and repair them and add a central station at Dearborn Property. 5. Do all the work in phrases. 6. 2 acres of land behind the Melvin Village station could be used. Discussion was held about acquiring land around existing stations for future growth. Chief Thompson stated the roof in both Melvin Village and the Mirror Lake stations will have to be raised. Keith McBey stated that metal buildings are less expensive to put up but the maintaining and up keeping are more expensive. Some complaints were the proposed building is too large and expensive, too many bathrooms, too many warrant items at once, will approve fire but not Police department and there should be a building study committee to assist the Selectmen with decisions. Dan Duffy stressed this should be a committee made up of local citizens. It was all so mentioned that informed professionals with public code background, fire and police should be on the committee. The residents and Selectman Duffy stressed they want other options explored. They realize and respect the needs of the Fire Department but feel more investigation is need. The Fire Department should not be putting their families at risk by showering, changing and cleaning their bloody, contaminated clothes at home.  Mr. Gagnon, Mr. McBey and the Selectmen thanked everyone for their feed back and feel the meeting was very productive.
