Selectmen’s Meeting         June 11, 2007

MINUTES

Present: Selectmen: Chairman Susan Weeks, William Stockman, Daniel Duffy, Town Administrator Jeanie Forrester, and Administrative Assistant Cathy Pounder.

I. CALL TO ORDER: Chairman Weeks called the meeting to Order at 9:00 am

II. REVIEW/APPROVE MINUTES: 1.Selectman Stockman Made the Motion to approve the Minutes of June 4, 2007 as corrected. Selectman Duffy Seconded. Motion Carried Unanimously. 2. Selectman Stockman Made the Motion to approve the Work Session Minutes of June 4, 2007 as corrected. Selectman Duffy Seconded. Motion Carried Unanimously.  

III. DEPARTMENT UPDATE: 1.Code Enforcement Officer Jack Parsons informed the Selectmen that his Town car needed front brakes, rotors and pads, he was not sure whether the back brakes needed to be done but he will have Blake’s check them. 2. Junk car letters went out and some properties have come into compliance. 3. Mr. Parsons reminded everyone that it is mosquito season and to check for standing water on their properties. 4. Mr. Parsons will be on vacation from June 25th to June 29th, there will not be coverage during that week but a message may be left with Cathy Pounder or on his voice mail. He has informed contractors and feels they are prepare for his absence. 5. Mr. Parsons reported there are 41 building permits, 7 new homes and 13 CO’s distributed. 6. Mr. Parsons presented the Selectmen with an outline of the repairs needed for the front entrance so comparative bids could be submitted to the Town from contractors.

1. Transfer Station and Recycling Station Supervisor Fred Sargent met with the Selectmen with an update. This month they shipped 41,000 tons of cardboard, 8gaylords of electronics, 4gaylords of paper and plastics, 2500 light bulbs, 8-loads each 10-12 tons of MSW and 5 loads each 10-12 tons of C&D. Joe Kowalski asked what progress has been made toward getting a covered container to store tires. Fred indicated a trailer would take up more space and would increase the work. It was noted that tires outdoors contain standing water

IV: TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT: 1. Jeanie added some items to the pending list. 2. Jeanie told the Selectmen that the NH Electric Co-op was removing one meter from the transfer station because it has had 0 usages. The other

 

 

has had some usage so will stay in place. 3. Jeanie spoke with Northway bank and informed them that the loan papers, for the Gould Property, are being reviewed by legal counsel. 4. Jeanie informed the Selectman that Tax Map 62-2-5 and 69-2-66 sale notices have been posted and abutter letters have been mailed.

V. SIGNATURE: 1. Appointment of James Hathcock to Tuftonboro Police Sergeant, Town Clerk Heather Cubeddu swore in Sergeant Hathcock and Chief Shagoury introduced him to the public.2. Current use application was signed for Brian and Mary Beth Stockman. 3. Corrective current use application was signed for James, Gary & Brian Stockman. 4. Letter to Lord’s Ambulance to confirm the terms of this years contract amount. 5. Reduction of Bond amount for Zadeda farms was signed.

VI. CORRESPONDENCE: 1. GW Regional School Board Meeting Agenda 2. Abutter Notification from Holden Engineering for Tax Map 41-3-16 was noted. 3. Abutter Notification from Meredith for 18 Hatch Corner Road was noted 4. ZBA Variance Hearing Notification for David & Susan Bean at 25 Chase Island for enclosing existing deck into screened porch, pre-existing, non-conforming use in violation of setback in lakefront zone was noted.5. Various updates from the Coalition Communities were noted. Chairman Weeks stressed to the public to stay on top of their representatives. The House killed the constitutional amendment, this amendment would have targeted education funding to needy communities instead of having donor towns.6. Tuftonboro Parks & Recreation Minutes & Agenda was noted. 7. Letter from NH Dept. Of Health & Human Services stating Tuftonboro Police Department is in full compliance with the Core Requirements of the Juvenile Justice and Delinquency Prevention Act of 1974 was noted. 8. Capital Improvements Program Minutes were noted.

            John Simms questioned the Selectmen on the length of term for CIP members and Chairman Weeks told him June 30, 2008 would be the first anniversary date. He said he sent out the introductory letters to all dept. heads. John will also meet with Jack Widmer for cost requests. Jeanne informed John that the CIP was added to the website. The next CIP meeting is June 13th at 5:30pm at the Tuftonboro Library.

VII. NEW BUSINESS: Chairman Weeks noted the current calendar of events. 1. Joint Loss Safety Committee meeting at 2pm, Selectman Stockman will fill in for Selectman Duffy who can not attend. 2. June 18th Landfill survey due to NHDES. 3. June 21st Welfare Workshop that Cathy Pounder & Jeanie Forrester will attend.

            Rick Friend, representing the Planning Board, requested the Selectman consider Jack Parsons, the Code Enforcement Officer, for a member of the Planning Board. Rick feels Jack would benefit the board with his background in code requirements and Jack has attended most of the Boards meetings and knows their history. Planning Board is losing two members in the near future. Rick verified if there would be a conflict of interest issue and found there is no RSA referencing that it is a problem for Jack to be a Town employee and on the Planning Board.

 

 Selectman Duffy feels the perception of a conflict of interest is a problem and would like the openings advertised on the website and bulletin boards. The agreement was to wait on appointing members until we see if any other residents are interested in serving on their Board. Betsy Frago added information to the discussion and stressed that citizens need to attend meetings, read past minutes and attend workshops to enlighten themselves before they commit to any Board.

Rick announced that Vicky Kinnman is replacing Jackie Rollins as Planning Board Secretary.

Rick Friend representing the Baxter Woods Association asked the Selectmen if the association could plant bushes, flowers and maybe a flowering tree to the cul-de-sac on Old Mill Run Road. Paul Bridgham has already done some landscaping and added a culvert and hydro seeding in the area. Chairman Weeks commended she thought it was a great idea and shows civic pride. The association must be sure not to interfere with any road work. Selectman Stockman Made a Motion to allow Baxter Woods Association to plant and tend to the cul-de-sac center of Old Mill Run Road. Selectman Duffy Seconded. Motion Carried Unanimously.

Report of hours for the Supervisors of the Checklist, Subsurface Approval for Operation – Lloyd Thomas III, and dredge & fill application Map 41-3-16 were noted by Chairman Weeks.

VIII. PUBLIC MEETING: Chairman Weeks invited the public to attend the Selectmen’s meeting at the Old Town House on Monday June 18, 2007 at 3:30p.m. Selectman Weeks informed the public that architect Mo Gagnon and Project Manager Keith McBey will be present to get feedback from the public on the Proposed Life Safety Building and enlighten the public of the requirements needed to build a life safety building.

Selectman Duffy strongly objected to the Selectmen having these persons at the meeting. Selectman Duffy feels the Life Safety building is a dead issue and should not be revisited. After much discussion, including comments from John Galvin, Betsy Frago, John Simms and Pat Cookson, Mr. Gagnon and Mr. McBey will attend the meeting and the public is encouraged to attend and exchange ideas and concerns. The public in attendance and Selectman Stockman stress that it is important to hear all parties out.

John Simms told the Selectman that there was an auction of the Backofen Collection on location, Hill Farm, East Plainfield, NH. The auction includes NH memorial, pencil and ink on paper by Mary Peavey of Tuftonboro, NH in memory of Abigail Peavey, who died Feb. 22, 1849.
