Selectmen’s Meeting         July 16, 2007

Present: Selectmen: Chairman Susan WeeksWilliam Stockman, Daniel Duffy, and Administrative Assistant Cathy Pounder.

I. CALL TO ORDER: Chairman Weeks called the meeting to order at 3:32PM

II. REVIEW/APPROVE MINUTES: 1.Selectman Stockman Made the Motion to approve the Selectmen Meeting Minutes of July 9, 2007 as corrected. Selectman Duffy Seconded. Motion Carried Unanimously. 2. Chairman Weeks Made the Motion to approve the Work Session Minutes of July 9, 2007 with an addition. Selectman Stockman Seconded. Vote Taken: Chairman Weeks - Aye, Selectman Stockman – Aye, Selectman Duffy – Nay.  Motion Carried. 3. Selectman Stockman Made the Motion to approve the Work Session Minutes of July 12, 2007 as corrected and with an addition. Selectman Duffy Seconded. Motion Carried Unanimously.

III. DEPARTMENT UPDATE: Chief Thompson gave the following update: 108 Fire calls, 91 EMS calls, 33 service calls with a total of 232 calls for this year. This is 13 more calls than last year at this time. Gas Burner inspections this year are 21, Oil inspection 7 and wood stove inspections 2. The area around the Mirror lake station has been excavated. One large rock could not be removed so it was chiseled. This has given more space on the right hand side.

The Fire Department currently is at 24 members. Steven Petsche has officially turned in his gear. He was the firefighter that was hired fulltime in Franklin and the Chief would like to wish him well in his position. The newest member Josh Gilbert has returned his gear because he has time restrictions and can not attend trainings or calls. The Chief is considering a new system to require a certain number of hours in training and calls. Chief and Lieutenant Pike are looking into conducting training during the daytime hours to help get the members up to date with the latest techniques.

The Department assisted Moultonborough Fire and Rescue with Muster the Mountain, at Castle in the Cloud. The date was July 7, 2007 and Tuftonboro assisted with demonstrating to the crowd. It was good training for the members. The Department also had the engine at the Tuftonboro Library on July 7th for questions and to show the attendees the fire engine. The Island Association meeting was on Saturday July 14th 2007 Selectmen Stockman and Duffy attended with Chief Thompson.

Chief asked if the Fire Department could have the copier in the entranceway. The Selectmen agreed that if the Fire Department is interested and it meets their needs, they may have the copier.

The Fire Department CIP worksheets are almost complete.  Chairman Weeks commented that the process has opened the question if there are duplicate submissions. Selectman Stockman feels two submissions would not harm the CIP project because it will be different perceptions on the same item.

Lieutenant Pike on June 14th to June 27th 2007 was in Québec, Canada with a state crew fighting wildfires. He worked with a FLIR Helicopter Unit and received a very good evaluation. The Town did not pay him while he was gone but the state paid him.

IV: TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT:  Cathy Pounder informed the Selectmen that on 7/10/07 the Melvin Village Beach was tested by the State and was high in Bacteria. They notified Cathy Pounder on 7/11/07 and Chief posted the beach. The state was to come out on Thursday and retest the water but Cathy has not heard of any changes.

The rate for the Town’s contribution to the employee retirement has gone up as follows: Police 9.68 to 11.84, Fire from 14.36 to 15.92 and the employee from 6.81 to 8.74.

The Parks and Rec. contacted Cathy and asked her to send a list of their members and the date their terms run out. They have not finished finding out who would like to be reappointed and who is leaving.

Jeff Taylor’s proposal to complete a short written survey to all Tuftonboro taxpayers about the safety services building facilitation, conduct a public facilitated forum and assist the Selectmen with a work session to frame a course. Selectman Duffy stressed his concerns about including people who did not vote in the decision. Selectmen Stockman feels all the taxpayers should be included. Chairman Weeks stressed that the Selectmen will approve the survey before it goes out. Selectman Stockman Made a Motion to hire Jeff Taylor and Associates to perform the work listed in the proposal. Chairman Weeks Seconded. Motion Carried Unanimously. Neil Hanson and Bruce Pigott added questions and insight to the discussion. 

  

 

VI. CORRESPONDENCE: 1. New Hampshire DOT – Sodom Road Bridge Inspection posted E2.

2. Letter from John Simms – Wolfeboro Waste-water/Conservation Commission.  Chairman Weeks stated that she spoke with Mike Phelps earlier that day and the letter was to the state expressing their concerns and that is really the Conservation Commission’s job. Selectman Stockman said that the commission responds to the state on dredge and fills and other environmental issues and the commission are our watchdogs for that. Selectman Stockman wondered how the paper received the letter. Mr. Win Wood, a member of the conservation commission, spoke of the commission’s concerns. They feel the wastewater project will be discharging into 19 mile brook which might raise the brook an inch. The commission attended all the Wolfeboro wastewater project meetings and they feel the Wolfeboro wastewater project never considered that they would be dumping their semi-treated stuff into Tuftonboro. The intent of the letter was to notify the state that Tuftonboro has concerns of the waste being sent to Tuftonboro without further research. It was not to upset Wolfeboro or cause bad feelings between the Towns.  

3. Dredge & Fill – NH Fish & Game Dept.

4. New Hampshire Electric Co-op – Energy Conservation Project. The survey did not address the lighting at the Town House or the pathway. Chairman Weeks stated that we should go ahead with the lights at the Town House and the pathway. John Galvin mentioned that the ceiling should be looked at before the lights are done because the boards are not all secured.  Selectman Stockman stated that the painting is completed.

VII. NEW BUSINESS: 1. Municipal Volunteer Awards - none suggested at this time. 2. FEMA, Cathy needs to go through all bills pertaining to FEMA work and separate them from the Highway’s summer and winter budget.

 

VIII. OLD BUSINESS: 1.The Libby Park Trust to the Town of Tuftonboro, changes were made to meet the Selectmen requests and a copy will be forwarded to the Conservation Commission. 2. Beach Monitors, Chairman Weeks spoke with the Town’s attorney about the Beach Monitor program and he expressed concerns and strongly suggests the Town does not go in that direction. Jeanie spoke with the insurance agent and they said the same as the attorney. They will send a formal letter of the concerns and requirements. This raised a discussion of the swim program and the insurance company will research the Town’s responsibility with that and send something in writing. Chairman Weeks spoke with the Parks and Rec. and they will not be starting the Beach Monitors until further notice. 

IX. PUBLIC MEETING: Chairman Weeks asked Joe Kowalski to address the complaints the Selectmen have been receiving from viewers regarding the Channel 3 broadcast of Selectmen’s meetings. The reception of the taped Selectmen meetings has been poor the past three weeks. Time Warner has been having equipment problems. Mr. Kowalski tried to call the hot line and the wait is long. The tape is OK but the transmission is poor. If anyone would like to view the tapes they are at the library one week after the meeting.

Jack Widmer met with the Selectmen to give them an update. He suggested a more efficient paper flow for the Town’s deposits. If the Tax Collector and the Town Clerk did their point of sale through Munismart then the deposits would not have to wait for Cathy Pounder to input them in the system, they would register the day the Tax Collector and the Town Clerk deposited the monies. Currently it is inputted on their software and then input again by Cathy for the General Ledger to acknowledge the deposits.

   Mr. Widmer has created an Excel worksheet to keep better track of the Town’s funds. The spreadsheet can be used by any Treasurer that works for the Town. Mr. Widmer explained the worksheet. He informed the Selectmen that due to them authorizing him to do online banking he has been able to help earn higher interest on the Town’s money. Mr. Widmer transfers most of the money into the money market and only transfers it back to the General Ledger when it is needed. Last month the Town earned $5000.00 in interest. Last year the money market account earned about $9,500.00. All year over the next two months Mr. Widmer expects the Town will earn more than that, around $10,000. Chairman Weeks discussed how Mr. Widmer and the Town must handle the FEMA money. Chairman Weeks asked Mr. Widmer if he could speak with Michael Phelps about the Conservation Commission’s account.

Alan Blazick wanted an update on the Town’s decision on his “Airstrip” and current use situation. The Selectmen forwarded the information to their assessor and are waiting to hear the results of their decision. Cathy will request information from the assessor on Wednesday when he comes in.

X. ADJOURNMENT: Selectmen Stockman Made a Motion to adjourn the meeting at 5:07 pm.  Selectman Duffy Seconded. Motion Carried Unanimously.
