Selectmen’s Meeting         August 6, 2007

MINUTES

Present: Selectmen: Chairman Susan WeeksWilliam Stockman, Daniel Duffy, Town Administrator Jeanie Forrester, and Administrative Assistant Cathy Pounder.

I. CALL TO ORDER: Chairman Weeks called the meeting to order at 9:00 a.m.

II. REVIEW/APPROVE MINUTES: 1.Selectman Stockman Made the Motion to approve the Selectmen Meeting Minutes of July 30, 2007 as corrected. Selectman Duffy Seconded. Motion Carried Unanimously.                                                                            2. Chairman Weeks Made the Motion to approve the Non-Public Meeting Minutes of July 30, 2007 as corrected. Selectman Stockman Seconded. Motion Carried Unanimously.

III. DEPARTMENT UPDATE: Chief Shagoury informed the Selectmen that he met with the head of the County Drug Task Force and Tuftonboro is now part of the group. Chief Shagoury stated activity is the around the same as last year except in motor vehicles stops are behind due to being short one officer. Selectman Stockman requested the Chief wait to hear back from Troop E before ordering the new radar unit. Chief Shagoury feels the Town needs to rethink the parking ordinance REGUARDING THE Town wharf.

Fred Sargent updated the Selectmen on the Transfer Station. The Bobcat needs repairs cost will be around $1800.00. The containers are still filling up too quickly on the week-end. Fred had the following updates MSW 5 containers, C&D 5 containers, newspaper 30 yards, plastic and cans 30 yards, glass and metal is to be hauled. The Transfer Station is still busy.

IV: TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT: 1.Jeanie reported two fire proof file cabinets were delivered last week and one was damaged. Heather is following up with company to have it replaced.

Jeanie called Primex about the radar unit and it is not covered and suggested we contact the state to refund us. Jeanie drafted a letter to be signed & sent to the State Police. Primex said the Town is covered for the property taken for tax deed. The State notified Jeanie that the Town was rejected for the Hazard Mitigation Grant program because our community does not have a FEMA approved program.

Jeanie and Cathy met with Department heads about the account payable worksheets and all were in agreement, during the meeting we discussed accounts that they would like added for 2008. Jeanie stated that the office met to talk about the Munismart software and all seemed to be fine with it. Jeanie also stated that everything was fine between every one in the office and from the feedback all is O.K. between office personnel.

Jeanie will talk with David Ladd from River Reach to see if they have exhausted all their connections yet for the river dredging. Jeanie presented the permit draft to the Selectman.

Cathy stated quarterly reports are completed and sent out and Munismart assisted her in adjusting the numbers so an amended form did not have to be submitted.

Stacey Zalenski sent an e-mail explaining the NHBEC data capturing process. It does not have anything to do with the Tax Maps.

3. Letter to Mr. Friend from Roger F. Murray III – Farm Pond Subdivision, Union Wharf Road.

4. Mountain Shadows road will have a lien on the lots instead of a cash bond. Each lot is assessed at $50,000 and is priced for sale at $110,000 each. The Selectmen are fine will that proposal.

5. Blazick – DRA Response to Walker & Varney, P.C.

6. Thank-you to Police from the Elkins.

7. Demosthenies Macheras Residential Tenting & RV Permit 6-1-3 signed my Selectmen, James & Ruth Conway Jr. 52-3-56 12’ x 16’ kitchen expansion, upstairs 2 bedroom and bath (deleting 2 bedrooms downstairs), Carol Zimmerman replace 10’ x 4’ deck front entrance 55-1-6-79. David Vaillancourt 55-2-21 Screen in existing deck.

8. Septic approvals – James Ham Wildwood Estates Road, Michele & Shane Folsom Valley Road

9. Standard Dredge & Fill Application Completeness Notice for Town of Tuftonboro – Existing Woods Road – Wolfeboro not Tuftonboro

10. Approval for Subdivision – Claudia Payne

11. Letter from Douglas, Leonard & Garvey, P.C. – Non-Public Meeting

 

VIII. NEW BUSINESS: 1.The front door bid will be given to Jack Parsons to review. The bid was for $4612.00.

2. There were three bids for the mowing of the Gould property and the Dearborn property. Selectman Stockman Made a Motion to award the contract to Craig Davis for his bid of $350.00 for 191 Middle and $175.00 for #220 Middle Road. Chairman Weeks Seconded. Motion Carried Unanimously.

 

IX. OLD BUSINESS: 1.The Selectmen reviewed and corrected the cover letter and survey card that Jeff Taylor created.

2. FEMA money Public meeting is on Monday August 13, 2007 at 10:30a.m.  

X. PUBLIC MEETING:  Lyle Cheney spoke with the Selectmen about his concerns with North Line Road washing out. The Selectmen agreed to inspect the area that Mr. Cheney is concerned about on Tuesday morning at August 6, 2007 8a.m. Jeanie will ask Steve Hunter the Road Agent to meet the Selectmen there.

Chairman Weeks Made a Motion to enter into non-public session per RSA 91-A: 3, II(c) at 10:43a.m. Selectman Stockman Seconded. Motion Carried Unanimously.

Selectman Duffy Made a Motion to enter into public session at 11:35 and to seal the minutes indefinitely per RSA 91-A: 3, II(c). Chairman Weeks Seconded. Motion Carried Unanimously.

XI. ADJOURNMENT: Selectmen Stockman Made a Motion to adjourn the meeting at 11:37 a.m. Selectman Duffy Seconded. Motion Carried Unanimously.
