Selectmen’s Meeting                                                                November 5, 2007

 

Minutes

I.    CALL TO ORDER: Chairman Weeks called the meeting to order at 9 a.m.

 

II.   REVIEW/APPROVAL MINUTES: October 29, 2007. 

 

Selectman Stockman made a motion to accept the minutes of October 29 as corrected.  Selectman Duffy seconded the motion.  Vote on the motion was unanimous.

 

Selectman Stockman made a motion to accept the non-public minutes of October 29.  Selectman Duffy seconded the motion.  Vote on the motion was unanimous.  Chairman Weeks advised these minutes discussed the Trider petition.  The Trider petition was dismissed last week by the court.  However, the Triders have 10 days to appeal, so the attorney advised to wait till then before processing the property transfer.

 

III. DEPARTMENT UPDATES:  1st Monday – Police/Highway Safety Committee

Chief Shagoury advised the Selectmen that if the Town would like grant funding, a Highway Safety Committee needs to be convened.  In the past, the committee has included the three Selectmen, the Fire Chief, and the Police Chief, with input from the Road Agent.  Selectman Stockman made a motion for the committee to be made up of the three Selectmen, the Fire Chief, and the Police Chief with input from the Road Agent.  The motion was seconded by Chairman Weeks.  Vote on the motion was unanimous.

 

IV.  TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT REPORT:

Cathy Pounder gave the following report: 

  1. Tim Sullivan forwarded the deeds for the Selectmen and the Gladus to sign to complete the transfer of the Deer Hill Colony property.
  2. Another BTLA appeal was received this week for Whortleberry Association Inc.
  3. MRI began the financial training for Cathy this week.
  4. Selectmen Stockman, Jeanie Forrester, and I have been registered for the NH Labor Law class being held in Rochester on Thursday, December 6 from 9 a.m. to 12 p.m.
  5. Scott Marsh/MRI will be in this week to look at the BTLA appeals and Land Use Change.
  6. The school sent an updated fee schedule for school payments.  Payments have increased.
  7. Selectmen need to approve the release of security from Community Bank & Trust.

 

There was a brief discussion about the Town joining the Lakes Region Planning Commission.  Chairman Weeks advised that the Planning Board recommends that the Town proceed with the hazard mitigation plan budgeted by the Fire Station for 2007 and not join Lakes Region Planning Commission.  (LRPC sent a letter encouraging Tuftonboro to join since LRPC had been commissioned to assist Tuftonboro with a hazard mitigation plan).

 

There was a brief discussion about the request from the Capital Improvements Program Committee for reimbursement of expenses and a stipend for their work this year.  Chairman Weeks recommended that the expenses be reimbursed from the Selectmen’s line item for office supplies.  Chairman Weeks noted that there had not been a discussion with the voters or the budget committee about a stipend for the CIP Committee.  John Simms commented that since other boards, committees, and commissions were getting a stipend, he would like CIP to get a stipend.  Chairman Weeks commented that she was uneasy about creating a new line of expense without voter and Budget Committee approval.  No decision was made on the stipend.

 

There was a discussion on the Lang Pond Road application.  Chairman Weeks noted that the engineers had met with Mary Hersey about the project and she offered land to the Town to relocate the road.  Weeks advised that the Town has not received an offer from Ms. Hersey.  Weeks advised that Lang Pond Road is a Class V road, with the upper section (from 1st drive way past Mirror Lake to 109A) being a Class V Seasonal Cottage Road. Lobbying has begun to stop the improvements from happening

 

Selectman Duffy commented that he was getting complaints about the project…that what started as a need for a new culvert has taken on a “life of its own.”  Chairman Weeks and Selectman Stockman explained the history of Lang Pond Road which included Ms. Hersey blocking public access to the road and beach, complaints from people about the inability to park, brush piles, and no trespassing signs being placed on town property.  The Road Agent was getting ready to extend the culvert, when it became apparent that there were other problems and Lang Pond Road was becoming unsafe.

VI.  SIGNATURE:

1.  Letter from Community Bank and Trust requesting the Selectmen’s signature on a Pledge Receipt and Agreement to Secure Public Deposits.   Selectman Stockman made a motion for Chairman Weeks to sign the documents.  Selectman Duffy seconded the motion.  Vote on the motion was unanimous.

 

2.  Building Permit for Bill and Aniese Lassiter.

 

VII.  NEW BUSINESS:

1. GWRSD – 2007-2008 Student Residency Listing – The Selectmen reviewed the residency listing and asked that it be circulated to Jackie Rollins, Jack Parsons, and Heather Cubeddu for review.  John Simms asked if the Town gets charged for students who are homeschooled.  Chairman Weeks said “yes.”

 

2. Town & Country Reprographics, Inc. letter soliciting for the Town Report – Chairman Weeks advised that our Town Report is done by Ernie Carter of Granite State and he has always done a great job for the town.  Weeks recommended that the Town stay with Granite State.

1. CIP 10/17/07 Approved Minutes & 10/24/2007 & 10/30/2007 Draft Meeting Minutes

 

2. Ted Wright – Resignation from the Conservation Commission – Chairman Weeks asked that a thank you letter be sent and ask the Conservation Commission for suggestions for a replacement.  Chairman Weeks made a motion to accept the resignation.  The motion was seconded by Selectman Stockman.  Vote on the motion was unanimous.

8. Letter from Carroll County Conservation District – Chairman Weeks asked to make sure the Conservation Commission gets a copy of the letter as it might answer questions they have.  There was a brief discussion about the number of tests being done and whether Mirror Lake was being studied.  Selectman Stockman said this information should be shared with the Mirror Lake Protective Association. 

 

Selectman Duffy mentioned a housing development near the Sarah Lamb property that may impact our watershed.  There is a meeting on November 14 which Selectman Duffy plans to attend.  Duffy also mentioned there is a dispute over the boundary lines between Tuftonboro and Moultonborough that needs to be resolved before the project can move forward.  Chairman Weeks advised that the Town of Moultonborough has been very active about keeping the town line correct.  Boundary disputes are between the landowners, not the towns.

X.  PUBLIC MEETING:

Joe Kowalski advised that there are problems at the Transfer Station with water blowing across the cap in the roof.  Forrester advised that she had contacted HEB a few weeks ago to check the status of the repairs and was told they were having scheduling problems.  Forrester will followup.

 

Chairman Weeks commented that a citizen was upset about junk vehicles and Jack Parsons will be sending a letter to resolve the situation.

 

Joe Kowalski advised that there is a tape of the Capital Improvements Program Committee’s presentation at the Library for anyone who would like to view it.

 

Chairman Weeks noted that there is a meeting on 14th with the CIP Committee and the Budget Committee, Planning Board, and Selectmen.  John Simms advised that it would be a roundtable forum with more discussion, questions and answers.  There was a brief discussion about how the room would be set up.  Simms will ask Jack Widmer to attend to answer financing questions.  Joe Kowalski asked about the CIP report being posted on the website.  Forrester advised that the website manager is in the process of putting the document into PDF form, but is having problems with some of the charts.  It should be up shortly.  There was a question as to whether a presentation should be made to the public about the CIP report.  It was decided that there would be a public presentation.

 

XI.  NON-PUBLIC PER RSA 91-A: 3, II (c): – Personnel Reviews

Chairman Weeks opened the Selectmen’s meeting at 8:30 a.m. and immediately made a motion to go into non-public session per RSA 91-A:3, II(c).  Selectman Stockman seconded the motion.  Chairman Weeks – yes, Selectman Stockman – yes, Selectman Duffy – yes. 

 

The Selectmen moved out of non-public at approximately 8:50 a.m. and resumed the Selectmen’s meeting.

         

 

XII.  ADJOURNMENT:  The Selectmen’s meeting adjourned at approximately 9:57 a.m. and went into the Work Session.
