Selectmen present:  Chairman Weeks, Selectman Stockman, Selectman Duffy

 

Selectmen reviewed mail, which included:  Used Oil for Recycle – Bill of Lading; NHEC Ballot; NHDES Wetlands and Non-Site Specific Permit for Richard E. Marriott; letters to Mary Proctor Trust and Mary Hersey; letters to Goulet, Edgerly; memo from Scott Marsh/MRI to Selectmen re: 2006 Building Permit Status; ZBA Notice for Brewster Academy; memo from NHDOT re: Safe Routes To School program; NHMSA Legislative Bulletin; two Coalition Communities memos; Local Government Center letter re: Well Dollars Health & Safety Grant Program; NHDES Permit by Notification Form for Richard & Elizabeth O’Rourke; building permits for Christy Taylor, Karen Marriott, Greg Manship, and David Bean.

 

Items for signature:  Notice of Appointment for Simms, Laase, Sarles, Wood, Lyon, Pigott, and Donnelly for Capital Improvements Program Committee; Report Acceptance Letter from Grzlak & Company, P.C.; Application for Current Use: Beverly Goodrich, Grasse-Stockman, James Stockman; Lien Discharge for Jeanne Craigue; Irrevocable Standby Letter of Credit for Zadeda Farms; Intent to Cut for Elizabeth & Thomas Floridio; Timber Tax Levy for Weeks, Floridio; Certification of Yield Taxes Assessed.

 

At 9 a.m. Chairman Weeks called the meeting to order.  Minutes of the May 7 BOS meeting were reviewed and corrections made.  Selectman Duffy made a motion to accept the minutes with corrections, seconded by Selectman Stockman with all in favor.  Minutes of the non-public meeting of May 10 were reviewed and corrections made.  Selectman Duffy made a motion to accept the minutes with corrections, seconded by Chairman Weeks, with all in favor.  Minutes of the non-public meeting of May 11 were reviewed and accepted.  Selectman Duffy made a motion to accept the minutes, seconded by Chairman Weeks, with all in favor.

 

Chairman Weeks noted that she would like to start having a work session following each Selectmen’s meeting due to the significant number of projects that need to be addressed.  She would like to continue these work sessions until the Selectmen are caught up.

 

Chairman Weeks noted that the Selectmen would be meeting with Attorney Rob Upton today to discuss some legal issues.

 

The Town Administrator gave the following report:

  • Selectmen received their updated calendar and pending list;
  • The Compost Bins and Pails are being delivered on Tuesday to the Transfer Station;
  • Reminder we need a volunteer for the U.S. Census Bureau project;
  • Selectmen received a copy of the Welfare Policy for review;

 

Chairman Weeks noted that she has spoken with the gentleman who is interested in renting the Gould property and has advised him that he is renting the home as is, that he may use the wood stove for heating, and that he must get renter’s insurance naming the Town as the landlord.  He also understands that the Town will continue to have access to the property via the driveway.

 

Chairman Weeks advised that the new administrative assistant, Cathy Pounder, started last week, with the same open office hours, although she will be working more hours.  It is expected that once she’s settled in, the office may be able to accommodate additional open office hours for the public.

 

Chairman Weeks asked Selectman Duffy to report on the FEMA meeting he attended last week.  Selectman Duffy reported that he and the Road Agent attended the meeting and that he was impressed with the folks running the meeting.  There was a question about whether Melvin River would receive aid.  Chairman Weeks noted that Pope Dam may receive some funding from the Dam Management Bureau.  Steve Hunter is developing a list of the damage that has been done from the storm.

 

Chairman Weeks commented that she attended the Records Committee meeting with Heather Cubeddu and Jackie Rollins.  The Town has funding to preserve vital records and the committee met to discuss priorities.

 

The Selectmen had a non-public meeting last week with a police sergeant candidate.  The Chief will continue the interview process and make a recommendation to the board.  The Selectmen also had a non-public meeting for an exit interview with Jason Boucher. 

 

Announcements: Ted Bense advised that a Household Hazardous Waste Collection Day would be held this Saturday in Wolfeboro which Tuftonboro residents could participate in.  As it was last year, the Town will reimburse up to $40 per household.

 

Betsey Patten has scheduled office hours on Monday, May 21st from 12 p.m. to 3 p.m. at the Town Office for hardship applications.

 

Chairman Weeks advised that she, Selectman Duffy, Chief Shagoury, Wayne Black, and Jeanie Forrester attended a Safe Routes to School meeting with the NHDOT.  John Corrigan, a representative of the NHDOT presented an overview of the grant program.  Chairman Weeks noted that if Tuftonboro would like to receive funding, they would need to create a committee to make recommendations. 

 

Code Enforcement Officer Jack Parsons gave his report.  There are 18 properties that will receive an informational pamphlet with their tax bill, letting them know how they may get rid of junk cars on their property.  Thirty-four building permits were issued, six of which were for new homes, and 130 inspections were completed.  Jack advised that he had also made a trip to Cow Island and reported that there aren’t many residents there yet.  Jack also reported that the repaired car is working except the air conditioner doesn’t work and will need to get fixed.

 

Fred Sargent reported that they are down one person at the Transfer Station, but operations are fine.  Fred will put together a list of construction items that need to be corrected.  The Selectmen will then review the list with the Town engineer.   Chairman Weeks asked Fred if the deeds for the property were ready to be signed.  Fred advised that he hasn’t got them back from the attorney yet. 

 

Chief Shagoury reported that he has received a grant for three portable radios.  There are no matching funds required from the Town.  The Selectmen need to sign the document provided by the Chief that states that the grant is not being used to supplement Town funds.

 

Selectman Duffy asked if Chief Shagoury was planning to go to Franconia for the funeral of the officer who was just killed.  The Selectman had no objection to the Chief’s attendance.  Chief Shagoury advised that Bike Safety Day was postponed due to rain and has been rescheduled to this Friday.

 

Chairman Weeks reviewed the Items for Signature: after signing the Notice of Appointments for the Capital Improvements Program Committee, Chairman Weeks asked if there was a need for the Selectmen to meet with the Committee to give instruction.  John Simms stated that he didn’t think that would be required.

 

Also under Items for Signature  were: a Lien Discharge; a Notice of Intent to Cut; an Irrevocable Standby Letter of Credit (Chairman Weeks asked Forrester to followup with the Town engineer); a report acceptance letter from the Town’s auditors (Forrester will schedule a meeting with the auditors to meet with the Selectmen to review); applications for current use (Selectmen signed the application for James Stockman, but asked for a letter to be sent to the other two asking for more information on dimensions).

 

Joe Kowalski asked whether work sessions would have minutes, and Chairman Weeks advised “yes.” 

 

Chip Albee met with the Selectmen to discuss the issue of building on a Class VI road.  He advised the Selectmen to read the case of Melvin Severance v. Town of Epsom.  Chairman Weeks advised that the Selectmen will be working with the Planning Board to develop a policy on Class VI roads; the Selectmen will also speak to legal counsel about the issue.  Mr. Albee asked when the Selectmen would be meeting with the Planning Board to discuss this issue.  Chairman Weeks advised that it would be in June.

 

There was also a brief discussion about the Williams/Drowne issue and the Selectmen’s/ZBA’s decisions regarding the issue.

 

John Simms advised that the water study group (re: Wolfeboro Sewage project) had drafted a memo of understanding to submit to Wolfeboro, and would like the Selectmen to send the letter to Wolfeboro asking them to sign it.  Chairman Weeks advised that the Selectmen would draft a letter to the Wolfeboro Selectmen about their understanding of the project.

 

There was also a brief discussion about Tuftonboro being able to have Wolfeboro as a backup dump for their septage; Selectman Stockman noted that although it wasn’t required, it would be handy to have a backup.

 

Chairman Weeks spoke to Heather Cubeddu and Jackie Rollins about a tag sale for items that various departments need to dispose of.  It was suggested that photographs be taken of larger items and posted on the website for residents to bid on rather than trying to schedule a yard sale.  Selectman Stockman commented that it would be a good idea to ask the departments what they have and create a list.  Forrester will send a memo to the departments.

 

Chairman Weeks reviewed the mail noting the emails from the Coalition Communities regarding state education and the ZBA notice regarding lot sizes.  There was a brief discussion about lot sizes.  Chairman Weeks asked Forrester to order more copies of “Knowing the Territory” from the Local Government Center.

 

Selectman Duffy asked if any overtime was paid to Fire and Police when the barn was moved this past weekend.  Chairman Weeks advised “yes” and that the Historical Society will pay for the overtime.
