Selectmen’s Meeting October 15, 2007

 

MINUTES

Present:  Selectmen: William Stockman, Daniel Duffy, and Administrative Assistant Cathy Pounder

 

I.  CALL TO ORDER:  Selectman Stockman called the meeting to order at 3:30 p.m.

 

II. REVIEW/APPROVE MINUTES:  The Selectmen reviewed the minutes of the October 9, 2007 Selectmen’s Meeting.  Selectman Duffy made a motion to approve the minutes as written.  Selectman Stockman seconded.  The motion carried unanimously. 

 

The Selectmen reviewed the non-public minutes of October 9, 2007.  Selectman Stockman made a motion to approve the minutes as written.  Selectman Duffy seconded the motion.  The motion carried unanimously.

 

III. DEPARTMENT UPDATES:

Fire Department: Chief Adam Thompson reported 162 Fire calls, 135 medical calls, 35 Service calls and 26 special detail calls for this year. The Fire Department has divided the Service calls to service and special detail calls. Examples of Special Details are Fire Prevention Awareness at the school, medical coverage the Fishing Derby at Whitten Pond and taking the Code Enforcement Officer or Assessors to the islands. Total calls this year are 358.

 Lt. Pike and Firefighter Williams did Fire prevention at the Nursery school last week and at the Central School today.

The Fire Department received a call for 123 Middle Road for 25 gallons of hydraulic fluid in five gallon buckets left in back of the property. There were two loggers on the property and Chief Thompson will work with the police to locate the loggers. Cathy will look up the Intent to Cut and give the information to Chief Thompson. Nothing was spilled. The Chief would like the Town to look at a Waste Oil Collection Area so this does not happen in the future.

The Department will be meeting with RPF Associates on October 18th, 2007 at 10am for asbestos testing at the Dearborn property. The remaining paint and solvents will be taken to the Hazard Waste Facility on October 20th.

Firefighter Kyle Williams has completed the one day driving class sponsored by Primex in Concord and all went well.

Emergency Management had budgeted $6500.00 to do an all-hazards plan. The Lakes Region Planning Commission is ready to do an All- Hazards Plan and can included Tuftonboro if Tuftonboro becomes a member. The membership fee is $3608.00 for the 2008-2009 year or the cost of the plan through lakes Region Planning Commission is around $3000.00. The Fire Department original quote was for $6500.00 from another source. Selectman Stockman mentioned that the highway grant and other projects are done by the Lakes Region Planning Commission. Selectman Stockman feels by not joining the Town could be left out on County wide and State wide projects.

       

IV. TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT REPORT:

 

Cathy Pounder provided an update which included:

1. Harold Parker from Sununu’s office will be at the Town Offices on October 23rd from 12pm to 1pm.

2. Flu clinic will be at the Town offices on October 30th from 11pm to 1pm

3. Pounder sent a letter to James McCormick Webster III informing him that the Selectmen voted not to forgive his Land Change Tax interest. The Selectman reviewed the letter.

4. Pounder informed the Selectmen that Matt Crandall from the computer company Mindfire came to hook up Jackie’s new computer and reviewed the offices training needs. They will report their findings to the Selectmen in the near future.

5. Pounder met with the cemetery committee to hash out some issues. The Town office parking lot and fence is encroaching on the cemetery. In rows G-N the Town will start selling lot from #9 from now on.

6. Pounder spoke with Scott Marsh of MRI on the price for the Assessment Review and he left a note for Pounder stating if the review is statistical only, the cost would be around the $80,000 range.

7. Pounder spoke with the Town Clerk (Heather) about her and Heather becoming the contacts for E-911. Heather suggested Jack Parsons and Jackie Rollins because they set up the addresses with 911 when new houses are built. The Selectmen asked Cathy to speak to Jack and Jackie on Tuesday.

8. CIP Meeting Schedule Wed. Oct.17, 2007 at 5:30 at Library, Wed. Oct. 24th 4:30 at Town Office to meet with the Selectmen and Tues. October 30th at 6pm at the Town House - Discussion with Planning Board and Budget Committee, open discussion with the public.

9. Memo to Supervisors of the Checklist on Budget procedures reviewed my Selectmen.

 

Selectman Duffy Made a Motion to move forward on objecting to the Time Warner Petition filed with the FCC to stop fee regulations. Selectman Stockman Seconded. Motion Carried Unanimously.

 

The Selectmen scheduled a work session for Thursday October 18th at 9am at the Town Office to finish employee reviews, work on Ragged Island project and Jeff Taylor’s Report.

 

V.  APPOINTMENTS:

1. Michael Hlushuk thanked the Selectmen, the Tuftonboro Rec. Dept. and everyone else who helped with his scouting project. The informational sign will be kept current by a town employee or Michael’s Mom and the Rec. Dept. will tend to the Dog pot. The Town prepared a letter of appreciation for his project on Lake Road in Melvin Village. All three Selectmen commented on the nice job that Michael did.

2. Chris Sargent presented the Selectmen with pictures of his scout project during its construction. Chris built six aerobic workout stations at the Tuftonboro Central School. He put sand at each station so maintaining it is just mowing around the sand. Chris will meet with the gym teacher to explain the program to him.

 

VI. SIGNATURE: 

1. Selectman Stockman Made a Motion to sign a form to give Permission for Snowmobile Access to the Wolfeboro Snowmobile Club which is good for five years. Selectman Duffy Seconded. Motion Carried Unanimously.

2. The Demers’ and Bibeault’s cemetery deed was signed for lots H9, H10, H11, H12 and H13.

3. The Selectmen reviewed building permits. Richard Roswell – 130ft. monopole tower w/ compound, parking and access road, a 2nd permit for Richard Roswell for attaching a 12 panel antenna to tower with 12’ x 20’ equipment shed. Nancy Lemieux permit was for a 20’ x 24’ garage. Joe and Sandie Heuston are jacking up an existing 24’ x 32’ cottage to replace sonotubes w/ concrete frostwalls. Quinby Trust of 2006 permit was for a boathouse. Kevin and Jeannine Clark are rebuilding a 10’ x 20’ shed.

IX. CORRESPONDENCE:

1. Certificates in Advances Car Control were presented to James Hathcock, Thomas LaFavre and Chief Shagoury

2. Final Hearing Appointment was sent by Atty. Upton’s Office for the Trider v Town of Tuftonboro. Sue, Cathy and Anne will attend.

3. Additional Information Request from DES for Dietz’s Shoreland Waiver Application – Informational Only

6. UNH Co-Op Extension sent pamphlets for their Forrest Laws Workshops for Municipal Officials

8. Town of Wolfeboro sent a letter to the Town of Tuftonboro addressing our concerns with the Cyanobacteria in Mirror Lake. The letter included material/pamphlets on Non-Point Source Pollution, Stormwater Pollution Prevention and Don’t Drink Untreated Surface Water.

9. Mirror Lake Protective Association supplied the Selectmen with an information update and the recent activities on Mirror Lake.

10. Mary and Jack Williams sent a letter to the Selectmen stressing their concerns with the Cyanobacteria in Mirror Lake and stated they expect the Selectmen to use any means possible to address this condition with both State Officials and the Wolfeboro Selectmen.

11. Forrest L. Perkins, an ex-police officer for Tuftonboro and ex-resident, stress his concerns with the Town considering an ordinance to restrict the sale and possession of fireworks. He feels this is an “erosion of our freedoms and liberty” and feels there are many families that would miss the hours of enjoyment from having firework displays.

12. Donahue,Tucker and Cianella,PPLC sent a copy of a letter they sent to Marlene Dortch at the Office of the Secretary of the FCC. The letter was concerning the Time Warner Petition.     

 

X:  PUBLIC MEETING:

Ken Cookson spoke about his concerns with Wolfeboro dumping their wastewater in 19 Mile Brook. Selectman Stockman stated that the Selectmen have written letters back and forth and the Tuftonboro Conservation Commission is addressing the issue with a tougher stance. Mr. Cookson would like the Selectmen to get Concord involved and make sure the State is on top of this.

 John Galvin reminded the Selectmen that the swimming lessons and the Town Beach are in this location. He stressed that the Town should do something before it’s too late. There was discussion between the Selectmen and the public on the Wolfeboro Wastewater Treatment Plant.

 

Ken Cookson spoke his concerns of Mountainside Landscaping doing barge work and parking at Melvin Village Lake Road. Selectman Stockman suggested the Town write a letter to Mountainside Landscaping/Jim Bean on the rules.

Selectman Stockman Made a Motion to sign the DES Minor Impact Dredge and Fill Application for the High Street Culvert repairs. Selectman Duffy Seconded. Motion Carried Unanimously. The application was signed.
