PRESENT:  Chairman Weeks, Selectman Stockman, Selectman Duffy, Cathy Pounder, Jeanie Forrester

 

I.     CALL TO ORDER:  Chairman Weeks called the meeting to order at 9 a.m.

 

II.   REVIEW / APPROVAL MINUTES:     

December 14, 2007 Work Session Minutes – The Selectmen reviewed the work session minutes of December 14.  Chairman Weeks made a motion to approve the minutes with corrections.  Selectman Stockman seconded the motion.  Vote on the motion was unanimous.

 

December 17, 2007 Selectmen’s Meeting Minutes – The Selectmen reviewed the minutes of the December 17 Selectmen’s meeting.  Selectman Stockman made a motion to approve the minutes with corrections.  Chairman Weeks seconded the motion.  Vote on the motion was unanimous.

 

December 17, 2007 Work Session Minutes – The Selectmen reviewed the work session minutes of December 17.  Selectman Stockman made a motion to approve the minutes.  Chairman Weeks seconded the motion.  Vote on the motion was unanimous.

 

December 17, 2007 Non-Public Minutes – The Selectmen reviewed the non-public minutes of December 17.  Selectman Stockman made a motion to approve the minutes.  Chairman Weeks seconded the motion.  Vote on the motion was unanimous.

 

December 27, 2007 Non-Public Minutes – The Selectmen reviewed the non-public minutes of December 27.  Selectman Stockman made a motion to approve the minutes.  Chairman Weeks seconded the motion.  Vote on the motion was unanimous.

 

Chairman Weeks offered condolences on behalf of the Selectmen’s office to the family of Roger Wingate who passed away.  Mr. Wingate was the Town Moderator for many years and was actively involved in the community.

 

IV.             DEPARTMENT UPDATES

          4thMonday – Road Agent – The Road Agent was scheduled to present his report on the 5th week of the month because of the holiday.  Due to inclement weather, the Road Agent was not available to give his update.

 

IV.    TOWN ADMINISTRATOR/ADMINISTRATIVE ASSISTANT REPORT:

          The Administrative Assistant gave the following report:

          1.  Mr. Phillips will meet with the Selectmen on January 7 at 9:30 a.m.

          2.  Reminder that the Agricultural Commission members need to be chosen.

          3.  Holiday Schedule needs to be finalized.

4.  Carol Shea-Porter’s office would like to submit a congressional update for the 2008 Town Report.

5.  Scott Marsh will be in on Tuesday, January 8 to work on the Mountain Shadow Subdivision.

 

Selectman Stockman asked Pounder to contact Fenton Varney and let him know he should pay his tax and we will hold the check until the paperwork is processed.  He was overcharged in error.

 

The Town Administrator gave the following report:

1.  The Selectmen received their updated calendar and pending list.  Chairman Weeks asked Forrester to make the following changes:  delete two action items on item #2; delete item #3; update #6 to indicate that the application has been submitted and waiting for approval; delete item #7; and #17.

2.  Forrester updated the Selectmen on the meeting with Jack Widmer, the Treasurer.  He has agreed to continue as Treasurer and will be meeting with the Town Clerk, Tax Collector, and Selectmen’s Secretary to discuss accounting procedures.

3.  Forrester advised that five resumes have been received for the Administrative Secretary position and interviews are being scheduled.

4.  Forrester provided the Selectmen with a job description for a Public Works Director.

5.  Michelle Clark from NH Department of Revenue Administration advised that grant money is not included in the 10% rule on overspending the budget.  There was some concern that accepting grant money for the Fire Department air pacs would cause a problem. 

6.  Forrester advised that she has been in contact with the Town Attorney re: the Temporary Construction Easement relative to the High Street Culvert project and also has a call into the Swains (who would be asked to approve the easement).

7.  A memo has gone out to Department heads, Boards, Committees, and Commissions re: request for information for the 2008 Town Report.

 

Chairman Weeks noted that January 8 is the Primary Election date at the Town House.  The regularly scheduled Selectmen’s meeting will be on Monday, January 7…and the Selectmen may continue business on Tuesday at the Town House.

VI.     SIGNATURE:

1. Waiver of Lien – Police Detail Client – Selectman Stockman noted he did not approve of the additional paperwork.  Chairman Weeks made a motion to sign the document.  The motion was seconded by Selectman Duffy.  Vote on the motion: Weeks – yes, Duffy – yes, Stockman – no.

 

2. Ocean Bank – Collateralization Agreement – Chairman Weeks made a motion to sign the document.  The motion was seconded by Selectman Stockman.  Vote on the motion was unanimous.

 

                   3. Holiday Schedule – Additional information is being obtained.

 

4.  Notice of Intent to Cut for Victoria Davis Lyon-Downing.  Document was signed.

                  

Building Permits included:  Cheney, Gladu, and Menefe Trust.

                  

VII.       NEW BUSINESS:

1. Membership Request – NH Public Works Standards and Training Council – Chairman Weeks read the document which was a request for a $100 member fee.  There was a brief discussion about becoming a member.  Selectman Stockman made a motion to not join.  The motion was seconded by Selectman Duffy.  Vote on the motion was unanimous.

 

2. Avitar – 2005 BTLA Reviews – Chairman Weeks would like to take a look at the files one more time before signing.  Forrester will ask Pounder to provide files to the Selectmen.

 

                   3. Membership Request – NRRA – The Town will pay the member fee.

 

4. Lake Winnipesaukee Watershed Association – Request for Town Funding.  Need to check the Conservation Commission budget to see if it has been included.

Chairman Weeks noted that the Selectmen had received copies of the proposed zoning amendments and that copies are available at the Town Office for anyone interested.

 

Weeks also noted that there will be a public hearing on the zoning amendments on January 3rd at the Town House at 7:30 p.m.

 

Chairman Weeks advised that there would not be a work session on the budget this week, but that the Selectmen would go into non-public per RSA 91-A:3 II(b).              

 

Weeks made a motion to go into non-public at 9:45 a.m.  Selectman Duffy seconded the motion.  Vote on the motion: Weeks – yes, Stockman – yes, Duffy – yes.

 

The Selectmen moved out of non-public at 9:56 a.m.  Resumes were reviewed.  Interviews will be scheduled.
