MEETING OF THE SELECTMEN

Selectmen present:

absent.
Selectmen reviewed mail, which included: Standard
Dredge & Fill Application for Yamane; Permit by Notification for Monahan;

At approximately 9:00 am
Selectman Weeks called the meeting to order. The first order of business was
review of the 3/19/07
meeting minutes. Chairman Weeks suggested several changes. Selectman Stockman
made a motion to approve as corrected. Chairman Weeks seconded the motion with
all in favor. Chairman Weeks made a motion to accept the minutes for Non-public
#1 on 3/19/07 as written.
Selectman Stockman seconded the motion with all in favor. Chairman Weeks made a
motion to accept the minutes for Non-public #2 on 3/19/07 as written. Selectman Stockman seconded the motion
with all in favor. Chairman Weeks made a motion to accept the minutes for
Non-public #1 on 3/22/07 as
written. Selectman Stockman seconded the motion with all in favor. Chairman
Weeks made a motion to accept the minutes for Non-public #2 on 3/22/07 as written. Selectman
Stockman seconded the motion with all in favor.
Chairman Weeks reported the Transportation Committee
upcoming meeting schedule. There have been no volunteers as yet.
Chairman Weeks reported the Selectmen have reviewed the
proposals for the maintenance of the town’s website. She felt that Eric
Adjutant from Melvin Village
was the best candidate. He quoted $100 per month for up to 12 hours of
maintenance. References were checked and were satisfactory plus he uses the
same software as the town. Chairman Weeks made a recommendation to award the
contract to Eric Adjutant. Selectman Stockman seconded the motion with all in
favor.
At approximately 9:10
Selectmen met with Road Agent Steve Hunter. Chairman Weeks referred a comment
regarding the parking at the school for town meeting and asked Mr. Hunter for
his opinion on making the intersection at Ledge Hill Road a T intersection to
add a couple of parking spaces. Mr. Hunter felt it would be a big project.
Selectman Stockman said the telephone pole, water drainage and state
involvement are issues to be considered. He suggested opening up the ball field
for parking as long as the ground was hard enough. Other suggestions included
shuttling people from other town parking lots in the area and setting up the
cafeteria for overflow crowds.
Mr. Hunter asked if he would be doing the High Street
culvert repair or would it have to go out for bid. Chairman Weeks said she
thought permitting would be needed and that she would follow up with H. E.
Bergeron this week about the project.
Chairman Weeks informed the road agent that the 19 Mile
Bay parking lot would no longer be
plowed by the snowmobile club.
At approximately 9:20
Selectmen met with Bill Kaiser regarding the mutual aid given to Moultonborough
by the Tuftonboro Fire Department. Mr. Kaiser felt it was a coverage agreement
and not mutual aid. He cited the statistics given in the town report and felt
that it was very lopsided and it seemed to be an excessive amount of coverage.
Chairman Weeks stated that there are other areas besides fire department where
we rely on Moultonborough. For example their Police Department allows us to use
their facility for booking prisoners. Tuftonboro has many agreements with other
towns around the lake. Chairman Weeks
reported that Chief Thompson has been reviewing certain areas of the agreement and
has already changed the coverage for Suissevale so that Tuftonboro is not the
primary coverage. Chairman Weeks said that helping other towns gives our
firefighters important training. Most likely when Tuftonboro is providing
coverage Moultonborough Fire Department is responding to a call. She also said
that Moultonborough donated several pieces of very expensive equipment when
they replaced their oxygen tanks. Mr. Kaiser was told he was welcome to return
and discuss this issue further on the 3rd Monday when Chief Thompson
is scheduled for his monthly update.
Mr. Kaiser volunteered for the Capital Improvement Committee.
The selectmen questioned the memo regarding unemployment
compensation for a former employee. Administrative Assistant Carolyn Sundquist advised
that the town is a reimbursable entity, which means that Primex reimburses any
payments of unemployment compensation to the NH Employment Security. Each time
someone leaves the employ of the town an Unemployment Compensation Separation
Report is filed with Primex. The former employee will no longer be eligible
after this coming June.
Ellen Laase, in attendance, said she would like to be in
attendance when the selectmen discuss the issue she brought up in her letter of
last week regarding her property. Chairman Weeks said that the reason the 2004
abatement was granted was because it was cheaper to grant the request than
fight it. She also informed Mrs. Laase that the contamination factor has
already been applied to her value. Mrs. Laase should only be looking at her own
property in regards to the contamination. Chairman Weeks also stated that there
is one person who will appeal no matter what value is given his property. The
Administrative Assistant will respond in writing.
Mrs. Laase volunteered for the Capital Improvement Committee
and the Pandemic Committee.
The Freeze Alarm has been installed at the town house. Ron
Labranche will be added as the third contact number. The first two contact
numbers are Selectman Stockman (cell and home numbers).
A replacement is needed for the selectmen’s representative
to the Joint Loss Management Committee.
Selectmen approved and signed the Application for Elderly
Exemption for Malmgren.
Interviews have been set up for one day next week for the
Police Department opening. The Town Administrator Jeanie
Forrester will set up appointments for the town office
opening when she returns.
Administrative Assistant Carolyn Sundquist requested a copy
of the 3/22/07 non-public #1 minutes and copies of any other non-public minutes
pertaining to her and for the minutes to be unsealed if they were sealed.
Chairman Weeks said she would have to check with Town Counsel.
The meeting was adjourned at 9:50
am.

Chairman Weeks made a motion to go into non-public session pursuant to RSA
91-A: 3 II (c) to discuss a welfare request. Selectman Stockman seconded the
motion. Roll call: Chairman Weeks – yes, Selectman Stockman – yes.
