MEETING OF THE SELECTMEN

Selectmen present: Chip Albee, Susan Weeks and Bill Stockman.

Waste Management Contract.

 

At 9:00 am Chairman Albee called the meeting to order, with the first order of business a review of the 1/29/07 minutes. Selectman Weeks made a motion to accept the minutes as written. Seconded by Selectman Stockman, with all in favor.

 

Chairman Albee reported that a Purchase and Sales Agreement was signed with Lee Gould on Friday on his property on Middle Road, which is approximately 80 acres. The agreement was for $575,000 and is contingent on the vote at town meeting.

 

Chairman Albee reported that Lisa Herder has submitted her letter of resignation. Town Administrator Jeanie Forrester will draft a public notice for the position. The selectmen will consider either one full time or 2 part time.

 

Chairman Albee advised that Selectman Weeks put together a Public Safety Building handout for distribution at the budget hearing Tuesday.

 

Selectman Weeks complimented reporter Michelle Giguere on the article she wrote for the GSN on the public safety building project.

 

The Town Administrator reported on the following:

  • A press release will be drafted regarding the open house on 2/14
  • Attorney Sullivan will investigate the status of the Sargent deed.
  • The workshop to be presented by Attorney Upton has been scheduled for 3/29 from 5-7 pm.
  • She will speak to Lisa Herder about updating the website.
  • In response to an e-mail, Ms. Forrester said she would have regular Tuesday office hours in addition to her Monday, Wednesday, Thursday hours after the budget is done.
  • Will follow up with Scott Greenwood at the Transfer Station re: compost campaign.
  • Spoke to Matt Young at Melvin Marina regarding boat registrations. A letter will be forthcoming explaining the issue with the state requirements, which have added considerable time to the process.

 

At approximately 9:15 Selectmen met with Police Chief Shagoury. Chief Shagoury reported that the questions regarding the Lakes Region Humane Society contract have all been answered except one. The background check on the new officer has been completed. A medical exam and a polygraph test are to be scheduled. Everything should be completed in time for the April academy. The Chief will make a recommendation to the selectmen as soon as all tests are complete. The 2006 homeland Security grant is still pending. The video equipment for the new cruiser may be eligible for the Highway Safety Grant, which is a reimbursement. The Chief will be attending training next week on school safety hosted by the Belknap County Sheriffs Department. Chief Shagoury reported 280 calls for service so far this year. The Selectmen asked the chief for a chart of calls over the past several years, as was done by the fire department, for the open house on 2/14. They are looking for numbers not percentages. The Selectmen also asked for a report for next month on creating an equipment and vehicle purchase fund, as mentioned in the Laconia Citizen.

 

Selectman Weeks said that a personnel issue had just come to her attention over the weekend and asked for a non-public session after the public meeting.

 

The Selectmen approved and signed the following:

  • Intent to Cut for Albee
  • Intent to Cut for Floridio
  • Intent to Cut for Taylor
  • Notice of Lien for Preston

 

A discussion ensued regarding the Road Agent time sheets and a further breakdown of the highway budget. It was finally determined that the winter and summer budget line items would be combined into Highway Maintenance with a manual spreadsheet to be kept by the Administrative Assistant to track several key items. The town administrator and administrative assistant will come up with a recommendation for the spreadsheet.

After some discussion regarding the road signs budget line item it was decided that it should remain in the Emergency Management budget.

 

Selectman Stockman reported on the Coalition Communities meeting he attended last Tuesday. Approximately 20 towns were represented. The main outcome was to keep pushing for no donor towns and not to worry about defining an adequate education, which is up to the legislature.

 

Selectman Weeks advised that Chief Thompson has scheduled Saturday February 24th, 10 am to 3 pm, for an open house at both stations.

 

 

 

The public meeting was adjourned at 9:55 am.

 

At approximately 9:55 Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (c) to discuss personnel issues. Selectman Stockman seconded the motion. Roll call: Chairman Albee – yes, Selectman Weeks – yes, Selectman Stockman – yes.
