Selectmen present: Chip Albee, Susan Weeks and Bill Stockman.

At approximately 3:30 Chairman Albee called the meeting to order. The first order of business was review of the 10/2/06 minutes. Selectman Weeks suggested a correction then made a motion to accept the minutes as corrected. Seconded by Selectman Stockman with all in favor. A motion was made by Selectman Weeks to accept the non-public minutes of 10/02/06 as written. Seconded by Selectman Stockman with all in favor.

 

Chairman Albee reported that he had a non-public meeting with Selectman Stockman on 10/11/06 to nominate John Cook as an alternate to the ZBA.

 

Town Administrator Jeanie Forrester reported on the following items:

  • The meeting with the Tuckers and their attorney regarding the assessment of their property has been scheduled for 10/23.
  • The meeting with DRA to set the tax rate has been scheduled for 10/17 at 1 pm.
  • Budgets have been received from the Transfer Station and Fire Department. Ms. Forrester met with Joe Kowalski regarding the transfer station budget and plans to meet with supervisor Fred Sargent.
  • An updated proposal was received from H. E. Bergeron on the repair of the High Street culvert for 2007 budgeting purposes.
  • COLA is at 4.1% - recommendations on salary are needed for evaluations.
  • The website surveys were reviewed and it was noted that there isn’t any policy regarding website content. Ms. Forrester said she would draft a policy.

 

Chairman Albee reported that the Safety Committee met on 10/2/06. Another meeting was scheduled for December.

 

Chairman Albee also reported having a phone conversation with Attorney Rob Upton to possibly represent the town in the pending Tucker litigation in Superior Court.

 

Selectman Weeks reported that:

  • The Planning Board continues its work on the Master Plan. A full draft is available through a link on the town’s website. A public hearing has been scheduled for Tuesday November 14th at the town house. The plan should be completed by the end of November and printed by the end of December.
  • The school withdrawal study has finished a draft report, which will be discussed at the next meeting on Tuesday 10/17/06 and finalized. The study has determined that it is feasible for New Durham to withdraw from GWRSD and become a one-town district.
  • Town Counsel prepared the deeds on the Transfer Station property for the Sargents to sign. One deed grants the right of access for Elvis and Ann Marie Hart’s lot. The other replaces the quitclaim deed, which was supposed to be replaced with a warranty deed once the survey was completed. The survey was completed but the final deed was never drawn up.

 

At approximately 3:40 Selectmen met with Kim Koulet of the Lakes Region Planning Commission. Mr. Koulet wanted to update the selectmen on the various activities and services the LRPC provides and to answer any questions they may have. Mr. Koulet provided copies of the Commission’s new brochure which highlights the benefits of being a member community. Chairman Albee advised that the town is not a member of the LRPC, a major reason being the costly member fee.  Mr. Koulet advised that the town may participate as a non-voting member at any meeting of the LRPC and provide input.  Selectman Stockman advised that the Conservation Commission is in favor of the town joining the LRPC. Mr. Koulet said that the dues formula will be reviewed this year and invited the selectmen and/or a representative to participate. Chairman Albee said that this would be discussed with the various boards.

 

At approximately 4:00 Selectmen met with Louise Graham and Wolfe Schmokel candidates for state representative. Ms. Graham said they wanted to introduce themselves and try to get a sense of the issues important the town. Chairman Albee said he is very interested in including selectmen or representatives of towns in Carroll County in the preparation of the county budget. Another issue he wanted to mention is to look at taxing bottled water. There is a plant in Moultonborough that removes vast amounts of water to sell elsewhere. Selectmen noted that school funding is an important issue. Tuftonboro resident Theresa Hlushuk mentioned that it looks like the state is starting to take boat registration money away from the towns by changing the registration process.  Ms. Graham and Mr. Schmokel thanked everyone for their input.

 

Selectman Weeks noted that the public notice regarding the issue of naming the 2 roads was not in the Granite State News last week. The Selectmen decided to postpone the decision until the notice can be printed in the GSN. Elvis Hart, Theresa Hlushuk and Mary Jane Sargent were in attendance for the naming of the Transfer Station road and requested that it be scheduled at a time when they could attend as they work during the day. After some discussion the Selectmen agreed to schedule the public hearing for Monday November 20th at 5 pm.  Selectman Weeks gave the deeds to Fred Sargent for the family to review.

 

Jay Poulin is scheduled for Monday 10/30/06 at 9:30 to meet with the selectmen and transfer station personnel to discuss the recycling portion of the facility.

 

Selectman Weeks reported that she spoke to the state regarding the catch basins at Lake Road. They advised it would be fixed shortly since they already have equipment in the area.

 

The road striping is waiting on the contractor.

 

Selectmen approved and signed the following:

  • Notice of Election on 11/7/06 from 8 am to 7 pm.
  • Right of Burial for Mary Beaton
  • Additional Work Authorization #1 for Lang Pond Road

 

A copy of the parking ordinance will be sent to Bob Theve in response to his questions regarding the parking at 19 Mile Bay. The lot is a public parking area.

 

The Girl Scouts will have a Trick or Treat at the town house on Halloween from 5-7 pm.

 

Chairman Albee did not feel the letter from the Grady’s attorney required a response, Selectmen Weeks and Stockman concurred.

 

Primex will be contacted regarding the Parks & Rec request to provide the school with a special needs swing.

 

The survey on the Dearborn property has been received and Selectman Weeks suggested that it be recorded and the monuments be put in. Selectman Weeks will contact H. E. Bergeron.

 

The information on the High Street culvert repair will be discussed during the budget process with the Budget Committee.

 

The Selectmen briefly discussed the town owned properties. Chairman Albee had several suggestions on properties to be sold. The RSA’s will be checked for how long a property has to be held before the town can sell it and not have any claims made by former owners.

 

The MS-4 (Revised Estimated Revenues) was discussed in preparation for the meeting with DRA on Tuesday to set the tax rate.

 

It is expected there will be 5 warrant articles proposed for the 2007 budget –

  • Lang Pond Road culvert
  • Public Safety Building
  • Transfer Station renovations
  • High Street culvert
  • Library

 

Chairman Albee mentioned that a petition to appoint a capital improvement committee has been circulating. Selectman Weeks said she has had some complaints about how the signatures are being gathered.

 

Chairman Albee said he has had complaints about the ZBA decision last Thursday. His advice was for people to get involved if they have concerns.

 

At approximately 5:00 Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (a) to do employee evaluations. Selectman Stockman seconded the motion. Roll call: Chairman Albee – yes, Selectman Weeks – yes, Selectman Stockman – yes.
