Selectmen present:

At approximately 9:00 Chairman Albee called the meeting to order. The first order of business was review of the minutes. Selectman Weeks made some corrections then made a motion to accept the minutes as corrected. Seconded by Selectman Stockman with all in favor.
Selectman Weeks reported speaking to town counsel regarding the issue brought up last week by the Road Agent regarding the stonewall.
Chairman Albee reported that he advised the town administrator to contact town counsel to file the necessary papers with the Superior Court regarding the Tucker case. The Selectmen will have to find an attorney to represent the town when it goes to court.
Chairman Albee reported that he had signed a temporary pledge agreement with Community Bank. A permanent bonding package is to be issued shortly.

In reference to the above PBN Selectman Weeks advised that Mary Hersey, an abutter, is opposed to what the town plans to do on Lang Pond Road and is threatening to contact the state. Chairman Albee said that Ms. Hersey could come in anytime to meet with the Selectmen.
Chairman Albee advised there were two road names issues (Transfer Station & Merrowvista) to be decided by the Selectmen. The selectmen scheduled this decision for October 16th. A notice will be put in the Granite State News.
The Selectmen discussed the recommendation by H. E. Bergeron to reduce the amount of the bond for Zadeda Farms. A significant amount of the construction has been completed so the Selectmen approved the reduction.
The Selectmen advised that since they have now switched their meeting on the 3rd Monday of the month to 3:30 pm, they suggested that Michael Hlushuk could come in then to discuss his proposed Eagle Scout project at the Transfer Station.
The Selectmen will not be meeting next Monday as it is Columbus Day and the office is closed. The Transfer Station and Code Officer meeting with the Selectmen has been moved to October 30th.
The meeting on Monday October 16th will be at 3:30 pm.
The Joint Loss Management Committee is meeting tonight at 7 pm.
Selectman Weeks asked the Town Administrator to take the To Do file and clean it out and prioritize it for the Selectmen.
At approximately 9:15 Selectmen met with Police Chief Shagoury. Chief Shagoury had several comments regarding the public safety project after watching the Selectmen’s meeting on cable TV. Chief Shagoury said that combining the 2 departments in one building saves space. The architect did not consider that additional space was needed for each department for those areas that would not be shared if they were to be in separate buildings. Chief Shagoury thinks the best option is the combined departments on the Dearborn property. The Chief will be attending an International Association of Chiefs of Police conference in Boston from October 14th to the 18th. Chief Shagoury advised that the social security COLA is at 4.1%. There have been 16 applicants to date for the open police officer position. Letters are to be sent and the testing process will get started.
Chairman Albee asked Chief Shagoury to put together a list of major equipment and when each item would be expected to be replaced. There is a petition going around requesting the formation of a capital improvements committee and significant bonding to be done next year so it would be beneficial to know what the purchase and maintenance schedule would be in the coming years.
The Selectmen discussed the need to appoint at least one alternate to the ZBA. It was decided to go into a non-public session to go over a list of candidates.
Selectman Weeks advised that Ted Wright is in process for the easement needed to expand the Groundwater Management Zone at the closed landfill. He should have something soon.
At approximately 9:35 Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss candidates for appointment to the ZBA. Selectman Stockman seconded the motion. Roll call: Chairman Albee – yes, Selectman Weeks – yes, Selectman Stockman – yes.
The Selectmen moved back into public session at 9:50.
Chairman Albee said there were no announcements at this time.
Chairman Albee requested copies of assessment cards for all town owned property. The Selectmen will review to see if any should be sold.
Selectman Weeks moved to adjourn the public meeting at 9:55 and move into non-public session to do personnel evaluations.
