MEETING OF THE SELECTMEN

Selectmen present: Chip Albee, Susan Weeks and Bill Stockman.

 

At approximately 9:00 Chairman Albee called the meeting to order. Selectmen met with Roger Reed, trustee of the Kikokiwi Trust, regarding his abatement application, which had been denied. His concern was with the value of the common lot (13-1-1), which provides water access to seven properties. It is just a 40’ strip of land with a beach. He felt the value of this piece of land should be adjusted because it is landlocked and swampy. Selectman Weeks agreed it seemed to be over assessed but said the Selectmen wanted to review several more of the narrow lots before making a decision. There were 6 properties the Selectmen would be reviewing.

  1. 51-3-30 – This lot is a right-of-way for lots 5, 6 and 7 to give them beach access. It also has a driveway to give lot 8 access. After some discussion the Selectmen approved changing the waterfront condition to 35, which reduced the assessment by $210,000. MRI, the town assessors, will be asked to determine the worth of the beach access for lots 5, 6 and 7.
  2. 14-1-31 – This lot is 42’ wide with no encumbrances and is not buildable. The Selectmen approved changing the waterfront condition to 45, which reduced the assessment by $150,000.
  3. 13-1-1 – Lot is 40’ wide and is unbuildable but has a grandfathered shed. The landline condition was changed to 30 and the waterfront to 50, which reduced the assessment by $228,500.
  4. 28-1-64/65 – both lots are undeveloped but not unbuildable. Both lots were given a condition of 25 on landline 1 and condition of 45 on landline 2 (waterfront). This resulted in an increase of $120,000 for each.
  5. 14-4-2 – landline 2, waterfront, was changed to a condition of 35, which increased the value by $60,000.

 

The Selectmen then met with Roger Reed regarding his properties (PIDS 13-1-1D and 13-1-1E), both of which have an amenity value of $60,000 for the common property PID 13-1-1. Mr. Reed asked the Selectmen to reconsider this amount but the Selectmen felt it was a reasonable value and denied any change. They next discussed Store Island, which has multiple owners who wish to preserve the natural state of the property. Mr. Reed expressed an interest in gifting it to the town but would need to have the other owners agree. The Selectmen advised Mr. Reed to speak to the Conservation Commission regarding this suggestion.

 

The Selectmen discussed the abatement recommendation made by MRI on one of the common land properties in Mirror Lake Estates. It had just been determined that it was common land and should be part of the amenity value for the properties in the association. Selectman Weeks made a motion to approve the abatement in the amount of $92.00.  Seconded by Selectman Stockman with all in favor.

 

Selectman Weeks reported that she had met with Edward Tayler last week and viewed his property on Tibbetts Road. Selectmen Weeks felt that Avitar had reversed 70-1-14 with 70-1-31, as they looked very similar on paper. Mr. Tayler lot is wooded and is not cleared at all but the Plummer lot has been cleared and has a dock permit. The Selectmen approved changing landline 2 (waterfront) to 20. This resulted in a reduction of $30,000.

 

Selectman Weeks reported on a meeting she had with Fred and Elaine Sargent regarding the property at the Transfer Station. The original deed was a Quitclaim, which was supposed to be followed by a warranty deed after the survey was completed. The new warranty deed was never done. Selectman Weeks will take the package to Town Attorney Tim Sullivan to draw up the warranty deed.

 

Selectman Weeks reported that H. E. Bergeron has started the survey of the Dearborn property and will be doing a hazardous waste evaluation. Ed Bergeron is not able to meet with the Selectmen on the 11th as originally thought.

 

Selectman Weeks stated that she felt Don Jutton of MRI did not fulfill the agreement signed in May. The agreement says that we hired MRI to come up with a job description. Chairman Albee said that the suggestions by Mr. Jutton as to what the Selectmen should do are what the town administrator would do. It was felt another meeting with Mr. Jutton should be scheduled.

 

Selectman Weeks said that Ed Bergeron is working on a Permit by Notification to do an emergency repair on Lang Pond Road culvert. The proposal to do the paperwork and file the permit is approximately $200. Selectman Weeks did not feel a meeting with Mary Hersey was necessary.

 

The boat launch on Mirror Lake has not been fixed yet as it may possibly need a permit.

 

The Selectmen agreed to submit an article for the next issue of the Tuftonboro Times, as there are a number of things coming up.

 

The Selectmen did not schedule a meeting for next week.

 

The meeting was adjourned at 10:50.
