At approximately 9:00 Selectmen met with Jim Allan regarding his abatement application, which had been denied. Mr. Allan’s land value went up about $300,000 over the original value given by Avitar. The response to his abatement request did not address any of the issues he presented. Selectman Weeks informed Mr. Allan that she had visited the property and reviewed the property assessment card before the Selectmen made their decision to follow Avitar’s recommendation and deny the application. Mr. Allan’s major issue is the value of the land. He wanted to meet with the Selectmen before going further. Selectman Weeks said that another meeting would be necessary to wrap up the issues still pending regarding abatements and made a motion to meet on Tuesday at 8:30 am. Seconded by Selectman Stockman with all in favor.

At approximately 9:25 the Selectmen reviewed the minutes. Selectman Weeks made a motion to accept the minutes of 8/14 as written. Seconded by Chairman Albee with all in favor. Selectman Weeks made a motion to accept the minutes of the 2 non-public sessions as written. Seconded by Chairman Albee with all in favor.
Selectmen met with Scott Greenwood from the Transfer Station. Mr. Greenwood advised that the town could receive up to 60 points per year under the NH the Beautiful Program. This could then be used for signs needed for the Transfer Station. Electronics disposal was briefly discussed. Supervisor Fred Sargent had advised Chairman Albee that there is a substantial amount of electronic disposal.

Selectmen to host a countywide selectmen meeting. A letter will be sent

Selectman Weeks advised that the Boy Scouts have proposed 2 separate projects for the Transfer Station – a new sign and waste oil disposal. The Selectmen were not ready to discuss these projects at this time.
Chairman Albee advised that FEMA has approved a reimbursement for storm damage in the amount of $9,710.
The Town Clerk and Moderator will be meeting on 9/4 at the Town House to check out the new accessible voting booth and machine supplied by the state. Chairman Albee and Selectmen Weeks said they would also attend.
The Selectmen will decide tomorrow after their meeting whether or not a meeting is needed next week, as Monday is Labor Day.
The Selectmen reviewed the additional abatement request by Linda and John Zimmer. Chairman Albee made a motion to approve an additional abatement amount of $60,300. Seconded by Selectman Weeks with all in favor.
The Selectmen also approved the Application for Veterans Credit for Ringer.
Selectman Weeks reported on her site visit of the Tayler property and said that Mr. Tayler has a legitimate concern. This will be discussed tomorrow at the meeting.
The painting of the Town Office is over the amount budgeted by $1200. Chairman Albee made a motion to pay the additional amount. Seconded by Selectman Weeks. Selectman Stockman abstained.
Ed Bergeron will be asked to attend the meeting on 9/11 to discuss the High Street culvert.
At approximately 9:55 Chairman Albee made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a personnel issue. Selectman Stockman seconded the motion. Roll call: Chairman Albee – yes, Selectman Weeks – yes, Selectman Stockman – yes.
At approximately 10:05 Selectmen met with the Cemetery Trustees – Ann Hackl, Barbara McClure and Dave Haeger. This meeting was scheduled to discuss the confusion regarding the mowing of the Town House Cemetery. Barbara McClure said that she had told Hunter’s Lawn Care that because of budget concerns the cemetery should only be mowed 3 times a year. After some discussion it was decided that the cemetery should be maintained and should always look nice even if the funds from the trustees do not cover the whole cost. The trustees suggested that they meet and make a list of what has to be done and present a plan to the Selectmen.
The Selectmen requested more information before making a decision regarding Rhonda Thompson’s request to use the Town House.
At approximately 10:40 Selectmen met with Don Jutton of MRI. Mr. Jutton was presenting a preliminary report on the Town Administrator project. Much discussion ensued about what the Selectmen were looking for and what Mr. Jutton thought they should do. Mr. Jutton apologized for the report not going where the Selectmen wanted it to go. Chairman Albee said they were looking for candidates to interview. Mr. Jutton said he would provide them.
At approximately 11:05 Selectmen met with Attorney John Ryan, Noreen MacDonald and Wayne Cheney to sign the closing papers on the Cheney easement. It was determined that Brenda Schulz had paid her half of the taxes but the amount was taken out of both of the checks. Mr. Cheney said he would reimburse his sister for his share of the taxes. Attorney Ryan will take the closing documents to the Registry of Deeds to be recorded.
