Selectmen present:

At approximately 8:50 Chairman Albee made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a personnel issue. Selectman Weeks seconded the motion. Roll call: Chairman Albee – yes, Selectman Weeks – yes, Selectman Stockman – yes.
Chairman Albee called the meeting to order at 9:03 am. The first order of business was review of the minutes. Chairman Albee made a motion to approve the minutes as written. Seconded by Selectman Stockman with all in favor. Chairman Albee made a motion to approve the non-public minutes of 8/7/06 as written. Seconded by Selectman Stockman with all in favor.
At approximately 9:05 Selectmen met with Code Officer Jack Parsons. Selectman Stockman made a motion to appoint Jack Parsons as Health Officer. Seconded by Selectman Weeks with all in favor. The Selectmen discussed the proposed new application for a tenting and recreational vehicle permit with the Code Officer. Selectman Weeks said that it is on the right track but the form should have something that would reflect the occupancy of the tent or vehicle. Mr. Parson’s thought the current ordinance is very hard to enforce and his main concern was septic disposal. The zoning language should be changed for easier enforcement. The Selectmen will take it under consideration. The fence on GWH was discussed briefly but since it is on state property the State should handle it.

At approximately 9:15 Selectmen met with Edward Tayler regarding his abatement application, which had been denied. Mr. Tayler felt that Avitar had done a superficial inspection of his 2 properties. He felt that one of the properties was a non-buildable lot because it only had 29’ of water frontage. He compared it to an adjacent lot, which currently has a house being built on it that is 20x40. Selectman Weeks stated that the lots look very similar on paper and would need some proof to show that it is not buildable. Mr. Tayler admitted that he would be able to build further back on the property. Selectman Weeks said she would be happy to visit the property this afternoon.
Chairman Albee stepped out to take a phone call from Attorney Ryan. After returning Chairman Albee reported that a closing has been scheduled for 8/28/06 on the Cheney easement.
The closing on the Dearborn property is also scheduled for that Monday.
The Selectmen discussed vacations and other scheduling conflicts for next week. Chairman Albee made a motion to cancel the 8/21 Selectmen’s meeting. Seconded by Selectman Albee with all in favor.
Chairman Albee brought Selectman Weeks up to date on the issue of Samm Lane. Selectman Weeks explained the comments attributed to her as reflected in the minutes and newspaper last week. She referred back to the practice when the town was naming the roads for 911 purposes they allowed the people on private roads to name them as long as it was not in conflict with other street names.
Chairman Albee stepped out again to take another phone call. The call was about the upcoming county drug seminar on Wednesday. Selectman Weeks will speak to Chief Shagoury about it.
Chairman Albee made a motion to name the road in question Samm Lane. Seconded by Selectman Stockman with all in favor.
At approximately 9:50 Selectmen met with Fire Chief Adam Thompson. Chief Thompson reported 130 fire, 92 medical and 42 service calls for a total of 264 calls. This is slightly down from last year. There have been 25 oil burner, 7 gas burner and 3 woodstove inspections and 3 calls for life safety. He has been working with the Chase Point sign committee. The signs on Chase Point are confusing so it has been decided to move some signs and to put up some new signs. The Chase Point committee will take care of the private signs. Chief Thompson has been in contact with the Road Agent about putting up the additional town signs. The department gave equipment and gear demonstrations to campers at Camp Northwoods in addition to fire safety talks. Deputy Chief Piper and Captain Joseph made a presentation to the Mirror Lake Church at the ice cream social on Sunday. The department assisted at fires in Wolfeboro and New Durham in the past weeks. Chairman Albee had a question from a resident about putting a steel roof on top of a shingled roof. Chief Thompson said that it could be done. The person in question should contact the department.
The Selectmen denied the request by James Greenwood to reconsider his abatement.
Chairman Albee made a motion to deny any further abatement for Judith Crouse. Seconded by Selectman Weeks with all in favor.
The public meeting was adjourned at 10:03 am.
At approximately 10:05 Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a taxpayer issue. Chairman Albee seconded the motion. Roll call: Chairman Albee – yes, Selectman Weeks – yes, Selectman Stockman – yes.
