MEETING OF THE SELECTMEN

Selectmen present: Chip Albee, Susan Weeks and Bill Stockman.

Chairman Albee called the meeting to order at 9:00 am.  The first order of business was review of the minutes. Selectman Weeks made a motion to accept the minutes as written. Seconded by Selectman Stockman with all in favor.

 

At approximately 9 am Selectmen met with Jean and Robert Grady and their attorney Earl McLetchie regarding the naming of Samm Lane. The Gradys were not happy about the name of the road and were upset that they did not get the notification that a decision was going to be made last week. The letter was not sent to the Mirror Lake address, as there are 2 different addresses for the Grady Trust. Attorney McLetchie gave a brief history of the sale of the lot to Moraros. Mr. & Mrs. Grady would like to have the road renamed and do not want the sign for Samm Lane on their property. The Selectmen stated that the name was required for 911 purposes and that the notification was just a courtesy. Chairman Albee advised that the Selectmen could have put any name on the road and he was not interested in changing the name since both parties were not able to participate at the same time. Selectman Weeks suggested scheduling it as another agenda item so that both parties could attend. The Selectmen were in agreement. Selectman Weeks made a motion to put it on the agenda for Monday 7/31.

 

The Selectmen were invited to the Mirror Lake Protective Association annual meeting on Saturday 7/22. There were several important items on the agenda. Chairman Albee said that he would try to attend.

 

Chairman Albee reported that the NH Department of Safety denied the petition regarding Lower Beech Pond.

 

Time Warner sent a letter informing the town that the transfer from Adelphia will close on 7/31/06. A sample of the letter to be sent to residents was attached.

 

The Selectmen discussed the H. E. Bergeron agreement on the Public Safety Building project. Selectman Weeks said that she would like to wait on this since she has asked White Mountain Survey to also bid on this project. She will contact Ed Bergeron and Jim Rines of WMS.

 

Selectman Stockman made a motion to approve the application for Elderly Exemption for Helen Wilson. Seconded by Chairman Albee with all in favor.

 

Selectman Weeks made a motion to reappoint Betsy McCarthy to the Parks and Recreation Commission. Seconded by Selectman Stockman with all in favor.

 

The Selectmen discussed the application for final payment by Moores Marine for the work completed on the County Road Bridge. Ed Bergeron confirmed the amount owed. Chairman Albee advised he had inspected the bridge last Friday and everything seemed fine. Selectman Weeks made a motion to approve the final payment to Moores Marine. Seconded by Selectman Stockman with all in favor.

 

Selectman Weeks reported on the Islanders Association Meeting attended by Selectman Weeks, Chairman Albee, Police Chief Shagoury and Fire Chief Thompson. The Selectmen rode over on the airboat. Approximately 30 people attended the meeting and were mainly interested in emergency response. There was minimal interest in assessments. The Selectmen returned on the fireboat and had the opportunity to review the Phaneuf and Albert properties from last week. They also looked at the town beach on Cow Island and found that someone had put in a mooring and some trees had come down.

 

The Selectmen discussed the Phaneuf property on Chase Island. After viewing the site they found all the lots and cottages appeared to be very similar. The original subdivision paperwork shows the lots having 100 feet of frontage and no additional information had been submitted that showed otherwise. The Selectmen felt the assessment was fair. Chairman Albee made a motion to deny the abatement application. Seconded by Selectman Weeks with all in favor.

 

The Selectmen next discussed the Albert property. Selectman Weeks had also made a visit to the property last week. The frontage on the lake has significant water problems and is only 50 feet wide with 20 feet not usable because of the brook. The back of the property is affected by rights of way. Selectman Weeks made a motion to change the condition of the waterfront to 90% by removing the +10 factor for view, changing the beach from +25 to +5 and increasing the deduction for the stream to –15. The condition for the landline was reduced to 75 from 90. This would result in a total assessment of approximately $670,000.00. Seconded by Chairman Albee with all in favor.

 

Selectman Weeks made a motion to appoint Christopher Morgan as a firefighter as per Chief Thompson’s recommendation. Seconded by Selectman Stockman with all in favor.

 

The Cheney easement was mentioned briefly and it was hoped that the title issue would be worked out soon.

 

Selectman Stockman reported that the town office has been scraped and cleaned in preparation for it to be painted. A local painter has offered to do the entire job for $5000.00. The Selectmen accepted the offer and approved the painting.

 

Chairman Albee said that an issue came up at the last ZBA meeting, which he had attended, regarding building permits. They are only good for one year unless renewed. This information should be on the application. The code officer will make the revision.

 

Selectman Weeks stated that the Lang Pond Road culvert would require an application to the Wetlands board. Chairman Albee said that the parking would need to be addressed at the same time. He has left a message for the Road Agent. Selectman Weeks will contact Ed Bergeron about the Dearborn property and also speak to him about the culvert.

 

Selectman Weeks read the notice in the paper regarding the Lakes Region Household Hazardous Product Facility. The notice states that Tuftonboro residents can dispose of their hazardous waste at the facility every 3rd Saturday from May to October and gave some reimbursement information. Selectman Weeks wanted to make it clear that the town will reimburse $40 per household per year. 

 

Chairman Albee reviewed the expenditure report year to date and asked to have all department heads justify anything over 60%.

 

Chairman Albee asked Chief Shagoury to include the 19 Mile Bay Beach in the department’s patrol. He received a complaint about raucous behavior and bad language over the weekend.

 

At approximately 9:45 Selectman met with Police Chief Shagoury. Chief Shagoury reported that Officer Sheehy has given her notice and is leaving the department. Her last day will be 7/27/06 and she has taken a job with the state as a Forest Fire Ranger. Officer Sheehy is still under the 36-month training contract with 14 months to go and $4600.00 owed and she inquired as to how long she has to pay it back. The Selectmen asked to have Officer Sheehy present them with a reimbursement plan for them to review. The Selectmen asked Chief Shagoury to find out if Officer Sheehy would be able to work part-time for the town, possibly through the summer.

 

Chairman Albee reported that Knoxland Equipment picked up the loader for repair and a loaner was dropped off. They are willing to work with the town and make some accommodation for the cost.  Knoxland has been in touch with Terex regarding the problem.

 

Selectman Weeks has researched the Transfer Station deed with Fred Sargent and found that the town has a preliminary deed, which states that once the survey is completed a final deed is to be issued. This never happened.  The locations of the rights-of-way need to be defined for the final deed. Selectman Weeks will do more research and get the information to Town Counsel.

 

Chief Shagoury reported 2 more cruisers will be upgraded through Project 54.

 

Chairman Albee asked the chief to continue his contact with Chief Kinmond regarding the speed display signs.

 

Chairman Albee asked for a treasurer’s report for next Monday.
