MEETING OF THE SELECTMEN

Selectmen present: Chip Albee, Susan Weeks and Bill Stockman.

Chairman Albee called the meeting to order at 9:00 am.  The first order of business was review of the minutes. Corrections were made by Chairman Albee. Selectman Weeks made a motion to accept the minutes as corrected. Seconded by Selectman Stockman with all in favor.

 

Selectman Weeks said that she would follow-up on contacting Attorneys Ryan and Sullivan regarding the Cheney easement.

 

Chairman Albee advised that he had contacted Avitar regarding the outstanding abatements. All but two were received Wednesday and reviewed by the Selectmen on Thursday. Selectman Weeks advised that she wrote a letter of explanation to Avitar concerning what exactly the selectmen were looking for in Avitar’s assessment of narrow waterfront lots, as it may not have been clear the first time around.

 

Chairman Albee advised that he was not able to get in touch with anyone at MRI regarding the Town Administrator assessment.

 

An e-mail has been forwarded to Scott Marsh of MRI regarding the sample letter he was to provide for the Selectmen.

 

Selectman Weeks said she has heard from Transfer Station Supervisor Fred Sargent that there are some concerns regarding the recent construction. The Selectmen will review the original contract and do an on-site inspection with Paul Kimball. Joe Klementovich from HEB will also be contacted.

 

Chairman Albee said that at some point the selectmen should discuss installing the red and green lights. Selectman Weeks said that the Transfer Station personnel feel they are not needed. There is still some money left in the Transfer Station Project budget but it was noted that the pavement striping still has to be done.

 

The Selectmen discussed the Shane abatement (PID 28-3-1), which had been denied last week. There were a couple of minor physical data corrections made which decreased the value by $15,800. The Selectmen approved an abatement for $15,800.

 

The Selectmen discussed the abatement application from Lynn Chesinas (PID 55-1-6-3), which had been initially overlooked because a response had already been made to a letter from the property owner. The physical data changes were made in time for the 2005 bill so the Selectmen denied the abatement.

 

The Selectmen approved the abatement for Trapasso (PID 25-1-19 / 25-1-20). The properties have since been merged.

 

The Selectmen approved and signed the following:

  • Appointments to Conservation Commission for Garabedian and Wood, which had been approved last week
  • Transfer Station Agreement for YMCA – Camp Northwoods
  • Intent to Excavate for Carleton
  • Lakes Region Humane Society Contract
  • Right of Burial for Chiappisi

 

Selectman Weeks made a motion to appoint Jerome Light as Conservation Commission Alternate. Seconded by Selectman Stockman with all in favor. Lee White had declined the appointment.

 

At approximately 9:15 Selectmen met with Peter Olkkola who is a candidate for County Commissioner in the 2nd district. Mr. Olkkola said that he had 2 major issues that he wanted to focus on.

  1. The county budget – he felt that spending was out of control
  2. The county nursing home – there were issues last summer and Mr. Olkkola felt the employees were not treated properly. Mr. Olkkola said that he wanted to see a feasibility study done and that maybe the county should get out of the nursing home business.

Chairman Albee said that his concern was the lack of representation on a local level in determining the county budget. The towns have no power over how the money is spent. Tuftonboro’s share this past year was ¾ of a million dollars.

 

Chairman Albee read a warrant article from the 1953 Town Report in which the town accepted a deed from Irving Hersey conveying to the town a highway easement.  This concerns the issue previously discussed regarding the Mirror Lake right-of-way (ROW) on Lang Pond Road. The Selectmen will review the plans and then make a site visit after the meeting today. Chairman Albee was concerned that because it is the 4th of July that there be no problems with the public use of this ROW.

 

Chairman Albee said he was willing to review the volumes of paper from the US Bankruptcy Court regarding the sale of Adelphia to Time Warner.

 

The Selectmen reviewed the expenditure report. Several items are to be discussed next week.

 

Selectman Weeks reported that she had attended the public hearing on Friday regarding a petition to reduce the horsepower of boats on Beech Pond. About 50 people, most of whom opposed the petition, attended the hearing. The hearing’s purpose was to gather testimony after which the Department of Safety will consider and then make a recommendation.

 

The Selectmen will make a list of paint contractors to bid on painting the town office.

 

Joe Kowalski put together a book on the history of the Boston Post Cane to be presented to Richard Lovatt, the latest recipient. Selectman Weeks said that it will be added to and copies made and then it is to be given to Mr. Lovatt.

 

The meeting next week, at the Town House, is scheduled for 4:30 with the public hearing on the Dearborn property at 5:30.

 

The meeting was adjourned at 9:45 am.
