Selectman Weeks called the meeting to order at 9:00 am.  The first order of business was review of the minutes. Selectman Weeks made a motion to accept the minutes as written. Seconded by Selectman Stockman with all in favor.

 

Selectman Weeks reported on the walk around of the Dearborn property with the Planning Board and Conservation Commission. There were no issues so a public hearing can now be scheduled. The Selectmen decided to schedule the hearing for Monday June 26th at 10 am at the Town House.

 

Selectman Stockman reported that the dry hydrant has been removed from the Williams’ property and grass seed was put down at the site.

 

Selectman Weeks advised that the Administrative Assistant’s report of the NH Emergency Management conference call is available if anyone wants to read it.

 

At approximately 9:05 Selectmen met with Scott Marsh from MRI. Mr. Marsh was there at the request of the Selectmen to discuss 2 Land Use Change Tax forms he had submitted and a sales survey recommendation. Mr. Marsh explained why he taxed the Colby acreage for excess acreage instead of a building lot. Selectman Weeks responded that the town allows 2 residences on one lot and that the original 4 acres is actively used for storage. Mr. Marsh said he was not aware of that and would revise the form. The LUCT form for Boggs was issued because Mr. Marsh found a parking area in addition to the storage shed. The Selectman approved the recommendation. The sales review memo in which Mr. Marsh suggested a review of properties that were showing wide ranges of ratios. He felt that the sales should be reviewed to verify that the physical data is correct and that they are qualified sales. The Selectmen were not inclined to do that at this time so Mr. Marsh suggested sending letters requesting information in regards to the type of sale and physical data. The Selectmen asked Mr. Marsh to send a sample of the letter for their review.

 

The Selectmen approved and signed the following:

  • Appointment of Firefighter for Sundquist
  • Gravel Tax Levy for Carleton
  • NHEC Application for New Service at the Transfer Station
  • Change order for additional work at the Transfer Station in the amount of $6267.50

 

Selectman Stockman will speak to Richard Lovett regarding the Boston Post Cane.

 

Selectman Weeks advised that a notice had been received to advise the town that Pier 19 was going to be treated for milfoil on or about June 5th. The treated area is about 2 acres and will not affect the town beach but will affect Union Wharf. No swimming will be allowed for 7 days in the treated area and the water cannot be used for drinking, irrigation or mixing sprays for agriculture or ornamental plants until further notice. Warning signs will be posted. Selectman Weeks commented that she was surprised that some one can order this to be done without coming to the town.

 

The NH Electric Coop request for a review of their abatement denial will be forwarded to Avitar.

 

Selectman Weeks announced that the following board members terms expire at the end of this month.

  • Planning Board – Tony Lyon, Rick Friend
  • Conservation Commission – Ann Hackl, Win Wood, Jerome Light
  • Parks & Rec – Ted Bense, Betsy McCarthy, Laurie Weir

 

Selectman Stockman advised that Ann Hackl wishes to step down from the Conservation Commission and that Lee White would like to be reappointed.

 

The boards will be contacted for recommendations.

 

Selectman Weeks asked for another folder for correspondence.

 

At approximately 9:30 Selectmen met with Gerry Holmberg regarding the reclamation plan for his gravel pit. Selectman Weeks said that because of its location it has a lot of public interest. Mr. Holmberg explained that he is looking to move his septic system closer to 109A in order to create a landscape berm to provide a visual barrier of the gravel pit. He is also looking to relocate the existing driveway. As far as the actual pit reclamation is concerned, he will establish slopes starting at Sandy Knoll and seed the property to turn it into fields. It will extend to where it abuts the Bean property in back. Mr. Holmberg already has a stockpile of topsoil that he can use since it will take quite a bit of topsoil to cover 4 inches over the whole area. In regards to his new septic design, Selectman Weeks advised Mr. Holmberg to go to the Planning Board for a preliminary discussion of his future plans in order to help everyone understand what is going on.

 

The Code Officer has been called for jury duty this week.

 

At approximately 9:40 Selectmen met with Chief Shagoury. Chief Shagoury reported that he has been looking into accreditation by the state affiliation program before it ends. Chief Shagoury will be sending a letter of intent for compliance with about 100 standards to get this accreditation. The Chief also reported on a cruiser accident last week. An officer was responding to a call in Wolfeboro. The Wolfeboro PD is investigating. There appears to be little damage to the vehicle. The holiday weekend was quiet. The new computer system is almost 100% complete. The new software will allow better tracking of all activities.

 

The e-mail from Jeff Foote will be referred to Avitar to suggest wording for the Selectmen to respond.

 

Selectmen Weeks mentioned a reported incident at the Transfer Station in which a contract worker yelled and cursed at a resident.

 

The Island Rubbish Pickup is scheduled for Saturday July 29th – it just has to be confirmed with Supervisor Fred Sargent.

 

Selectman Weeks reported on a meeting held on 5/31 at the Transfer Station with Jay Poulin, Fred Sargent, Scott Greenwood and Joe Kowalski. A complete walk around was done to determine signage for the new traffic pattern. Kimball’s Lumber Center is just about done. Atlantic Leasing can then move the compactor. It is hoped that the renovation project can be continued next year to improve recycling. Additional paving was done–a driveway to the compactor for trash haulers to pull up to the compactor was paved further to connect with the main compactor access area. The lights may now have to be installed.

 

Selectman Weeks reported that about 40 people attended the Planning Board public forum held last Thursday. The Board was very pleased with the participation by the public.

 

Selectman Stockman reported that he is coordinating an evening meeting with the cemetery trustees, the sexton, Cory Hunter and the Selectmen.  It is to be a general discussion of various issues concerning the old and new cemeteries. Office staff will also be invited.

 

Selectman Stockman has had questions about whose responsibility it is to clean up 20 Mile Bay Beach. Selectman Weeks stated that the beach is entirely in the state ROW so the state has done a lot of work to repair the beach area. The issue, however, will be brought to the road agents attention.

 

At approximately 10:10 Selectmen met with Blake Cullimore of MRI. Mr. Cullimore is working on an assessment of the Town Administrator position for the Selectmen and was there to give a quick update. He has interviewed quite a number of the staff and will put it all together this week and have a draft for the Selectmen for next Monday. It will include an overview of what was done, a conclusion and provide 3 alternative approaches for consideration.  Mr. Cullimore would then meet with the Selectmen the following Monday. The purpose of the draft is for each of the Selectmen to consider and comment individually.
