MEETING OF THE SELECTMEN

Selectmen present:  Chip Albee, Susan Weeks and Bill Stockman.

 

Selectmen reviewed mail, which included: Memo re: Ice rink; Memo re: Pine View; Wetlands & Non-site Specific Permit for River Reach Boat Club, Zadeda Farms; Property Transfers from Wendy Arguin to Ann Styffe, Michael Kennedy & Jacqueline Hughes to Elizabeth Gagne, Alfred & Marian Formichella to Formichella Trust, Jon Hanson to Jon Hansen et al; Copy of letter NHDES re: well monitoring; GWRSD re: Town of New Durham withdrawal study committee; Info re: drinking water protection workshop; Response from Bill Williams re: maintenance of new lot; NHLA Lakeside Newsletter; Jeb Bradley re: Town Office hours 4/18/06 from 3-4 pm; Business Review; Pre-construction Meeting Minutes 4/6/06 and map of revised traffic pattern.

 

Minutes: The Selectmen’s meeting minutes of 4/10/06 were approved as corrected. The non-public minutes of 4/10/06 were approved as written.

Chairman Albee called the meeting to order at 9:00 am. The first order of business was approval of the minutes. Chairman Albee and Selectman Weeks suggested minor revisions. Selectman Stockman made a motion to accept the minutes with the revisions. Seconded by Chairman Albee with all in favor. Selectman Weeks made a motion to accept the non-public minutes as written. Seconded by Selectman Stockman with all in favor.

 

At approximately 9:05 Selectmen met with Sheila Adams, owner of the Pine View Lodge. Ms. Adams and her husband are opening a restaurant and pub, The Pine Cone Café, on the premises. The opening is scheduled for April 22nd and they were just informed by the liquor commissioner that a letter is needed stating that the Selectmen have no objection to the establishment getting a liquor license. The Selectmen said they had no objection. A letter will be drafted for Ms. Adams to pick up before Wednesday when she is scheduled to meet with the commissioner.

 

At approximately 9:10 Selectmen met with Ann Hackl, Chairman of the Conservation Commission. Ms. Hackl had drafted, along with Noreen Mc Donald of the USDA, a letter of application to the state conservationist for additional grant money for the Cheney easement. Ms. McDonald had advised that if there were a signed Purchase and Sales Agreement in place before the deadline of 5/11/06 it would strengthen the case for additional funds. Chairman Albee will contact Attorney Ryan to draft a Purchase and Sales Agreement. The letter will be held in the event the agreement is signed in time to include in the letter. The Selectmen also discussed process and workflow of the Commission and asked Ms. Hackl for written guidelines and how better to utilize the new secretary’s time. Ms. Hackl said this would be discussed at tonight’s commission meeting.

 

At approximately 9:20 Selectmen met with Fire Chief Adam Thompson. The Chief reported 73 fire, 29 medical and 14 service calls for a total of 116 calls. There were 14 oil burner inspections, 2 life safety visits and 1 woodstove inspection. The new lieutenant is doing well. Cheryl Williams of 231 Middle Road has requested that the dry hydrant on her property be removed as she is in the process of selling the property. Chief Thompson said that the fire pond is needed and is one of the best for the area. Selectman Weeks said she is not comfortable removing it and that the original agreement does not address removal. Chief Thompson said the fire pond at the library is in need of work and will start clearing it out in case it is needed. The Selectmen suggested talking to the owner and town counsel, as they are not in favor of rushing its removal. The Selectmen thought it an asset to the property. Chief Thompson reported that 7 members took part in a controlled burn in Moultonborough recently and gained some valuable fire fighting experience. The department has been working on the safety concerns brought to their attention by a safety inspection done by Lane Evans. All concerns have been resolved except for fire cabinets for flammable materials for which there is no money in the budget at this time. Chief Thompson stated that fire permits would stop being issued when it is declared a Class IV fire danger day. Chief Thompson will inspect the work being done at the Transfer Station to make sure it is up to code. Chief Thompson recommends fire detection systems in all town buildings. Chairman Albee asked the chief for a recommendation as to what type of system.

 

Selectmen approved and signed the following:

  • Timber Tax Levy for Whitten, Townsend, Sargent, Lake & Lodge
  • Application for Veterans Credit for Illingworth
  • Current Use Applications for Davis, Belville, Thompson, Lyon (2)
  • Intent to Cut for Whitten

 

The Current Use Application for Jane Kelly was held for further review. The Intent to Cut for RAM Properties Limited Partnership was held. The owner will be asked to post a bond before the Intent is signed.

The Selectmen approved the request by Eric Roseen, Chairman of Parks & Rec, to cut the ice rink down to 60 x 100 feet.

 

Chairman Albee reported that the Town of New Durham has started preliminary work on withdrawing from the school district. A withdrawal study committee must now be formed and one of the selectmen must be member. Selectman Weeks volunteered. Chairman Albee said he would fill in as needed. The committee will meet the 2nd and 4th Mondays of the month with the report due in 180 days.

 

Selectmen reviewed the one response to the request for interest in maintenance of the abutting property to the Town Office. Selectman Weeks made a motion to hire Bill Williams to maintain that property. Seconded by Chairman Albee with all in favor.

 

A representative from Congressman Bradley’s office will be at the Town Office tomorrow 4/18 from 3 – 4 pm.

 

Selectman Weeks reported that 5 candidates have been interviewed to date for the Code Officer position. There will be an executive session to discuss the issue. In addition the Selectmen will discuss the purchase of property for the safety building in executive session.

 

Selectman Weeks also reported that new signs are being made for the beaches with the wording in compliance with the new regulations. The signs are the same size but with a different font.

 

The Selectmen discussed the problem of the corduroy road at the beach being exposed at different times of the year. It may have to be roped off and signs put up.

 

The Administrative Assistant reported that not having someone in the code office is becoming an issue as no one is signing permits. The Selectmen advised that Lane Evans would be signing them for the time being.

 

The public meeting was adjourned at 10:00.

 

At approximately 10:00 Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (d) to discuss a land purchase. Selectman Stockman seconded the motion. Roll call: Chairman Albee – yes, Selectman Weeks – yes, Selectman Stockman – yes.
