MEETING OF THE SELECTMEN

Selectmen present:  Bill Stockman, Chip Albee and Susan Weeks.

 

Selectmen reviewed mail, which included: Building Permits for Laurie & Ray Leslie, Kate Nesbit, Dan & Raina Chick, Stephen Farrell, Laine Jones, Warren Shatzer; Sign Permit for Dave Adams; Property Transfers from Robert Reed to Wilma Lewis et al, Allen Family Trust to Edward Riordan Revocable Trust; Standard Dredge & Fill Application for Suzanne Davis; Minimum Impact Expedited Application for River Reach Boat Club; NHDES Supplemental Site Investigation for Richard E. Minutes: The Selectmen’s meeting minutes of 3/06/06 were approved as revised and the minutes of the non-public meetings of 3/06/06 were approved.

 

Items for Signature:  Intent to Cut for Catherine Nesbit; Abatement for James Richardson; Abatement Recommendations from Avitar.

 

At approximately 10:30 Selectman Weeks gave an update on an issue discussed last week. The owner of the property being considered for the Public Safety building decided to accept another offer on his property so this piece of land is no longer an option for the town.

 

Chairman Stockman reported speaking to Wayne Cheney and Ann Hackl regarding the Cheney warrant article. It was decided to go with the article as written and not make any amendments to avoid any perception of a prior deal.

 

The Selectmen discussed the request by Tamworth for support of their brief in the upcoming appeal to the NH Supreme Court by Motorsports Holdings.  The issue is the threat to local control regarding more restrictive rules on wetlands issues. The Selectmen would like more info on the brief before making a decision.

 

Selectman Weeks, after speaking to Paul Kimball, reported that the chimney at the Town House has to be repaired or removed and should be done prior to the roof being shingled. Paul Kimball also mentioned there was an old furnace in the attic which can also be removed. As long as there are no architectural concerns with the chimney the Selectmen will go with the least expensive plan.

 

Selectman Weeks will take the afternoon and work on the title for the land purchase by the town. This is the lot adjacent to the Town Office.

 

The Selectmen discussed the request by Ed Bergeron for specific information on their evaluation of the work done on the County Road Bridge. In rating Bergeron satisfactory it was felt that some of the problems with the contractor could be assigned to the engineer. Not all of the blame could be attributed to Moores. A letter will be drafted for the Selectmen to sign next week.

 

The Selectmen stated they appreciated the check for payment in lieu of taxes from Camp Sentinel.

 

Selectman Weeks handed out her revised Power Point presentation for the Selectmen to review.

 

The Selectmen reviewed the abatement request for James Richardson. Mr. Richardson’s request had initially been denied but after further investigation it was found that an error had been made. A motion was made by Selectman Weeks to approve the abatement for James Richardson. Seconded by Selectman Albee with all in favor.

 

The following abatements will be held for further review:

  • Douglas Barnard – can Selectman establish a reasonable value?
  • Laurie McLaughlin – Selectman Weeks will check at the registry for any information on “green space”
  • Dennis Flint – Will have Avitar look at other comparables as listed by Selectman Albee

 

The response by Avitar on the Poirier abatement was reviewed. Mr. Poirier has already received an abatement for economic contamination so no additional abatement was recommended. Selectman Weeks made a motion to accept Avitar’s recommendation to deny any further abatement for Bert Poirier. Seconded by Selectman Albee with all in favor.

At approximately 11:10 Selectmen met with Code Officer Ted Wright. Mr. Wright reported that it has been slow for a while but is now starting to pick up again. Mr. Wright submitted a form for a Certificate of Occupancy for a Temporary Mobile Home to the Selectmen for review. The Selectmen approved the form.
