MEETING OF THE SELECTMEN

Selectmen present:  Bill Stockman, Chip Albee and Susan Weeks.

Minutes: The Selectmen’s meeting minutes of 2/6/06 were approved. The 2/6/06 non-public minutes were also approved as written.

 

Items for Signature:  Appointment of Police Sergeant – Jason Boucher; Application for Current Use for Piper; Contractor and Consultant Performance Evaluation for the County Road Bridge project.

 

At approximately 9:00 Selectmen met with Nat Crane. Mr. Crane stated that there is a tremendous amount of traffic that attempts to drive down Willand Road thinking they can get to Route 171. He has had to help people quite a few times because they become stuck as it is a class VI, non-maintained road. Mr. Crane asked for a sign to be placed at the junction of the three-way stop that tells people it is not a through road or pass at your own risk. After some discussion the Selectmen said they would have to investigate the proper wording for the sign but that it should be placed at the corner of Burleigh Road. The Selectmen also said there might be other roads needing the same signage.

 

Selectman Weeks asked town counsel to draw up an agreement for James Dunn who last week asked for permission provide trash pickup in Tuftonboro and dump at the Transfer Station.

 

After reading the minutes the Selectmen realized that Selectman Albee was not given permission to contact the camps as he had requested. Selectman Weeks made a motion to grant Selectman Albee permission to contact the camps regarding payment in lieu of taxes. Seconded by Chairman Stockman with all in favor.

 

Selectman Albee said that he would talk to Scott Greenwood at the Transfer Station and ask him to attend the Selectmen’s meeting in place of Fred Sargent on the second Monday of the month.

 

Selectmen approved and signed the Application for Current Use for the Piper Trusts.

 

Selectman Weeks addressed the letter from Bill Kaiser in which he requested removing several links from the town website since he did not get permission for a link to his site. After some discussion the Selectmen decided that the town website should only pertain to town business and all links to other organizations and businesses and regional publications should be removed. Selectman Weeks will speak to Lisa Herder who maintains the website.

 

Joe Kowalski was referred to the state for information regarding groundwater testing regulations for closed landfills.

 

An appointment will be set up with MRI and the Laase’s regarding their appeal to the BTLA re: 2004 taxes.

 

The Selectmen received information from Ed Bergeron regarding the repair of the High Street Bridge. It could possibly be done by the state and still be eligible for the 80% reimbursement. This issue will have to be addressed this year.

 

The Budget Committee is having a budget workshop tonight at 6 pm. The Public Hearing on the budget is Tuesday at 7 pm.

 

Selectman Weeks spoke to Wes Flierl who will do the final inspection of the Town House. If all is well the check for Kimball’s will be released.

 

Chairman Stockman said he would repair the glass on the bulletin board that is adjacent to the front door at the Town House. Apparently the wind blew 2 panes loose with one of them breaking.

 

The Selectmen filled out the contractor and consultant performance evaluations as required by the state in conjunction with the bridge aid reimbursement.

 

At approximately 10 am Chief Shagoury introduced the candidate for Police Sergeant Jason Boucher. The Selectmen signed the appointment and Town Clerk Heather Cubeddu swore in Mr. Boucher.

 

The meeting was adjourned at 10:05 am at which time the Selectmen went into a budget work session.
