The Selectmen’s meeting minutes of 12/19/05 were approved with additions.

At approximately 3 pm
Selectmen met with Richard Croteau. Mr. Croteau was questioning the requirement
for a survey made by the Code Officer as he had the property surveyed in 1993.
The Selectmen advised that since the building will be in the setback a survey
of just that area would be all that was needed.
Mr. Croteau does need a variance so the ZBA has to know how far into the
setback the building would be. The Code Officer also has to make sure the
building is in the right place. A discussion then ensued about the issue of
requiring the survey since some felt that property owners should know their
property. Selectman Weeks stated that it is much better to do a survey now than
find the problem later with potentially more expense. There have been occasions
where monuments have been moved and blazes removed or put in the wrong place.
This is especially a concern with substandard lots. A surveyor would not have
to do a full-blown survey but just fix the points where the building would
possibly infringe on setbacks.
At approximately 3:20
Selectmen met with David Hynes of the Department of Revenue Administration. Mr.
Hynes submitted his final report on the revaluation. Mr. Hynes alleged that
there were disproportionate values between current use lots with buildings
compared to lots not in current use with buildings. The properties not in
current use are being assessed at a higher rate. Otherwise he found everything
in line.
At approximately 3:55
Selectmen met with Eric Roseen, chairman of the Parks and Rec Committee. Mr.
Roseen presented the budget for the committee. The following requests were
made:
- Increase
payment to Wolfeboro to $15,000
- Replace
2 benches at playground
- Increase
number of benches for ball field
- Four
square and horseshoes for beach
- Landscaping
around pavilion
- Lifeguards
The Selectmen advised that they do not see a need for
lifeguards. The issue was put on hold. The Selectmen did not approve the
increase for Wolfeboro. The Selectmen also requested that the flag at the beach
not be illuminated.
Mr. Roseen reported that the shed would finally be built this
year by the Kingswood VOTECH. Selectmen approved the $36,000 budget.
At approximately 3:50
Selectmen met with Road Agent Steve Hunter who presented his budget. The
following categories were increased by 5%:

- Winter
maintenance
- Road
construction
A question was raised about painting lines on town roads.
Chairman Stockman and Selectman Weeks spoke in favor saying that it is a safety
issue. The Selectmen agreed to add a line item for Road Striping at $4,500.
This will stripe about 10 miles of road. The roads selected were:
- Union
Wharf Road
- Ledge
Hill Road
- Sodom
Road
- Durgin
Road
Total budget of $339,250 was approved.
The following roads were scheduled for paving:
- Sodom
Road
- New
Road
- North
Line Road
- County
Road
The total paving budget was approved at $185,000.
At approximately 4:30
Selectmen met with Code Officer Ted Wright. Mr. Wright announced he would be
resigning sometime in April. The Selectmen discussed the need to go from a part
time position to a possible fulltime position or even 2 part-time positions.
The Selectmen felt they needed to work out the wage scale first before
deciding. Mr. Wright reported there have been 248 new homes on previously
undeveloped land in the last five years. Mr. Wright said that he was still
checking into getting the car fixed.
At approximately 4:45
Selectmen met with Fire Chief Adam Thompson. Chief Thompson submitted his
budget, which the Selectmen will review in the coming week. The numbers are not
final due to the salary unknowns. The Chief reported a total of 472 calls for
2005 and 6 so far this year.
The Selectmen decided to hold another work session on
Tuesday at 1:30 to work on budgets
and the wage charts.
The Selectmen have scheduled a meeting for Tuesday January
17th at 9 am because of the
Monday holiday.
The Selectmen also voted to change their regular meeting
time to Monday mornings at 9 am
starting January 23rd.

The NH Humane Society Contract was signed at a previous work
session.
Selectman Weeks reported that the Transfer Station project
is going out for bid this week.
Selectman Weeks reported that Chairman Stockman and
Selectman Weeks had walked the properties being considered for the public
safety building. There has been no decision or offer made as yet but a decision
needs to be made soon.
Selectman Weeks presented a map of the town showing the
5-mile radius of the current coverage of the Fire Department and the coverage
with the safety building in the central location. The new site covers the
entire town except Wildwood Estates -covering almost as much as the 2 current
buildings plus Hidden Valley.
The central location would also speed up response time when taking into
consideration where the firefighters live.
Chairman Stockman reported that he has received the Cheney
conservation plan. He has talked to Noreen McDonald of the USDA and George
Lamprey. Mr. Lamprey advised he would have the updated assessment in about a
week.
The Selectmen have reviewed the proposed easement and are
waiting to hear from Attorney Ryan. Selectman Albee will contact him.
Selectman Weeks reported that the Town House is almost done
and that a decision was made to replace the back step with a concrete pad and
sidewalk to the front of the building at a cost of $1200.
