Minutes: The Selectmen’s meeting minutes of 9/12/05 were approved as corrected.

 

Items for Signature: Intent to Excavate (8) for Melvin Bean; MAAP Technical Agreement with Dept. of Safety; Letter Agreement with H. E. Bergeron re: Zadeda.

 

Selectmen discussed William Christian’s issue from last week in which he claimed he was overtaxed for acreage that had been transferred due to a boundary line adjustment. The Administrative Assistant confirmed that this was the case but it was noted that it is too late to file for an abatement and there is no provision to refund prior years over taxation. NHDRA will be contacted to see what actions the Selectmen can take regarding this.

 

The Budget Committee will have an organizational meeting and review the current budget on Tuesday September 27th at 6 pm.

 

Parks & Rec is hosting a Town Picnic to celebrate the new pavilion and dedicate the new flagpole at 19 Mile Beach on Sunday September 25th at 1 pm, rain or shine.

 

Selectman Weeks reported that she along with Chiefs Shagoury and Thompson toured the Public Safety Building in Madbury last week with architect Mo Gagnon. The facility, built in 2002 at a cost of $900,000.00, is just over 11,000 sf and houses the fire and police departments. The cost of the building does not include land, as Madbury already owned the land. The population is about 1600 people. It has become apparent that Tuftonboro will need about 15,000 sf. The representatives from Madbury had not used an architect and recommended that we should. Visits to other facilities will be scheduled. A property on Middle Road, which is not known to be available at this time but might be soon, was suggested as a possible site for the Public Safety Building.

 

Selectmen Weeks attended the pre-bid meeting at the Transfer Station on Friday; no contractors showed up. Jay Poulin of HEB felt that the town would not have any bidders, as it is a relatively small project and that there has been no interest to date. Mr. Poulin suggested doing a rebid in December with the work to be completed in the spring. In the meantime he will contact people who may be interested by that time.

Selectman Albee suggested that maybe the work could be split into smaller parts. Selectman Weeks will speak to the engineer.

 

Work is still progressing on the Town House. Selectman Weeks will meet with contractor Paul Kimball to go over replacing the outside lights.

 

Selectman Albee reported that he has received a request from 2 ZBA members to speak to the Code Officer about the increase in equitable waivers for setbacks that have come before the board. Selectman Albee will speak to the Code Officer and ask him to be clearer when speaking to owners and/or contractors as to when a survey is needed.

 

Selectmen discussed the response from Hadley Moores of Moores Marine regarding disagreement on materials and the penalty imposed for not finishing the project on time. It has been noted that the caps have not been put on the posts at the bridge as of today. HEB will be consulted before the check for Moores is released.

 

Selectman Weeks said she has received several compliments regarding the police and fire departments. The comments mentioned what a fine job they do and how hard they work.

 

Selectmen reviewed the Safety Policy proposed by the Joint Loss Management Committee. A couple of minor changes were proposed and will be brought before the committee at tonight’s meeting. If the committee is in agreement the Selectmen will sign the document next week.

 

Selectmen next discussed the request by former Town Clerk for copies of records. Selectman Weeks will check with the town attorney.

 

The Selectmen reviewed the H. E. Bergeron contract to review the sub-division plan proposed by Zadeda on Durgin Road. They will check the data and numbers submitted by the developer’s engineer. The town will pay for the contract but will be reimbursed by the developer. Selectman Albee made a motion to approve the contract. Seconded by Selectman Weeks with all in favor.

 

Selectmen reviewed the Intents to Excavate from Melvin Bean. Mr. Bean was required by the state gravel tax appraiser to submit intents back to 1998 in order to be in compliance. Motion to sign made by Selectman Weeks, Seconded by Selectman Albee with all in favor.

 

Joe Kowalski reminded the Selectmen about the wage chart and health benefits issue as the Budget Committee has scheduled their first meeting.

 

Selectman Weeks made a motion to approve the Office of Information Technology Technical Agreement for MAAP Project (new motor vehicle). Seconded by Selectman Albee with all in favor.

 

The Adelphia Public Hearing is scheduled for Monday September 26th at 3 pm at the Selectmen’s meeting.

 

The letter from Gary Chehames has been referred to Avitar.

 

At approximately 4:05 Selectmen met with Fire Chief Adam Thompson. Chief Thompson reported 201 fire, 97 medical, 31 service and 4 paramedic interrupt calls to date. There have been 27 oil burner and 5 gas inspections. The Chief also reported the department responded to a structure fire at 3 Hidden Valley Drive earlier Sunday morning. The house, a total loss, had been burning a couple of hours before being noticed by a neighbor. Later that day the department responded to a report of an oil spill at 46 Angela Drive. The tank in the basement leaked about 120 gallons of oil before the department was called and contained it. The sump pump in the basement pumped some of the oil into the lake. The spill was reported to NHDES and SIM. There are several firefighters attending training classes. Chief Thompson explained that the mutual aid dues pay for aid from surrounding towns and radio coverage, which includes maintenance of equipment.

 

At approximately 4:15 Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss two personnel issues. Selectman Albee seconded the motion. Roll call: Chairman Stockman – yes, Selectman Albee – yes, Selectman Weeks – yes.
