Minutes: The Selectmen’s meeting minutes of 8/29/05 were approved with changes.

At approximately 3:00 PM, Selectmen met with Joe Ewing regarding the assessment process. Mr. Ewing presented several examples of properties in current use that were assessed differently than his own property. Selectmen Weeks suggested Mr. Ewing review the Town’s current use files. Mr. Ewing remarked that he did meet with Avitar to discuss his property, but was not yet aware of the corrected values. Avitar told him that would take about three weeks.

 

Mr. Ewing also presented approximately 15 preliminary assessment cards, which he printed from Avitar’s website, to demonstrate how total frontage and land condition were not uniformly impacting assessed value on properties along Northline Road and Federal Corner Road. Mr. Ewing said he was concerned that there might be mistakes in the assessment process. He stated that Avitar did agree to correct the problem areas that he showed them when he met with them. Mr. Ewing gave the Selectmen the preliminary assessment cards that he had not yet given to Avitar, so that Avitar could review and/or correct them.

 

Selectmen Albee pointed out that assessed values cannot be based upon the ability to create more lots on each parcel of land. Mr. Ewing stated that he had an issue with Avitar not looking at every frontage in town. Selectmen Weeks said that Avitar was supposed to have done that. Chairman Stockman said that Mr. Ewing was not alone in his concerns. The Selectmen have received letters with other concerns and they will forward these letters to Avitar.

 

At approximately 3:15 PM, Selectmen met with William Christian regarding the property of his mother, Wilma Christian. In reviewing the booklet Avitar sent to taxpayers, the Christians discovered that Mrs. Christian’s acreage seemed too high. He stated that he has a deed showing that 2.74 acres were removed from Mrs. Christian’s parcel years ago and was deeded to him. However, Mr. Christian said that this acreage change was never made in the Town’s records and Mrs. Christian has been over-taxed since then. Selectmen Weeks said this may have been a misprint in Avitar’s booklet, as the tax maps shows Mr. Christian’s property to be a 2 acre lot. The Selectmen will research the issue.

 

At approximately 3:30, Selectmen met with Code Officer Ted Wright. Mr. Wright said he has been extremely busy. He has received a lot of complaints about the mobile home parked in the Narrows. Mr. Wright suggested the town clarify its zoning to include a four-week permit. Selectmen Weeks said that the issue is whether a mobile home is used as a residence or simply parked.

 

Selectmen Weeks went on to say that this could be counted as four consecutive weeks instead of four weeks of actual occupancy. She wondered what would be done when the period expired. She said that town zoning currently includes a clause that the mobile home “should be as inconspicuous as possible”. Weeks and Wright suggested that this clause might be written to include a minimum lot size instead.

 

Chairman Stockman pointed out that there are other mobile home parks in town, such as Sentinel Baptist Camp. Selectmen Albee noted that they are only in use eight weeks in the summer, which would only be a four-week exception. Mr. Wright said there should be a level playing field for everyone.

 

Selectmen Albee recommended that complaints should be directed to the Planning Board to begin the process of change. Mr. Wright and Selectmen Weeks agreed that a permit could be a first step.

 

Mr. Wright then stated that it has been brought to his attention that there is a problem with finding the town line (between Tuftonboro and Wolfeboro) on Jean Whitten’s property. It was agreed that the town has not done a perambulation for a while. Selectmen Weeks suggested that Mrs. Whitten would need to survey the property to settle the issue since a perambulation would not provide the detail required to answer the Whitten’s question.

 

Selectmen Albee asked about Cow Island beach. Mr. Wright said he has not had a chance to go, but will try to get there before winter.

 

Selectmen Weeks asked for an update on the Holmes property. Mr. Wright said that Mr. Holmes is working on it and it is a definite improvement.

 

Selectmen Weeks commented that there is a collection of cars on Rt. 109 between Lanes End and Allen Road. She stated that the citizen who complained just feels that the rules should be applied fairly to everyone.

 

Selectmen Albee asked if Mr. Wright had reviewed the Richard Marriott plans.

Mr. Wright assured him that the setbacks will be met.

 

Chairman Stockman asked Mr. Wright about the boat wrap sign in Melvin Village.

Mr. Wright said it is much better than last year, as it is now temporary and mobile.

 

Selectmen Weeks asked about a sign at the Poirier property. Mr. Wright said it is no longer permanent as the concrete had been removed.

 

Mr. Wright notified the Selectmen that he would try to continue his work through the winter but would probably have to resign in the spring, as he is very busy with his business.

 

Mr. Ewing informed the Selectmen of the need for new speed limit signs on Federal Corner Road. He also suggested adding speed limit signs in that area.

 

At approximately 3:40 PM, the Selectmen met with Fred Sargent regarding the Transfer Station. Mr. Sargent reported that three loads of brush had been removed. He would like to see the rest removed before the end of the year. Selectmen Weeks suggested he keep the removal going and that it could be re-budgeted next year if necessary.

Mr. Sargent said about half the brush was removed in the three loads. Selectmen Weeks informed Mr. Sargent that there would be a meeting with H.E. Bergeron on Friday, September 16 at 9:00 AM at the Transfer Station for a pre-bid conference.

 

Selectmen Albee requested that on the first and second Monday in November the Selectmen’s Meeting start at 5:00 PM, instead of 3:00 PM, as he has been called for jury duty.  Selectmen Weeks and Chairman Stockman agreed.

 

Selectmen Weeks announced that the Eastern Lakes Region Housing Coalition had announced an upcoming meeting. Tony Lyon said he would attend to represent the Planning Board. Selectmen Albee and Weeks would also attend.

 

Selectmen Weeks also announced that she would be meeting with the architect for the public safety building project on September 13 in Madbury. Selectmen Albee announced there would be a Joint Loss meeting on September 19.

 

At 3:55 PM, Selectmen met with Police Chief Andrew Shagoury. Chief Shagoury reported that there were only two dogs on this year’s dog warrant and that none were seized.

 

Chief Shagoury stated that he would also be attending the meeting with the architect for the public safety building project on September 13 in Madbury.

 

Chief Shagoury suggested that in light of Hurricane Katrina, he would like to send the uniforms of former Tuftonboro officers to Gulf Coast area police departments. The Selectmen agreed and gave him their permission.

 

Chief Shagoury reported that police activity is up about 33% versus last year, mostly due to an increase in motor vehicle patrols.

 

Selectmen Albee asked Chief Shagoury for an update on the new cruiser. Chief Shagoury stated that he expects delivery within eight to ten weeks.

 

After a brief discussion about speed signs on Federal Corner Road, Selectmen Albee requested that the police patrol that area more often.

 

Chairman Stockman asked Chief Shagoury if he was aware of the issues concerning Hidden Valley Water. Chief Shagoury informed him that the police department is already working on that issue. Selectmen Weeks noted that the Code Officer does not have jurisdiction over Hidden Valley Water, as it is considered a public utility.

 

At approximately 4:00 PM Selectmen Chairman Stockman made a motion to go into non-public session pursuant to RSA 91-A: 3 II (b) to discuss a personnel issue. Selectman Albee seconded the motion. Roll call: Chairman Stockman – yes, Selectman Albee – yes, Selectman Weeks – yes.

 

The meeting was adjourned at 4:15 PM.
