Minutes: The Selectmen’s meeting minutes of 8/1/05 were approved.

At approximately 3:00 Selectmen Chairman Stockman made a motion to go into non-public session pursuant to RSA 91-A: 3 II (?) to discuss preliminary information on the revaluation. Selectman Albee seconded the motion. Roll call: Chairman Stockman – yes, Selectman Albee – yes, Selectman Weeks – yes.

 

After coming back into public session at approximately 4:10 Selectmen met with Hadley Moores of Moores Marine, Ed Bergeron and Patty Korbet of H. E. Bergeron regarding a disagreement over quantities of stone rip rap and paving material used on the County Road Bridge Project. Ms. Korbet inspected the site and could not justify the amount of materials that were claimed to have been used. Mr. Bergeron recommended that in the meantime the retainage be reduced to 2%, which will be held for a year to ensure that everything is working and in order. It was questioned whether or not a separate payment application should be made for the retainage while the remaining issues are being resolved. Ms. Korbet is waiting to see Moores calculations for the stone and the paving weight slips from Paquettes. The bridge posts will be filled with silicon caulk and capped with galvanized steel. Mr. Moores stated that he felt the penalty the Town imposed for the late completion of the bridge is too harsh because it was a bad winter. Mr. Bergeron explained that the Town has the right to impose the penalty and that it is recommended that they do so as Mr. Moores could have applied for an extension. Mr. Moores will put his objections in writing.

 

Mr. Bergeron submitted the new plans for the Transfer Station by Jay Poulin. The plan includes the additional slab for another container. The job should be ready to be put out to bid by September. Mr. Poulin will supply the cost estimates and schedule.

 

At approximately 4:25 Selectmen met with Police Chief Shagoury. Chief Shagoury reported that Officer Lafavre is working on the case of attempted assault on a woman who had her house for sale and that an arrest is imminent. The Chief assured the Selectmen that this person was not a threat. The department has been checking docks and parking lots. New stickers are being used which have proved to be very effective. The Chief is looking at the purchase of a Tahoe since the prices have gone down. The Chief will have the information for next Monday. An oral board is being set up for the remaining two candidates for sergeant. The Chief also reported that the detail he was doing in Wolfeboro was on his day off.

 

At approximately 4:30 Selectmen met with Code Officer Ted Wright. Mr. Wright reported more new homes to date than all of last year. A home on New Road has been made into a duplex without the proper permits. This was found when the Fire Department responded to a kitchen fire in the dwelling. NHDES is satisfied that the pavilion at 19 Mile Beach is within the setback. Mr. Wright has not had an opportunity to check on Mr. Holmes progress.

 

At approximately 4:30 Selectmen met with Transfer Station Supervisor Fred Sargent. Mr. Sargent reported that they are still very busy. No progress has been made on finding someone for the brush and stump grinding. Selectman Albee has mowed the landfill.

 

The Selectmen will be meeting with Mo Gagne from Stewart Associates on 8/10/05 at 1 pm at the town office. The Police and Fire Chiefs will also be in attendance.

 

The Joint Loss Management Committee will be meeting tonight at 7 pm.

The preliminary assessments from Avitar will be sent out hopefully this week. They are waiting for the booklets to come back from the printer. More detailed information will also be available to Tuftonboro property owners on the Avitar website. Appointments for informal hearings will be taken tentatively 8/22/05 to 8/25/05. Two phone lines will be made available to Avitar.

 

The problem of phone books (Pathfinder and The Talking Phone Book) being thrown on driveways was referred to Chief Shagoury. There might be a need to start assessing fines.

 

The letter from Fran Laase regarding his abatement will be sent to Scott Marsh from MRI. The Selectmen will wait for his comments.

 

An offer to sell an abutting piece of property to the town was discussed. There was some thought that the deed restricts a sale to the town. This will be verified.

 

Selectman Weeks and Selectman Albee will attend the meeting on 8/23 in Meredith sponsored by the Town of Sunapee regarding funding county government.

 

Selectmen reviewed the letters from Mary Williams regarding the Cheney easement and John Simms regarding the dissension between the boards. A lengthy discussion ensued. The Selectmen felt that a response should be prepared for submission to the Granite State News.

 

The meeting was adjourned at 5:20.
