MEETING OF THE SELECTMEN
Monday August 1, 2005

Selectmen present: Bill Stockman and Chip Albee. Susan Weeks was
absent.
Selectmen reviewed mail, which included:
Building Permits for Hayes Family Irrev. Trust, Thomas & Joyce Rooney,
Anthony Chiarello & Christine Schnarr, Sawyer Point Trust, Jon Daley,
Robert Cawley; Electric Permit for Ivan & Colleen Phelps, David Bogannon;
Demolition Permit for Hayes Family Irrev. Trust; Certificate of Occupancy for
Tom Rizzo; Sample of new Electric Permit; NHDRA Official Notice of Warning for
Hunter; Pavilion As Built Plan from Eric Roseen; W. D. Flierl letter re: Town
House Occupancy Levels; Police Dept. Press Release; NH Public Water Access
Advisory Board re: Harilla’s Landing Public Boat Access Site; LGC letter re:
Medicare D; Coalition Communities; Expenditure Report as of July 2005; Response
from Time-Warner re: letter from DTC at Law;
Advise of name change – Northern Human Services; Standard Dredge & Fill for

Minutes:
The Selectmen’s meeting minutes of 7/25/05 were approved.
Items for Signature: Parks & Rec Appointments for Sawyer,
Reed, Weir, Mancuso, Gibson, Brewster; Compensation Authorization for
Beveridge, Delaney.
At approximately 3:00
Selectmen approved and signed the Appointments for the Parks & Rec
Commission for Laurie Weir, Kim Reed, Chris Sawyer, Pat Mancuso, Bill Gibson,
Chris Brewster and Carla Brewster. The Parks & Rec Commission does not have
a limit on the number of members. The Selectmen also signed the Authorization
for Change in Compensation for Beveridge and Delaney.
At approximately 3:05
Selectmen met with Mary Ann Murray. Ms. Murray reported that 88 children signed
up for swimming lessons and 44 children for the swim team. The swim team had 3
meets. Due to circumstances Ms. Murray hired 4 girls to help with lessons and
the swim team. This worked so well it is recommended for next year. Terry Moody
did an excellent job with the swim team. All will be paid from Ms. Murray’s and
Kathy Roseen’s salaries. Ms. Murray is
currently training five lifeguards, 4 of them from Tuftonboro. A water safety
course is scheduled for next year. Ms Murray explained how the flagpole fund
would be administered. This would not be a memorial fund for one person but
instead a memorial to the citizens of Tuftonboro to make a donation in some
ones name. The Parks & Rec corresponding secretary would send
acknowledgements to the family to let them know a donation has been made. The
Selectmen approved this suggestion. The subject of lifeguards was also
discussed. This will be included in the proposed budget for review by the
Budget Committee. The Selectmen thanked Mary Ann for her work with the swim
program.
At approximately 3:20
Selectmen met with Ken Cookson. Mr. Cookson advised he was here as a private
citizen and wanted to discuss the recent developments with the Conservation
Commission. Mr. Cookson distributed a copy of a letter to the editor in last
weeks GSN. His intention was to also write a letter to the editor but decided
to meet with the Selectmen first. Selectman Albee gave his perspective on the
matter regarding the Conservation Commission and the Cheney easement. He felt
that it didn’t matter to the Conservation Commission if the easement was well
written but that it was supported mainly to please Ann Hackl. Selectman Albee
explained that they were now looking for more diverse opinions to bring more
thoughtful discussion to the Conservation Commission. Mr. Cookson expressed his
concern about wiping out a significant piece of the commission when experience
is needed. He felt that it was in everyone’s best interest to come to some
understanding by getting to the root cause. This would help to eliminate
animosity and hard feelings especially since it is anticipated the same thing
will happen next year. He also thought it should be done through a facilitator.
More discussion ensued. Selectman Albee stated that the Selectmen would be
happy to work to help resolve the situation.
Joe Kowalski advised that this would be the last week of
taping the selectmen’s meetings unless they were willing to pay him for it.
Most comments heard by the Selectmen have been positive. A new microphone was
used this week to improve the sound quality. Chairman Stockman made a motion to
continue taping the meetings, unless they start to hear unfavorable comments,
and to pay Mr. Kowalski for his effort. Selectman Albee seconded with all in
favor.
Avitar will be contacted to provide a list of items included
in the assessment of properties for review by the Selectmen.
The Selectmen will discuss the Coalition Communities request
for funds next week.
The meeting was adjourned at 4:05.
