MEETING OF THE SELECTMEN

Selectmen present:  Bill Stockman, Chip Albee and Susan Weeks.

Minutes: The Selectmen’s meeting minutes of 7/18/05 were approved with an addition.

 

Items for Signature:  Appointment as Planning Board Alternate for Wright.

 

At approximately 3:00 Selectmen met with Priscilla Griffin who had a question about the Libby Park property. She had seen the report in the paper and was questioning why she did not receive a letter from the Mirror Lake Protective Association. The Selectmen informed Ms. Griffin that this is being handled by Norleen Davies and that Roger Murray had been contacted for legal advice regarding the ownership of the property. Ms. Griffin said she would talk to Ms. Davies and Mr. Murray.

 

Chairman Stockman attended the MLPA meeting this past Saturday and reported that there was much discussion on water quality with a guest speaker from the NH Lakes Association. There was to be a meeting of the Libby Park beneficiaries after the meeting but only 2 or 3 showed up. Ms. Davies is disappointed with trying to get them together.

 

Selectman Albee reported that town counsel advised there is no conflict with the Planning Board Chairman also sitting on the ZBA.

 

Selectman Albee also reported contacting several of the Stewart Associates referrals. The two that he spoke to were very positive about their experience. Selectman Albee made a motion to sign the contract with Stewart Associates. Seconded by Selectman Weeks with all in favor.

 

Selectman Weeks reported that she confirmed with Scott Marsh of MRI that he used the same methodology for Laase’s abatement but may have used a different deduction for the contamination as different properties have different levels of contamination.

 

Selectman Weeks spoke to the owner of the RV parked at the 19 Mile Bay parking lot. He advised that he always removes it for the weekend and agreed to park it at the back of the lot. He also said there is another RV that parks in the lot. Selectman Weeks did not feel it was necessary to revise the ordinance. Selectman Albee said that the lot was full this weekend and 3 cars with trailers had to park along the road. An RV was parked in the lot at the time. The Selectmen agreed to monitor the issue.

 

Selectman Albee said he has received several complaints about a cable across Piper Road. Selectman Weeks said that she had done research on the road and it is in fact a class VI town road therefore it should not be closed off with a cable.

 

The meeting at the Transfer Station tomorrow is at 1 pm.

 

At approximately 3:30 Selectmen met with Road Agent Steve Hunter. Mr. Hunter reported he has been very busy cleaning up after the last couple of wild storms in the area. Miscellaneous town property has been received recently from the former road agent but no culverts. Work on County Road will probably start after Labor Day. Much time is being spent cleaning out culverts due to beaver dams. Roadside mowing will start in another week. The subject of mowing Lake Road came up and it was decided that if it needed mowing more often then it should be scheduled with either Ron Labranche or Hunters Lawn Care. Mr. Hunter inspected the bridge posts and felt that they should all be capped or sealed not just treated. The island cleanup day went well. Chairman Stockman referred some comments he received regarding the shoulder work on Union Wharf Road.

 

Chairman Stockman mentioned that the mowing of the old cemeteries does not get scheduled every year. It was determined that is up to the trustees to handle this.

 

Selectman Weeks advised she had read the draft of the Safety Plan. She felt it was pretty good and that it should be part of the Personnel Policy. There are also some issues already addressed by the Personnel Policy so they do not have to be included in the Safety Plan. The Selectmen discussed some changes and suggestions. They will be brought to the Committee at their next meeting on August 8th at 7 pm.

 

At approximately 4:15 Selectmen met with Fire Chief Adam Thompson. The Chief reported that because of the storm last Friday 8 houses were damaged by falling trees. Many trees and wires came down. The generator was powered up at the Mirror Lake station throughout the power outage. People with known medical problems were contacted. Chief Thompson also had arranged for personnel to report to each of the stations as the storm approached in order to have people on hand in different parts of the town. The department assisted with a boat that had broken apart and sunk on Sunday.

 

Selectmen briefly discussed the pavilion at 19 Mile Beach. Someone from NHDES called the Code Officer to report it was being built within the 50-foot setback. Work had been halted on the project but the majority of the Selectmen felt the building should be completed. Selectmen will meet with the Code Officer tomorrow at the Transfer Station to discuss the situation and determine if there is a violation.

 

Selectmen again briefly discussed the Tuftonboro Times. Selectman Albee has not been able to contact the editor, Ann Hackl. He stated that it is the Selectmen’s decision to include an article or not and they should write it themselves. They would like to see the paper to become more positive.

 

The Appointment for Planning Board Alternate was submitted in error. The Chairman of the Planning Board misspoke.

 

Joe Kowalski shared his research on a Capital Improvement Plan with the Selectmen.
