At approximately 3:00 Joe Kowalski explained to the Selectmen that he was going to videotape the meetings for a while and was planning to broadcast the tape on the Adelphia public channel (3). Mr. Kowalski is interested in what the response would be from the public. He will continue to research the procedure and then let the Selectmen know when exactly the meetings would be shown.

At approximately 3:10 Selectmen met with Code Officer Ted Wright and resident Bill Holmes. Mr. Holmes had received a Cease & Desist order from the Code Officer for his properties on Leavitt Lane and at Hidden Valley as they are in violation of the Town’s junkyard zoning ordinance. Mr. Holmes has been accumulating vehicles and junk on both properties. He intended to construct a steel building on the Leavitt Lane property to hold everything but due to a lack of funds he will not be able to put the building up. Mr. Holmes is requesting permission to put up a temporary tent/greenhouse type of structure. The Selectmen responded that this has been going on for 3 to 4 years and there has been no demonstration of intent to clean up his properties. The Selectmen asked Mr. Holmes to come up with a realistic plan with a timetable as to how the junk can be properly stored. Mr. Holmes was also told that he couldn’t continue to accumulate any more junk.

Mr. Holmes will return next week with a plan for the Selectmen to review.

Code Officer Ted Wright announced that he has received his surveyor’s license. He also mentioned that the Selectmen might want to consider making the position fulltime.

At approximately 3:35 Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (e) to discuss a legal matter. Selectman Albee seconded the motion. Roll call: Chairman Stockman – yes, Selectman Albee – yes, Selectman Weeks – yes.

At approximately 3:50 the Selectmen moved back into public session and met with Police Chief Shagoury. Chief Shagoury reported that notices have been placed at 19 Mile Beach to ask people not to block or park in front of the portable toilets. The driver of the tractor-trailer that has been parked at the town lot at 19 Mile Bay has been told he cannot park there. He was also told the truck is too big for town roads.

The Selectmen approved and signed the following:

  • Notice of Lien for Craigue
  • Lien Discharge for Reynolds
  • Intent to Cut for Albee
  • Intent to Cut for Lyon-Downing
  • Dufresne-Henry Supplemental Agreement Post Closure Monitoring

In response to an e-mail the Selectmen will draft a letter explaining what happened with the Cheney Farm Easement. Selectman Weeks will write the draft to be discussed next week.

The Selectmen discussed possibly using the extra police vehicle (after the new vehicle is purchased) for the Code Officer or any work related travel.

Selectman Weeks has gotten in touch with the architect regarding the Public Safety Building and was advised that they are swamped with work and suggested getting someone closer to home. Selectman Weeks will contact the company they referred.

The meeting was adjourned at 4:10.

Respectfully Submitted,
