MEETING OF THE SELECTMEN

Selectmen present:  Bill Stockman, Chip Albee and Susan Weeks.

 

Selectmen reviewed mail, which included: Building Permits for Diane Magee Trust, Allen Randlov, Dennis Kovalesky, JAGGS Mueller LLC, Ralph Malmgren; Electric Permit for Brenda Fusco, Ralph Malmgren, JAGGS Mueller LLC; Plumbing Permit for Ralph Malmgren, George Davies, Van Barker; Letter from Tax Collector re: Deputy; GWRSD Town Assessment for 2005-2006; Dufresne-Henry Landfill groundwater monitoring site plan for expanded GMZ; H. E. Minutes: The Selectmen’s meeting minutes of 5/16/05 were approved.

 

Items for Signature: 2005 Property Tax Warrant; Timber Tax Warrant; Right to Burial – Hoover; Right to Burial – Teichmann; Intent to Cut – Perkins; Land Use Change Tax – Weeks; Intent to Cut – Piper.

 

At approximately 3:00 Selectmen met with Laurie Fournier regarding her ongoing issue with drainage on her property on Sodom Road. Ms. Fournier was looking for the Town to fix the problem, which would involve major roadwork. The Selectmen advised Ms. Fournier that it is not the Town’s problem, it is her responsibility to fix it and there is no money in the budget to do major work on 900’ of road in any case.

 

Selectman Weeks spoke to Ed Bergeron regarding an issue with Moores Marine. The contract had a May 1st deadline but because the bridge was not open for use until May 6th the Town could assess a $500 per day penalty.  The $2500 in penalties could then be used to pay H. E. Bergeron the $2300 charged for additional fees. Due to some problems with Moores Marine additional engineering and inspections had to be done. The Selectmen decided that if the additional cost could be documented as caused by Moores then the penalty should be imposed. Selectman Weeks will speak to Ed Bergeron.

 

The Selectmen discussed the Dufresne-Henry site plan of the expanded landfill GMZ onto an abutter’s property. The plan still has to be approved by the state after which a permit will be issued and then an easement with Carleton will be executed. The easement will be in force until the water tests okay. Selectman Weeks has drafted an easement, which will be sent to town counsel for review once the plan is approved by the state.

 

Selectman Albee spoke with Attorney Ryan regarding the Selectmen meeting to talk about future easements. Mr. Ryan felt it would not be productive or cost efficient until there is another easement.

 

Selectman Weeks reported that the meeting with Attorney Fauver went very well with about 15 people in attendance.

 

At approximately 3:50 Selectmen met with Roy Barron. Mr. Barron was questioning his timber tax bill. After going over his numbers Mr. Barron realized he had reported an incorrect number. The Selectmen agreed to accept his new number, which went from 556.875 MBF to 2.43 MBF. An abatement will be drawn up for signature to be given to the Tax Collector.

 

Selectman Weeks reported that after speaking with Wes Flierl some of the dates for the Town House renovation were adjusted. Bids are to be submitted by 3:30 on June 20th and opened at 4 pm. The award will be made on June 27th with substantial completion by October 17. The start date was eliminated. The pre-bid meeting will be held on June 6th at 4 pm at the Town House.

 

The Selectmen approved and signed the following:

  • Intent to Cut for Perkins
  • Intent to Cut for Piper
  • Timber Tax Warrant
  • Property Tax Warrant
  • Right to Burial for Hoover
  • Right to Burial for Teichmann

 

The land Use Change Tax for Weeks will be given to the assessors for review.

 

At approximately 4:00 Selectmen met with Eric Roseen of the Parks and Rec Committee. Mr. Roseen came in to answer questions regarding the fund the committee wants to start to put a flagpole at the beach to compliment the new pavilion. Mr. Roseen explained that the details haven’t been worked out yet but everyone thought it was a good idea. The flag would only be flown on special occasions so it will not need a light. A plaque could be put at the bottom dedicated to the people who worked to make the beach happen. The Selectmen were in favor of the pole as long as it was not a special memorial fund for one particular person. They also advised raising the money before purchasing the pole.

 

At approximately 4:15 Selectmen met with Graydon Steensma. Mr. Steensma asked the Selectmen to sign a booklet for his Eagle Scout project, which is to clean up and beautify the path between the school and library. The Selectmen signed it.

 

The Safety and Joint Loss Management Committee meeting has been scheduled for Monday June 13 at 4:00.

 

Ted Bense requested permission to put a notice in the paper about the Household Hazardous Waste Collection this summer. Selectmen approved the request.

 

Chairman Stockman will speak to the Tax Collector, Jackie Rollins, tomorrow regarding the Deputy Tax Collector issue. He has already spoken to Lisa Herder.
