The Selectmen’s meeting minutes of 5/2/05 were approved.

At approximately 3:05
Selectmen met with members of the Conservation Commission. In attendance were
Chair Ann Hackl, Lee White, Win Wood, Mike Phelps and Gary Chehames. Chairman
Stockman began by saying that both the Selectmen and Conservation Commission
are working for the betterment of the Town and that it was important to get
together and speak directly to one another. Ann Hackl stated that it goes
without saying that everyone cares deeply about the Town. Speaking for the
Commission, Ms Hackl said that they are unhappy about the negative impression
that has been given regarding their work on the Cheney Farm Easement. She
readily admitted that she had volunteered the Commission to research and print
the RSA’s and other reference material but after bringing it to the Commission
realized it would be too voluminous. Ms. Hackl apologized if her e-mail was
taken as not friendly or positive, as she had not intended it to be that way.
The Commission was also concerned about the report in the GSN that the
Commission does not reflect the opinion of the Town and felt it to be
inflammatory. It was apparent that the prior two town meetings supported their
work. Selectman Albee said that he indeed made the statement regarding replacing
members of the Commission. Ms. Hackl said it is not the intention of the
Commission to be adversarial but to work together with the Selectmen and other
Boards for the same goals and visions. The Selectmen reported contacting an
attorney (John Ryan) specializing in easements for help in drawing up the
document. He will look at what has been done to date and advise on how long it
will take and how much it would cost. The Commission agreed to this course of
action and that maybe this is what should have been done in the beginning.
Their concern is to complete the process for Mr. Cheney and not have it drag on
and on. The Selectmen also brought up the article in the Tuftonboro Times
regarding the revision of zoning ordinances, which was felt to be beyond the
scope of the Conservation Commission authority. Ms. Hackl said it was just
her intention to explain the process. The Selectmen said that they should be
more vocal about how appreciative they are of the work the Commission does. In
closing everyone hoped that this has cleared up some misconceptions. Everyone
shook hands.
At approximately 3:40
Selectmen met with Code officer Ted Wright and Alvin White. Mr. White has applied for a sign permit for
his stump dump. This caused Mr. Wright to check the zoning ordinances. He could
not find a use that allows a stump dump – it is not a permitted use in the
Town. The Selectmen made several suggestions to remedy the situation. Mr. White
could apply for a variance or he could draw up an affidavit which states that the
stump dump was in existence prior to zoning. He would need documentation to
support his claim.
At approximately 4:00
Selectmen met with Fred Sargent. Mr. Sargent reported that the Transfer Station
has been busy and he has still not found anyone to get rid of the brush and
stumps.
Chairman Stockman wanted to thank everyone who organized the
Tuftonboro road cleanup and all the volunteers that went out into the rain to
pickup trash along the roads.
Selectmen approved and signed the following:

The Selectmen declined to sign the Appointment of Deputy Tax
Collector. Heather Cubeddu is willing to continue as Deputy Tax Collector.
The island rubbish pickup has been scheduled for Saturday
July 23rd. It is being held a week earlier than usual at the request
of Waste Management.
Selectman Weeks
reported that Wes Flierl has been sick and hopes to have the bid package for
the Town House by next week.
County Road
Bridge was completed and County
Road re-opened last Friday.
Attorney Deb Fauver will meet with the Planning Board, ZBA
and Conservation Commission on Thursday May 19th at 7:00 pm at the Town House.
Resident Laurie Fornier brought a drainage problem on Sodom
Road to the attention of the Selectmen. She has
already talked to the Road Agent. Water floods into her driveway at 45
Sodom Road. Another drainage problem on Ledge
Hill Road will be referred to the Road Agent and
he will report back to the Selectmen on both problems.
Gerald Holmberg is at a point on Sandy
Knoll Road where he will be removing the blind
hill and fixing the road. Selectmen requested a guarantee that the road will
not be destroyed or any worse than it is now after Mr. Holmberg is done.
Selectman Albee made a motion to accept a $2500.00 cash assurety from Mr.
Holmberg to guarantee his work and that it will be completed by 7/1/05. Seconded by
Selectman Weeks with all in favor.
At approximately 4:25,
Selectman Albee made a motion to go into non-public session pursuant to RSA
91-A: 3 II (a) to discuss personnel issues. Selectman Weeks seconded the
motion. Roll call: Chairman Stockman – yes, Selectman Albee – yes, Selectman
Weeks – yes.
The meeting was adjourned at 4:50
pm.
