MEETING OF THE SELECTMEN

Selectmen present:  Bill Stockman, Chip Albee and Susan Weeks.

Minutes: The Selectmen’s meeting minutes of 4/25/05 were approved and the Highway Safety Committee meeting minutes of 4/25/05 were approved.

 

 

Items for Signature: Intent to Cut for Donald & Ann Leroux; Application for Current Use for Charles & Esther Townsend; Certification of employee salaries as of 5/2/05.

 

Selectman Albee reported that he was advised by Town Counsel Tim Sullivan to find an attorney outside of Carroll County to draw up the Cheney Farm easement. The name John Ryan was mentioned as an expert in that field. Selectman Albee will contact Attorney Ryan for information on rates and length of time to complete the document.

 

Selectmen discussed a letter from Sarah Barnes Whelchel regarding the amount of truck traffic on High Street and the damage that has been done to the road. This issue will be referred to the Road Agent and Selectman Weeks will contact H. E. Bergeron for advice on posting a weight limit on the road.

 

Selectman Weeks reported she has contacted Dufresne-Henry and the abutter to the landfill. She has drafted an easement, which has been sent to the state for approval.

 

At approximately 3:20 Selectmen met with Code Officer Ted Wright. Mr. Wright was looking for additional input on the schedule and salary for Lane Evans. It was determined that 20 hours of training and then call as needed, figured at 4 six-hour days, would be sufficient. The amount to budget for next year would be $1,000.00. Mr. Wright reported that he made an attempt to get in touch with Gerald Holmberg regarding his excavation on Sandy Knoll Road. Mr. Holmberg has still not submitted a new Intent to Excavate for 2005-2006, which was due 4/1/05. Selectmen approved the revised Cease and Desist form for use by the Code Officer.

 

Gina Lessard was present to ask the Selectmen to have Shirley Way posted with a speed limit because traffic tends to speed now that the road is paved.

 

At approximately 4:40 Selectmen met with Fire Chief Adam Thompson. A payroll issue was brought to his attention last week. Apparently it is illegal to pay hourly workers less than weekly unless permission is received from the Department of Labor. The Town has been paying its on-call firefighters quarterly. A call was placed to the Department of Labor and a letter was written requesting permission to pay the firefighters monthly. In the meantime the DOL noticed that the Town has not submitted a Safety Summary Report since 1996. This report is due every two years. In order to fill out the report a Safety Program and Joint Loss Management Committee will have to be established. The Selectmen decided to hold the first meeting next Monday at 5 pm and would like the following department heads to attend – Chief Shagoury, Chief Thompson, Fred Sargent, Steve Hunter, Ted Wright, Parks & Rec and Library. A packet of information will be distributed to everyone prior to the meeting.

Chief Thompson reported that firefighter Brad Beveridge has completed his training for EMT. The generator is finally up and running at Tuftonboro Central School. It is capable of running everything in the school needed for emergencies.

 

Chairman Stockman advised that the culvert at Dame and Middle Road needs to be expanded since it is much too close to the pavement. Selectman Weeks will draft a letter to the state for next week.

 

The auditor requested a certification of salaries as of 5/2/05. Any changes from this point will need to be in writing and signed by the Selectmen.

 

At approximately 4:20 Selectmen met with Police Chief Shagoury. He reported that Officer Sheehy is working on her own so the schedule has been revised. Coverage is basically 8 am to midnight, seven days a week, for scheduled on-duty. The sign request and culvert issue was referred to the Chief. There should be a meeting this June of the Department of Highway Safety so he will report the culvert then.
