Minutes:  December 28th were accepted with a minor change.

 

Ann Hackl presented the Conservation Commission budget. Water monitoring fees for Mirror Lake ($483.00) and Lake Winnipesaukee ($736.00) have been done but not billed. Ann will try to get the bill to the Town before the week is over so it will show on 2004, otherwise it will have to be budgeted for 2005. Melvin River and Copp’s Brook won’t be billed until spring so will have to be put into 2005 budget. They have requested money for survey at the Bentley/Parkhurst property to locate boundaries and the Cow Island ROW from the lake to inland, not the ROW around the island. Total budget request is $11,800.

 

Ann also gave the Selectmen a memo concerning the Cheney Farm easement insurance. Replacement in kind insurance may be impossible to get and if possible, probably prohibitively expensive. Other preservation type agencies do not require. Should we?    Sue suggested Town Counsel look at it.

 

Adam Thompson reported that the Town had 186 fire calls, 132 medical, 37 service and 5 paramedic calls for a total of 360 during 2004 up from 306 in 2003. Dept. is requesting a warrant article for $26,000.00 for an airboat. Total cost would be $37,845.00 including everything to equip it.  The firefighters association would come up with the remaining $11,845.00. $5,000.00 of which has already been donated. Adam has looked into three “airboats” The “Seahorse” is the most economical $27,000. vs. Alumitech @$38,082, & Hovercraft Aircommander @ $38,160.00. The Fish & Game does have one boat for the whole State, Adam felt it would probably be kept in the seacoast area most of the time and not much use to us. There were 8 calls last year on the lake that an airboat would have been useful, they did use Ossipee’s for one call. Seahorse is also able to carry double the weight of the other two. Adam will attend the 1/4/05 budget hearing to answer questions. No vote taken by Selectmen whether to put it on as a warrant article.

 

Lloyd Wood: Firefighters Association. He presented a memo on who the new officers are and their project for the coming year.

 

Chief Shagoury announced that Tom Lafavre is now Certified Advanced Taser Instructor. Jamie Sheehy started the Police Academy 1/3/05. The Chief completed a computer based “5 Easy Keys to Supervisory Success”. He asked about short term building needs: alarm system upgrade; will need to get a quote from Knight Security. Electric in garage needs to be brought up to code. He also presented some items that the dept. should have for their office to bring up to code. Right to Know Station etc. Plus $3200 for lockers.

 

He is requesting two warrant articles # 1 Cruiser. # 2 Radar Speed trailer. ($ 7500.00 to $8,000.00) # 2 so that it would be open for discussion, he has had requests.

 

Selectmen signed Contract for Annual Maintenance for MuniSmart.

 

Selectmen received a letter from H.E. Bergeron concerning delivery delay from Moores Marine for County Road Bridge. Bergeron will notify Moores that they will need to provide updated delivery & completion date with a no cost change. Selectmen agreed.

 

Selectman Stockman made a motion to go into non-public session pursuant to RSA 91-A: 3 II (c) to discuss a welfare issue. Chairman Weeks seconded the motion. Roll call: Chairman Weeks – yes, Selectman Stockman – yes.
