MEETING OF THE SELECTMEN

Selectmen present:  Susan Weeks, Bill Stockman and Chip Albee.

 

Selectmen reviewed mail, which included: Building Permit for Allan Gerrish (2); Plumbing Permit for Rowsell; Property Transfer from Charles & Constance Rice to Sandra & Thomas Bushman, Avis Tripp to Living Trust, George & Constantia Stringos to Zane & Jennifer Sundquist; Dufresne-Henry groundwater monitoring results for the landfill; Updated Carroll County Elected Officials List; Police Department gas usage for December; ZBA Notice of Hearing 1/18/05; Raymond Burton Report to the People of District One; Uniform Commercial Code Filing Acknowledgement; First Tennessee Safekeeping Pledge Verification; Business Review; Ossipee Planning Board Notice of Meeting 2/1/05 (2); Notice of Incomplete Minimum Impact Expedited Application for Litwhiler.

 

Minutes: The Selectmen’s meeting minutes of 1-10-05 were approved as corrected.

 

Items for Signature: Boat Permit Agent Appointments for Lanes End and Melvin Village Marinas; Intent to Cut for Weir; Intent to Cut for Leroux; Supplemental Intent to Cut for Cope; Appointment of Planning Board Alternate Dan Derby; Deed from Town to Dawson.

 

At approximately 8:00 am Selectmen met with Ted Bense. Mr. Bense had contacted Sue Glenn of the Wolfeboro Parks & Rec. who provided a breakdown of estimated cost for Tuftonboro participants, which totaled $18,544.30. After some discussion the Selectmen decided to take the increased support for Wolfeboro under consideration.

 

At approximately 8:15 Selectmen met with Eric Roseen of Parks & Rec Commission. Mr. Roseen had revisions to salary numbers on the budget presented last week. The amounts originally presented were in the event that a lifeguard was hired. The correct numbers for the swim instructors are the same as last year with the swim coach eliminated. There was also a request for $300.00 for swim meet transportation. The new budget total to be recommended to the Budget Committee is $34,350.00.

The Selectmen advised Mr. Roseen to present the information on the Pavilion to the Budget Committee tonight. The most this will cost the Town is $5,000.00. Anything over the estimate of $23,000.00 will be donated.

Selectman Stockman reported that he had contacted several landscapers who would be interested in plowing the ice rink. The estimated cost could be $35.00 to $40.00 per hour.

 

At approximately 8:45 Selectmen met with Jay Poulin of H. E. Bergeron. Mr. Poulin had an updated sketch of the Transfer Station, as per the changes that were discussed the last time, and a project cost estimate. After much discussion it was decided that the loop road could be discontinued, the cost for a new compactor could be eliminated as the town has already purchased one and the siding of the building would be included. Mr. Poulin will provide a new proposal with these changes by the end of the week.

 

At approximately 9:25 Selectmen met with Skip Hurt. Mr. Hurt presented a petitioned warrant article, which asked for more detailed information about the budget to be included in the Town Report. The petition will be given to town counsel to check for proper wording, as it was not submitted in the form of a question.

 

At approximately 9:35 Selectmen met with Fire Chief Adam Thompson. Chief Thompson reported 7 fire, 3 medical and one paramedic call to date this year. The water has been retested at both stations with no bacteria found so there is no need for water treatment systems. The 9 trees at the Mirror Lake Station have been removed at no cost. The Pier 19 bubbler has been installed. Chief Thompson submitted information for the warrant article for the airboat. It is an 18-foot boat at a cost of $25,000.00 to the town. The Tuftonboro Firefighters Association will pay the difference of $11,845.00 with a total cost for the boat of $36,845.00.

 

The Selectmen approved and signed the following:

  • Intent to Cut for Weir
  • Supplemental Intent to Cut for Cope
  • Intent to Cut for Leroux
  • Deed from Town to Dawson
  • Appointment of Boat Permit Agent for Lanes End and Melvin Marinas
  • Appointment of Planning Board Alternate for Derby

 

Architect Wes Flierl faxed a cost estimate of $30,000.00 for the bathroom renovations at the Town House. The Selectmen will discuss this next week.

 

The following roads were approved for paving this year at a cost of $184,150.00 and will be recommended to the Budget Committee:

  • Dame Road - $29,750.00
  • Brown Road - $67,200.00
  • Durgin Road - $67,200.00
  • Road to Transfer Station - $20,000.00

 

Chief Shagoury submitted a revised Police Department budget of $208,133.00. Adjustments were made in officer’s salaries, training and uniforms. The Solid Waste budget was also revised due to salary adjustments for a total of $246,331.00. The Election budget was revised to include a new computer for the Town Clerk for a total of $48,409.00.

The Highway budget was approved for a total of $330,200.00.

All of the above will be recommended to the Budget Committee.

 

A representative from HealthTrust will meet with employees on Friday to explain the new health plan option, Lumenos.
