Minutes:
The Selectmen’s meeting minutes of 1-3-05 were approved as corrected.
Items for Signature: Abatement for Beane
(approved previously).
At approximately 6:30
Selectmen met with Rick Friend, Chairman of the Planning Board. Mr. Friend
introduced Dan Derby to the board with a recommendation to appoint Mr. Derby as an alternate to the Planning Board. One member,
Ted Wright, has already expressed a desire to step down when his term is up in
June so Mr. Friend would like to get someone on the Planning Board now to gain
experience. Mr. Derby would start attending meetings right away and become
familiar with the process. A motion was made by Selectman Albee to appoint Dan
Derby as an alternate to the Planning Board. Seconded by
Selectman Stockman with all in favor.
Chairman Weeks advised that the Master Plan Survey would be
distributed at Town Meeting; they will be preaddressed so that the ones not
picked up can be mailed.
At approximately 6:40
Selectmen met with Code Officer, Ted Wright. Mr. Wright expressed a desire to
be involved in the Master Plan committee. The three problems he has been
working on are being monitored until the problems are resolved.
At approximately 6:45
Selectmen met with Fred Sargent. Mr. Sargent reported he has received two
estimates to finish the siding on the Transfer Station building - Don Duchano
at $10,000.00 and Doug Madden at $14,000.00. Mr. Duchano had given an estimate
in 2000 and said he would still do it for that price.
The Selectmen’s meeting for next week has been rescheduled
to Tuesday January 18th at 8 am
due to the holiday on Monday.
Road Agent Steve Hunter submitted his 2005 budget, which has
increased over last year due to fuel and insurance costs, for a total of
$330,200.00. He hopes to have the prices for the paving for the Budget
Committee on Tuesday.
Chairman Weeks advised that Gordon Hunt has agreed to be the
town’s liaison to the Coalition Communities. He will receive all the Coalition
correspondence and advise the Selectmen.
The Cheney farm insurance issue was discussed. Selectman
Albee feels the house should be removed from the easement. Chairman Weeks said
that the house is a part of the appeal to keep the property as is. The
question is whether the insurance should be removed from the document, as
it is not a requirement by the other groups involved. Chairman Weeks
will contact Ann Hackl to discuss having the wording changed regarding
insurance.
Selectman Stockman brought up a couple of issues for
discussion; one being the cost of oil, gas and kerosene. The town has an
agreement for the price of oil but not sure about the others. The second issue
regarding the cemetery concerned dumping, the condition of the fence and tree
removal will be brought directly to the Cemetery Trustees by Selectman
Stockman.
At approximately 7:45
Selectmen met with Eric Roseen regarding the Parks and Rec budget. The 2004
budget was over because of some unanticipated expenses – replacing broken
playground equipment and installing a fence at 19 Mile Beach. A swim coach has
been added for 2005 with the overall cost for the swim instructors being
reduced to $3200.00. Much discussion centered on what to do about the ice rink.
Mr. Roseen said it should not be the responsibility of the committee to
maintain. It is far too much responsibility and work for a volunteer committee.
Since so much time and money has already been put into the rink it was felt one
more attempt should be made for next winter. The Selectmen were in favor of
putting the maintenance of the rink out to bid. There was some discussion about
removing the toilets and trash line item from the Parks & Rec budget but
the Selectmen felt it should stay. The total budget recommended by the
Selectmen was $33,450.00.
Mr. Roseen requested a warrant article to build the pavilion
that had been discussed last year. There is a builder who will donate the
labor. The materials and other expenses can be paid from the approximately
$18,000.00 in the beach fund and an additional appropriation of $5,000.00.The
pavilion would be a 24x32 open structure on a slab with a roof. Selectmen
advised to go ahead and finalize the design and get firm prices by the end of
the month so that it is received in time to present to the Budget Committee.
The budget hearing is scheduled for
2/10.
The suggestion of giving Wolfeboro more money for Parks and
Rec was discussed briefly. Wolfeboro provides all activities except swim
lessons and it was felt that the town should donate more money towards these
activities. Ted Bense said he would investigate the cost of Tuftonboro
participants and report back to the Selectmen.
At approximately 8:45
Selectmen met with Police Chief Shagoury. Chief Shagoury presented prices for
the new cruiser and for the radar trailer. The cruiser to be replaced is a 1997
vehicle with radar that is 21 years old. The cost for the new vehicle was
$22,233.00 and $20,422.00 for the equipment for a total of $42,655.00. The
radar trailer was priced at $11,575.00. Chief Shagoury explained that several
people have mentioned getting one and it has proved to be very popular in other
towns. It has been shown to be effective in slowing traffic down.
