MEETING OF THE SELECTMEN

Selectmen present:  Bill Stockman, Chip Albee and Susan Weeks.

Minutes: The Selectmen’s meeting minutes of 11/28/05 were approved.

 

Items for Signature: Application for Veterans Credit for Nelson (2); Application for Veterans Credit for Kunkel; Application for Veterans Credit for Gray; Appointment to Conservation Commission for Michael Phelps.

 

At approximately 3:00 Selectmen met with Bill Kaiser. Mr. Kaiser expressed his concerns with changing assessment values mid-year but will not pursue that issue at this time. He does, however, want to bring to the Selectmen’s attention the fact that the 5 properties owned by the Hidden Valley Homeowners Association is shown as exempt when they have always been taxed separately and it appears that none of the properties in the Association are being taxed for the common land. The Selectmen advised this issue would be passed on to Avitar.

 

Selectman Weeks said she has started to go over the draft easement sent by Noreen McDonald of USDA last week and has come up with several questions. Selectman Albee spoke with Attorney John Ryan today and a copy of the original appraisal is being sent to him. All questions by the Selectmen will be coordinated with Selectman Albee for Attorney Ryan. Attorney Ryan has stated that there would be no problem meeting the deadline for completion and that the legal fees would be approximately $1500.00. Chairman Stockman has contacted Don McBride of the Wolfeboro-Tuftonboro Land Bank and they have agreed to fund the second appraisal. George Lamprey has been contacted to do the update on the appraisal.

 

The Selectmen initialed the correction to the total money abated on the abatement signed last week. One credit had been overlooked.

 

Selectman Weeks made a motion to appoint Michael Phelps to the Conservation Commission with his term expiring 6/30/08. Moved and accepted.

 

Selectman Weeks made a motion to approve and sign the following Applications for Veterans Credit:

At approximately 3:20 Selectmen met with Representative Betsy Patten. The Selectmen had some questions on pending legislation in particular Class VI roads and a proposed fee on waste disposal. Representative Patten advised that the bills have not been put on the calendar at this time but will forward the information that she has and explained how to access the information on the state website. The Selectmen requested a copy of the House of Representatives weekly calendar, which Ms. Patten said she would be happy to provide. The House is also working on a change to the Right-to-Know Law.

 

The Budget Committee is meeting tomorrow December 6th.

 

The Selectmen have received 3 responses to the letters sent to the camps for additional information.

 

The Selectmen will discuss the assessing contracts next week.

 

Joe Kowalski requested feedback on the Planning Board Master Plan meeting last week. Planning Board Chair Tony Lyon said he was disappointed with the attendance but felt that they received some good input. A compilation of the input will be made available on the town’s website. Selectman Weeks reported fantastic response to the poster and essay contest from the students at Tuftonboro School. There were 89 entries and there will be more prizes than originally planned because of the great response.

 

A discussion of the public safety building ensued because a question was asked as to when the question would be put to the town. The Selectmen said that last year’s warrant article, which gave the Selectmen permission to find a site and hire an architect, asked that question. Joe Kowalski felt there should be something on the 2006 warrant which gives more specifics. Selectman Weeks reported that a site walk has been planned for a potential parcel to see if it could accommodate the building.

 

At approximately 4:00 Selectmen met with Police Chief Shagoury. Chief Shagoury reported that the body armor grant had been approved. The department had also joined the class action suit and has a choice of a $2100 credit or $1800 in cash. Selectman Albee said he could see getting the credit for necessary equipment but otherwise ask for the cash. Chief Shagoury also reported that Project 54 has agreed to update three of the department’s vehicles with about $10,000 worth of equipment each. The 1999 vehicle is too old and will not be updated. The new vehicle has been reported to be in NY. If the car is turned over to the town in 2006 Project 54 will pay for the equipment. Chief Shagoury is still working on background checks for the sergeant position and on an alternative to the IMC software. The Selectmen requested the department schedules so that they would be able to answer questions regarding coverage. Chief Shagoury said that typically the department covers two shifts, with the sheriff’s department and state police covering the night shift.

 

At approximately 4:20 Selectmen met with Town Clerk Heather Cubeddu. Ms. Cubeddu presented her proposed budget for 2006. The Town Clerk expenses for 2005 for training and the new MAAP system are slightly over budget. Since there are 3 elections next year expenses will be somewhat higher. There is also a request for a laptop, which would be used at the polls as another form of checklist. The Town House will have to be wired for Internet access. The Selectmen asked to meet with the Town Clerk on a quarterly basis.

 

At approximately 4:35 Selectman Weeks made a motion to go into non-public session pursuant to RSA 91-A: 3 II (c) to discuss a personnel evaluations. Selectman Albee seconded the motion. Roll call: Chairman Stockman – yes, Selectman Albee – yes, Selectman Weeks – yes.
