MEETING OF THE SELECTMEN

Selectmen present: Bill Stockman, Chip Albee and Susan Weeks.
Selectmen reviewed mail, which included:
Building Permits for Albert Bowley; Electrical Permit for Diane Magee Trust,
Brian Eaton; Plumbing Permit for Brian Eaton; Certificate of Occupancy for
Richard Gladu; Approval for Construction for Margaret Hall; GWRSD Final Town
Assessments for 2006; Property Transfer from Stephen Barba to Gail Barba Trust,
Joseph & Karen Slattery to Jacqueline Hughes & Michael Kennedy, Deborah
Merritt to Todd Trottier & Sandra Walton (2); Minimum Impact Expedited
Application for Tuftonboro Farms (AKA Zadeda Farms); Parks & Rec 12/1/05 Agenda and 11/3/05 Minutes; Copy of

Minutes:
The Selectmen’s meeting minutes of 11/21/05 were approved as corrected.
Items for Signature: Intent to Cut for Stanley
& James Hersey; Abatement for Lakes Region Conservation
Trust, NH YMCA State Exec, John Picken, Attached List; Supplemental Warrant;
Purchase & Sales Agreement for Sinapius property.
At approximately 3:00
Selectmen discussed the Purchase and Sales Agreement for the property abutting
the town office. Chairman Stockman made a motion to sign the agreement to
purchase the property owned by Tammy and Daniel Sinapius on Middle
Road for $125,000.00 with a $10,000.00 down payment,
subject to approval at Town Meeting in March 2006. Seconded
by Selectman Weeks with all in favor.
Selectman Weeks reported that the Selectmen had met with the
Budget Committee in non-public session and were given their full support.
Selectman Weeks made a motion to approve the abatement for
John Picken. This would credit his veteran’s exemption to his other property. Seconded by Selectman Albee with all in favor.
Chairman Stockman made a motion to approve and sign the
Dufresne-Henry 2006 Landfill Monitoring Contract. A discussion ensued with Joe
Kowalski. Selectman Weeks then seconded the motion with all in favor.
At approximately 3:25
Selectmen met with Noreen McDonald of the Natural Resources Conservation
Service a department of the USDA. Ms McDonald explained that she has just been
hired as a grants and agreements specialist and has been reviewing all open and
pending projects. In an effort to move the process along Ms. McDonald offered
her help in answering questions or discussing concerns with the Selectmen
regarding the Cheney Farm Easement. She said she understood their concerns with
the many acronyms so she put together a list of explanations. Ms. McDonald
reported that there have been several recent successful easements and would get
a draft of one for the Selectmen to look at. She mentioned that the Cooperative
Agreement language must be consistent but that the town can put together its
own easement. Chairman Stockman advised that Wayne Cheney has requested a
current appraisal. Ms. McDonald said that it does not have to be a full
appraisal; it just has to be updated. The money from the federal government is
set and any additional money needed will have to come from the town or other
sources. Selectman Weeks expressed concern that the federal government keeps
changing the language. Ms. McDonald said that they do change language and in
fact are looking to change the program in the coming year. As of now the
wording regarding hydrocarbons, mineral and water rights has been eliminated
from the current wording, as has the requirement for liability coverage. The
Selectmen said and Ms. McDonald agreed, that it would be very useful to have
all pertinent references printed and in a binder. Ms. McDonald said that the
primary goal of the program is to preserve prime agricultural soil. Ms.
McDonald said she would be e-mailing a copy of a successful easement in the
next couple of days.
The Selectmen did not approve the request for abatement for
the Lakes Region Conservation Trust and NH YMCA State Exec (Camp
Belknap). They asked to have the
bills mailed along with the letter the Selectmen composed for each of the camps
after reviewing the A-9’s and A-12’s.
The Selectmen approved the abatements totaling $14,926 to
transfer overpayments of the first tax bill to another parcel of the same
owner.
The Selectmen approved and signed the Supplemental Warrant
of $750.00 because of veterans credits applied in error.
The Selectmen approved and signed the Intent to Cut for
Stanley and James Hersey.
At approximately 3:45
Selectmen met with Transfer Station Supervisor Fred Sargent. Mr. Sargent
reported that maintenance had been completed on the compactors and balers. The
cardboard baler needs work done on the piston and will reflect in next year’s
budget. Mr. Sargent also reported that the day before Thanksgiving the facility
was scheduled to only be open half a day. People were still coming in until at 2:30 the gates were closed. On Friday he
noticed that garbage and a sofa were left at the gate. The hours of the Transfer
Station were posted well in advance but people still came expecting it to be
open. Mr. Sargent thought that putting a notice in the paper might help.
Chairman Stockman has not yet been in touch with Jim Bean of
Wolfeboro Oil.
Chairman Stockman reported on the Conservation Commission
meeting that he attended on 11/14/05.
The Commission is still short one person and would like to reappoint Mike
Phelps. Mr. Phelps still attends all the meetings. Other subjects of discussion
were the Cheney easement and the 2006 budget. The Commission would like to pay
for a secretary and will try to work it into their budget. Selectman Weeks said
that she had no objection to appointing Mike Phelps to the Commission as the
point has been made. Chairman Stockman said he would continue attending the
meetings.
A question was brought up about whether the town should join
the Lakes Region Planning Commission. This is something the Planning Board
should vote on.
Selectman Weeks advised that the Selectmen would have
another work session next Monday to work on personnel issues.
The Joint Loss Management Committee will be meeting on
Monday December 12th.
