The Selectmen’s meeting minutes of 11/14/05 were approved.
Items for Signature: Intent to Cut for
Chocorua Forestlands; Dufresne-Henry Landfill 2006 Monitoring Contract; 2005
Tax Warrant – Second Billing.
At approximately 3:00
Selectmen met with Mo Gagnon of Stewart Architects to discuss the public
safety-building project. Mr. Gagnon presented a site visit report that made a
comparison of the 3 buildings visited. His suggestion for the size of the
Tuftonboro building was about 15,296 square feet at about $150.00 per square
foot (2007 prices). The site would dictate the type of building, which is
unknown at this time. The Selectmen have received one favorable reply to their
letters to owners of prospective sites. Selectman Weeks said she would like to
have the land and plans done in 2006 with the actual building to be done in
2007. Mr. Gagnon said he would be attending the Budget Committee meeting on
12/6.
Chief Shagoury reported the start of a Child
Advocacy Center
for Carroll County.
This would be a coordination of services for abused children to limit the
trauma having to deal with police, doctors etc. The Center is looking for a
permanent facility so everything can be done in one place.
At approximately 3:30
Selectmen met with Fire Chief Adam Thompson. Chief Thompson reported 229 fire,
123 medical, 60 service and 9 paramedic interrupt calls to date. The calls are
up 111 from 2004. There were also 38 oil burner inspections, 6 gas and 2
woodstove inspections. Included in the numbers are mutual aid calls. Selectman
Albee asked for a breakdown of the calls for the Budget Committee. Wolfeboro
has contracted with Stewarts Ambulance Service starting 7/1/06. Since this will have an impact on
Tuftonboro Chief Thompson has put in calls to the Wolfeboro and Moultonborough
Chiefs to see if there is any flexibility with the use of the ambulances. He
will also ask Brian Lord of Lord-Lakeside for a contract cost bid. The
Firefighters Association has purchased a new washing machine for the Mirror
Lake station. As it is a front
loader it is more water efficient and less abrasive to the clothing. The floor
drains have been sealed at both stations as per the Safety Committee’s
recommendation. The holding tank has been reburied; it had resurfaced due to
the high water levels. The blacktop is breaking up at the Mirror
Lake station; the road agent will
be contacted for a temporary fix. The owners of the building at 123
Middle Road have offered it for a possible
training burn. This will need state approval. The building on Caverly Point has
been withdrawn for a training burn but another property has been offered. Chief
Thompson showed pictures of the fire at 123 Middle
Road. The Chief attended a seminar hosted by
Primex, which he found very informative. One issue of note is that private
vehicles used to respond to a call are not covered under the town’s policy.
Firefighters will be required to have liability insurance on their vehicles. A
fund has been set up for Tom & Tracy Cowern, who were burned out of their
home at 123 Middle Road, at
Community Bank. The school now has a defibrilator due to a state grant. The
town office and Melvin Church are still in the running to receive one. A
workers compensation report was given to the Selectmen. A Selectmen’s
representative is invited to attend a meeting on 11/30 at 1 pm in Conway
to form a new plan for all hazard response. Chief Thompson will be attending.
Kyle Williams has applied to the department; the Chief is working on a
background check.
Tony Lyon brought up the subject of the fire pond at the
library. Mr. Lyon thought that if it was no longer used it could be filled in
and used by the library for expansion. Chief Thompson said that it has not been
used in a few years but that he is not sure that it should be abandoned. It had
been dug for a water source and is a natural wet area. He will have to
investigate.
Selectman Weeks made a motion to approve the 2006 holiday
schedule. Seconded by Selectman Albee with all in favor.
Chairman Stockman reported that the tax rate has been set at
$6.09 and the Selectmen signed the tax warrant.
The Dufresne-Henry 2006 Landfill Monitoring Contract was
discussed. Joe Kowalski had compared the 2005 contract with the 2006 contract
and noted the changes for the Selectmen to review. He would like a better
understanding of what is involved. He also mentioned that NRRA is looking at
monitoring to see if they can get a cost reduction. The Selectmen will hold the
contract for next week.
The Selectmen approved and signed the Intent to Cut for
Chocorua Forestlands.
Selectman Albee reported that he has spoken to Attorney Ryan
and prepared a package of information regarding the Cheney easement, which has
been sent out. He expects to hear from Ryan after he returns from vacation.
Chairman Stockman spoke to Wayne Cheney and Ann Hackl
regarding a new appraisal for the Cheney property. The new appraisal shouldn’t
cost as much but it is not known at this time how it will be paid for. Chairman
Stockman said that everything should be in place for Town Meeting in the event
it has to be brought up for another vote.
The Selectmen had a workshop today at noon but they were not able to finish everything so
another one will be scheduled. Selectman Weeks will contact Avitar regarding Cow
Island assessments. The Selectmen
also reviewed the non-profit organizations filings and have drafted
letters for each regarding some shortcomings. They are trying to determine if
there is any taxable property.
Joe Kowalski has been reviewing the town’s telephone bills
and suggested some changes. The Police and Fire Departments have already
switched to Verizon Enterprise Solutions. He will investigate a little further.
Chairman Stockman will try to contact Jim Bean at Wolfeboro
Oil before deciding which fuel option to use for the winter.
